Today at Ukimet Uyi Prime Minister Bakytzhan Sagintayev chaired a meeting on the preparation and holding of the International Specialized Exhibition EXPO-2017 in Astana.

The meeting discussed organizational issues for the period of holding EXPO-2017 of transport support, protection of public order, medical services, as well as thematic and substantive content of the “Creative Energy” section of the "Kazakhstan" exhibition pavilion.

Recall, the International exhibition EXPO-2017 will be held in Astana from June 10 to September 10 this year.

To date, there have been official confirmations of participation in the work of EXPO-2017 from 115 countries and 21 international organizations.

In this period, more than 2 million tourists from abroad and regions of our country are expected to visit the capital.

The total area for the exhibition is 173.4 hectares of land.

Today in the office of the exhibition organizers, Chairman of the Board of JSC “NC “Astana Expo-2017” Akhmetzhan Yessimov held a meeting with the Minister of Energy Kanat Bozumbayev. The parties discussed the course of preparation of Kazakhstan’s pavilion for EXPO-2017.

According to the NC press service, “Kazakhstan” pavilion is divided into two main zones. Those are the zone of acquaintance with Kazakhstan and the zone "Creative energy".

The first part of the pavilion will present the country’s landscape, culture, history, present, and projects of the future. The "Creative Energy" zone will include the best projects of Kazakhstan’s scientists on the subject of the exhibition, initiatives of the Head of the State in the field of energy and environmental protection, which are successfully implemented, and “green economy” projects implemented in the country’s regions, a model of the Kazakhstan material science thermonuclear reactor Tokamak, which will be located in the central part of the national pavilion.

Recall, Tokamak is an experimental thermonuclear installation for researching and testing materials under conditions of energy loads close to ITER (the international experimental thermonuclear reactor project) and future energy thermonuclear reactors.


On behalf of the President of the Republic of Kazakhstan N. Nazarbayev, Prime Minister of the Republic of Kazakhstan B. Sagintayev made a working trip to the United States of America on April 11-14, during which he met with representatives of companies - world innovation leaders and discussed opportunities for joint cooperation within the framework of the Third Modernization of Kazakhstan’s economy.

Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev met with representatives of “Chevron”, “Citigroup”, “Bloomberg”, “WR Berkley Group”, “GE Transportation”, “OSI Systems”, “Pfizer”, “Cisco”, “Robomatter Inc.” ,”IBM Watson” Center, “Autodesk”, “Tesla Motors”, “Bridge West Group”, “Learn Capital”, “Sound Hound”, “Uber”, “DFJ”, “Silicon Valley Innovation Center”, “Plug and Play Tech Center”, “Google” , ”Jabil” and “Microsoft”.

They discussed matters of cooperation in the fields of IT technologies, engineering, energy, mining, chemical, food and processing industries, telecommunications, transport of the future, construction, education, healthcare and improving the quality of life.

One of the first in the Prime Minister’s schedule was a meeting in New York with representatives of the largest financial institutions of the USA – “Citigroup”, “Mastercard”, “Berkley”, “Morgan Stanley”, “Black Rock”, “Goldman Sachs”, world rating agencies Moody's, Standard & Poor's and Fitch, as well as Greylock Capital, American International Group, Guggenheim International, Alliance Bernstein, Public Capital Advisors, Business Council of International Understanding. They discussed topical matters of world economy development and Kazakhstan’s economic policy, as well as opportunities for implementing joint projects, attracting investments, financing infrastructure projects and asset management.

As part of his working visit to the US, Prime Minister Bakytzhan Sagintayev met with ex-mayors of New York Rudolph Giuliani and Michael Bloomberg. The meeting discussed matters of cooperation in the field of developing telecommunications infrastructure, and in the field of developing the "Astana" International Financial Center. In addition, an important result of the meetings was the agreement on establishing a TV channel and the office of "Bloomberg" in Astana.

Also, Bakytzhan Sagintayev discussed matters of attracting investments and new technologies into the economy of Kazakhstan with leading US companies: “I Squared Capital”, “General Electric", "Grace, Robotti & Company Advisors", "AGCO", "AES", "Black and Veatch", "American Industrial Acquisition Corporation".

In addition, within the framework of the meeting with “OSI Systems”, “Pfizer” and “GE Transportation”, an agreement was reached to attract investments in the production of technological equipment in Kazakhstan, and with “Rahal Foods” – to launch organic food production.

During negotiations with major IT companies, a number of Memorandums important to Kazakhstan were signed. In particular, the Memorandum of Cooperation was signed between Zerde and Cisco, within the framework of which Cisco is ready to finance pilot projects (self-service kiosks for remote provision of public services, Cisco Network Academy, digital mine, IoT network, Smart Lighting, etc.) in Kazakhstan.

Following the Prime Minister’s visit of “IBM Watson West” Center, a Memorandum was signed between IBM and ACP PIT on creating a laboratory within the start-up hub in Astana for applied research in the following areas: financial technologies, Smart City technologies, and technologies for urban construction and operation management.

Also Bakytzhan Sagintayev met with Vice President of Autodesk David Crane. The sides discussed the establishment of an Autodesk competence center in Kazakhstan, within the framework of which digital standards in the field of BIM (Building Information Modeling) will be introduced. A Memorandum of Cooperation was signed between Autodesk and ACP PIT as a result of the visit. There is also an opportunity for Autodesk’s participation in creating the Kazakhstan laboratory for approbation and certification of new construction materials.

Prime Minister held a meeting with the Chairman of the Board of Directors of "Bridge West Group" Massih Tayebi, which resulted in the signing of a Memorandum of Understanding with JSC “Kazakhtelecom”, which provides for possible cooperation in acquiring the US company’s equipment with the aim of wide-scale development of Internet access networks.

After that, a meeting with Managing Partner of “Learn Capital” G. Mauro took place, which resulted in the signing of a Memorandum of Cooperation with JSC “Information-Analytic Center” of the Ministry of Education and Science of the Republic of Kazakhstan on developing a pilot project of innovative education based on so-called "charter schools".

B. Sagintayev held negotiations with the Chairman of "Sound Hound” K. Mohajer, which may become a potential partner of Kazakhstan in implementing joint projects in the field of information technologies.

During his working trip to the US, the Prime Minister held a meeting with the President of “Robomatter Inc.” Skip Smith, where they discussed the possibility of applying the company’s innovative educational programs in Kazakhstan.

Prime Minister Bakytzhan Sagintayev visited the office of “Tesla Motors” and discussed innovative technologies in the field of engineering, electric vehicles production, and introduction of unmanned vehicle operation. In addition, within the framework of the visit to “Tesla Motors”, the “KazAtomProm” company made specific proposals on possible cooperation in the field of renewable energy sources.

Further, Bakytzhan Sagintayev held talks with Chevron's Chairman John Watson, where they discussed the situation and forecasts for the development of the world market of petroleum products, the expansion of cooperation in oil and gas projects in our country.

B. Sagintayev visited the office of “Uber” and held a meeting with the company’s head of global politics and economics B. Masiello. “Uber” is an American international company from San Francisco which created the Uber mobile application for searching, calling and paying for taxis or private drivers. According to data for 2016, service via the application was available in more than 70 countries around the world.

The Prime Minister visited the office of "DFJ", a large company for supporting start-up projects, and met with its founder T. Draper. "DFJ" intends to support a number of Kazakhstani companies. It is worth noting that "DFJ" is focused on investing in projects in the early stages and at the developing stages in the field of technology. Support for such a large company is especially important within the framework of creating the AIST HUB International Technology Park for IT-startups in Kazakhstan, which will become a platform for attracting investors and developing business in those industries where digital and information technologies will develop.

The Prime Minister visited the office of the Silicon Valley Innovation Center and met with a group of experts and Center’s President A. Kunov. The Innovation Center has extensive links with the leadership of the leading Silicon Valley companies, the largest venture funds and investors, successful entrepreneurs, representatives of the business and public elite and provides internships, workshops and business tours.

B. Sagintayev held a series of meetings with the leadership of "Plug and Play Tech Center” and start-ups. It should be noted that “Plug and Play Tech Center” is a business accelerator that specializes in the development of startups. It unites over 300 start-ups and is in partnership with more than 170 investors regularly participating in the selection of companies under the aegis of this incubator.

After that, the Prime Minister visited the office of "Jabil", which is one of the world's largest manufacturing companies, providing comprehensive services for designing and developing electronics for global technology corporations in a wide variety of industries. Among its clients are such global companies as Apple, Facebook, Microsoft, Cisco and others.

The company helps to bring electronic products to markets faster and provides complete management of product supply chains around the world. Jabil's solutions in the field of design, production and intelligent supply chain management are also of interest in the field of machine engineering. Cooperation with such companies is of great importance for Kazakhstan within the framework of fulfilling the Presidential Instructions on the Third Modernization of the Economy.

In San Francisco, Bakytzhan Sagintayev visited the Google office, where he got acquainted with the company’s current developments in IT, discussed projects of interest to Kazakhstan with its employees. Among them are: Real Time Speech Translation and the Project Loon program, in which special balloons located at stratospheric heights can provide Internet to terrestrial consumers, especially in remote settlements.

Also, the Prime Minister of Kazakhstan held a meeting with the Corporate Vice-President of "Microsoft" D. Levin, where they discussed the matters of introducing the company’s software solutions in small schools of the Republic of Kazakhstan. Improving quality of small-scale schools and equalization of the level of education between rural and urban schools is only possible using modern methods of education and introducing information and communication technologies. In this regard, a special device Bilim Book is being developed, and its production is carried out by the world leaders in this field – Lenovo and Dell. All software is provided by Microsoft.

Representatives of American business and expert circles highly appreciated the policy of the President of Kazakhstan N. Nazarbayev to ensure sustainable economic growth and modernization of Kazakhstan, as well as diversification and improvement of the country's investment attractiveness.

"Kazakhstan has never backed away from global challenges and complex problems. The country's leadership is moving in the right direction,” – Peter Tichansky, Director General of the Business Council for International Understanding (BCIU) said.

"Investors enthusiastically observe the Third modernization of Kazakhstan, 5 institutional reforms and the “100 steps” Plan by President N. Nazarbayev,” - Ashok Parameswaran, General Director of the American International Group insurance corporation stressed.

As a result of the working visit of the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev to the United States, the Government of the Republic of Kazakhstan will prepare a special Roadmap for developing cooperation with the Silicon Valley.

Today at Ukimet Uyi, Prime Minister Bakytzhan Sagintayev held a meeting on improving the healthcare system within the framework of the Third Modernization of Kazakhstan.

The meeting discussed issues of introducing compulsory social medical insurance (CSMI) in the country.

The Prime Minister instructed the responsible state bodies to carry out wide explanatory work among the population and complete the preparatory work before July 1 this year.

Today at Ukimet Uyi Prime Minister Bakytzhan Sagintayev held a meeting with the Secretary General of the Cooperation Council of Turkic-Speaking States (CCTS) Ramil Sahib oglu Hasanov.

The meeting discussed matters of developing economic cooperation, and joint investment projects in tourism and transport-logistical spheres and participation of business circles of the member countries in the EXPO-2017 international exhibition in Astana.

The agreement on creating the Cooperation Council of Turkic-Speaking States (CCTS or Turkic Council) was signed on October3, 2009, in the city of Nakhchivan (the Republic of Azerbaijan) during the 9 summit of the Heads of Turkic-speaking countries by the initiative of the President of the Republic of Kazakhstan N.A. Nazarbayev.

Bakytzhan Sagintayev during a working visit to Aktobe region held a meeting with the region's public on issues of social modernization.

The meeting discussed topical directions of the social development of the region, including healthcare, education, entrepreneurship support, employment, housing provision, as well as other issues of public concern.

Summing up the meeting, Prime Minister noted that Kazakhstan’s economic modernization, outlined by President Nursultan Nazarbayev in his Address “Third Modernization of Kazakhstan: Global Competitiveness", will be accompanied by the emergence of significant opportunities for citizens.

At the same time, the digitalization of the economy, automation of production, on the one hand, will require highly qualified specialists, especially in the field of IT technologies. On the other hand, these processes will lead to the release of a part of the labor force. Therefore, the Government is already working to create conditions for a controlled flow of workers. No less important are the issues of creating jobs and increasing people's access to business.

B. Sagintayev emphasized that to achieve these tasks, the issues of employment are being translated into a new plane in the new Productive Employment and Mass Entrepreneurship State Program. And if earlier the task was only to provide employment, now it is an issue of ensuring productive and effective employment.

Also Bakytzhan Sagintayev recalled that the Head of State in his Address set the task - to change the role of the education system, since it should become the central link of the new model of economic growth.

In this regard, as part of the State Program for the development of education, both its infrastructure and its content are updated.

In addition, B. Sagintayev emphasized that profound changes are also being made in the healthcare sphere. Thus, starting January 1, 2018, compulsory social medical insurance is being introduced, which is designed to significantly improve the level of medical care for citizens.

Also, construction continues of hospitals, clinics, paramedic centers; and issues will be worked out of developing the net of medical-sanitary first aid and narrow specialists’ private offices.

In conclusion, the Prime Minister noted that the social sphere is faced with major tasks, which the Government will solve jointly with the public. However, responsibility for the implementation of these tasks lies with local executive bodies, since success will depend on how well the work is carried out locally.

Following the meeting, B. Sagintayev tasked the responsible state bodies and the regional Akimat to take all raised issues under control.

Prime Minister Bakytzhan Sagintayev familiarized himself with the work of the Semey branch of the Nazarbayev Intellectual School as part of his working trip to the East Kazakhstan region.

During his inspection of the new building for the school for gifted children, which was put into operation in late 2016, B. Sagintayev examined the study-rooms for self-knowledge, nanotechnology, biotechnology, pottery, canteen and library. School Principal B. Kayirzhanov told about the achievements of the educational institution.

The uniqueness of the facility is that the main educational building for 720 students is combined with a dormitory block for 120 people. This allows gifted children from the countryside to study and live in this boarding school under one roof.

In just seven years of the school's work, 466 students have graduated, of whom 34 students became holders of the "Altyn Belgi" sign, and 22 of them received honor certificates. School graduates successfully continue their studies in universities around the country and abroad. Thus, 156 graduates were accepted into the Nazarbayev University, 283 graduates study in universities of Kazakhstan, 26 graduates study abroad.

Prime Minister Bakytzhan Sagintayev, as part of his working trip to the East Kazakhstan region, inspected the process of reconstructing the Semey CHPP-1, which provides heat to 70% of the residential and administrative buildings of the left-bank part of the city.

Also, B. Sagintayev was informed about the construction of CHPP-3, which is one of the region’s top priority projects. At the moment, a feasibility study has been developed for the project and the government expert review has been received.

The aim of the project is to replace the capacity of numerous boiler stations with low efficiency and reliability, cover the increase in thermal loads, and create an environmentally friendly source with efficient technology for producing heat and electricity.

The project will contribute to the further development of local production and their long-term operation, including coal mining from the “Karazhira” field.

On behalf of the President of Kazakhstan Nursultan Nazarbayev, Prime Minister Bakytzhan Sagintayev arrived in the East Kazakhstan region.

During his working trip, the Prime Minister will get acquainted with the progress of implementing the Presidential Address " Third Modernization of Kazakhstan: Global competitiveness" in large industrial and agricultural enterprises, healthcare and education facilities in the region.

A meeting is also expected with entrepreneurs and the public on socio-economic development of the region.

In addition, B. Sagintayev will inspect the reconstruction of the International Airport and CHPP-1 in Semey.

Today at Ukimet Uyi Prime Minister Bakytzhan Sagintayev held a meeting with the president of “Tele2 AB” Group Allison Kirkby.

The meeting discussed matters of development of the telecommunications industry, new industries using digital technologies and cyber security.

The Minister of National Economy took part in the Summit of financial block top-managers - CFO IDEA EXCHANGE & NETWORKING EVENT in Almaty. In his speech, the Minister spoke about the aspects of Kazakhstan's economic development.

Suleimenov noted that "many countries are reviewing the priorities of economic policy and trying to protect the domestic market through protectionist administrative measures; these measures only restrain growth, contributing to increasing isolation."

"Kazakhstan, on the contrary, chooses open dialogue and liberal approaches to stimulate economic growth. The main focus of our macro policy involves transitioning to a new growth model based on developing healthy competition, improving the investment climate, and deep technological modernization of the economic sectors,” – the Minister said.

He stressed that the implementation of the Third Modernization of Kazakhstan will be the basis for a new growth model.

"Last year, internal and external investments were the driver of our growth. We need a quantitative and qualitative increase in export supplies for a more stable and diversified growth. Thus, we will prepare the Unified Export Strategy of Kazakhstan,” – Suleimenov said.

He also noted that tax legislation will aim at stimulating the transition to new economic realities, supporting sectors of the New Economy, attracting new investments in subsoil use, optimizing tax benefits, further simplification of tax administration.

"In order to increase the share of SMEs in the economy, support for entrepreneurship will continue within the framework of the Roadmap-2020. It is important to note that in addition to budget funds, credit lines of international financial organizations will be attracted,” – Suleimenov  said.

The minister also reminded that according to the results of 2016, Kazakhstan’s economic growth amounted to 1%.

"2017 is expected to be the year of moderate growth rates recovery in the economic sectors, which is facilitated by both stabilization of external conditions and the revival of consumer activity. According to our base forecast, in the absence of unforeseen external shocks, we expect that in 2017 economic growth will exceed 2%,” – Suleimenov concluded.

After the speech, the minister partook in the panel discussion "New Global Reload. Risks and Opportunities for Kazakhstan ".

The annual Summit of the financial block top managers - CFO IDEA EXCHANGE & NETWORKING EVENT is taking place in Almaty. The EXPO-2017 organizer’s office hosted a meeting on preparation and holding of the exhibition with the participation of the head of the board of the “Astana EXPO-2017” NC Akhmetzhan Yessimov, Minister of Information and Communication Dauren Abayev, and heads of the central mass media.

Akhmetzhan Yessimov formulated the meeting’s main tasks, emphasizing the need to effectively implement instructions given by the President on July 13, 2015, to conduct the exhibition at the highest level.

He noted that it is necessary to pay special attention to explaining the historical significance of the upcoming international specialized exhibition in Astana and the importance of holding such an event to strengthen Kazakhstan's international standing.

During the meeting, great attention was also paid to such important matters as professional and competent coverage of preparations for EXPO-2017 by the media, correctness of publications and consistency in editorial policy.

JSC "NC" Astana EXPO-2017 "was established on January 15, 2013, with the purpose of preparing and holding EXPO-2017.


Today at Ukimet Uyi Prime Minister Bakytzhan Sagintayev held a meeting on organizing the 10th Astana Economic Forum 2017 (hereinafter - AEF).

It is planned that the 10th AEF-2017 will be held in June this this year. The main theme of the forum is “New energy – new economy”.
