The Office of the Prime Minister of the Republic of Kazakhstan

Press service of the Prime Minister of the Republic of Kazakhstan is a subdivision of the Office of the Prime Minister of the Republic of Kazakhstan.

The main activities of the Press Service:

- organization of interaction of the Prime Minister of the Republic of Kazakhstan with national and international media;

- operational support of media with official information on the activities of the Prime Minister and the Office of the Prime Minister;

- holding of press conferences and briefings of the Prime Minister, Deputy Prime Ministers and Head of the Office;

- participation in the drafting of speeches of the Prime Minister;

- distribution of statements, reports, press releases and other information materials to the media;

- coordination of the activities of the government website, including the activities with regard to the publication of press releases, photos and videos;

- rapid collection and rapid analysis of materials of national and foreign media on the activities of the Prime Minister, the Government and the Office.

 

Media Accreditation

It is necessary to obtain accreditation in the press service of the Prime Minister of the Republic of Kazakhstan to cover the events with the participation of Prime Minister of the Republic of Kazakhstan.

It is essential to send a request in writing addressed to the Head of the Press Service of the Prime Minister of Kazakhstan – Press Secretary for accreditation for the first time. One must specify the full name of a correspondent, a copy of passport or identity card, contact telephone numbers on a letter-head. Accreditation is valid for one year.

The Head of the Press service of the Prime Minister – Press Secretary –

Secretariat of the Office of the Prime Minister of the Republic of Kazakhstan is a subdivision of the Office of the Prime Minister of the Republic of Kazakhstan.

The main directions of the work of the Secretariat:

- carrying out the work with the personnel belonging to the list of positions appointed by the Government or by agreement with the Prime Minister and the staff of the Office;

- questions of general policy formation and comprehensive development of the sphere of public services;

- participation in the information-analytical support of the Prime Minister, the Government and the Office regarding the improvement of the civil service;

- consideration of the draft laws of the Republic of Kazakhstan, acts of the President, the Government and the Prime Minister, the decisions of the Office on the improvement of the civil service;

- participation in monitoring the execution of decisions of the President, the Government and the Prime Minister on matters within the competence of the Secretariat;

- organizational, informational and analytical and advisory support to the activities of the Deputy Prime Ministers, Head of the Office.

The Head of the Secretariat of the Prime Minister's Office – Amangul Ibrayeva

Information and Analytical Centre is a subdivision of the Office of the Prime Minister of the Republic of Kazakhstan.

The main activities of the Information and Analytical Centre:

- prompt informing of the Prime Minister about the most important events in the country and the world;

- information and reference material support of the Prime Minister for travels to the regions of Kazakhstan, working meetings and official visits abroad;

- analytical support of the Prime Minister on the most important trends in the country and the world.

The Head of Information and Analytical Centre – Madina Zhunusbekova

 

The Control and Documentary Maintenance Department is a subdivision of the Office of Prime Minister of the Republic of Kazakhstan.

The main activities of the department:

- documentation support to the activities of the Prime Minister and his deputies, the Head of the Office and subdivisions of the Office, and coordination of the work of state authorities on organization and development of the documentation management and archival affairs;

- participation in coordination of the work on creating information systems of state authorities, including information database and information security (Unified Electronic Document Management System of the Certification centre of state authorities (UEDMS), Uniform Transport Network of State Agencies) and further development of the UEDMS;

- control of the terms of acts and orders of the President and the Administration of the President, set before the Government, decisions of the Government and Prime Minister, orders of the Prime Minister, his deputies, the Head of the Office and his deputies;

- compliance control of the regime of security and information database in the Office and organizations under control of the Office.   

The head of the control and documentary maintenance department – Askar Zhakenov

The Department of external affairs and protocol service is a subdivision of the Office of Prime Minister of the Republic of Kazakhstan.

The main activities of the department:

- information and analytical support to the activities of the Prime Minister, First Deputy and Deputy Prime Ministers, the Head of the Office and his deputies concerning international collaboration;

- control of execution of acts, program documents of the President, Government and Prime Minister concerning international collaboration;

- control of preparation of international agreements being under the jurisdiction of the department;

- organizational and protocol service maintenance of international events with the participation of the Prime Minister, execution of international correspondence as well.

The head of department of external affairs and protocol service – Aidyn Karimov

The Defence and Law Enforcement Department is a subdivision of the Office of Prime Minister of the Republic of Kazakhstan.

The department consists of:

- sector of law enforcement authorities;

- sector of defence and  mobilization preparation;

- group of information and analytical and inspection activity.

The main activities of the department:

- information and analytical support to the activities of the Prime Minister and Government of the Republic of Kazakhstan concerning defence capacity, law and order, prevention of crime and offences, civil protection (except for industrial protection), mobilization preparation as well. 

- control and monitoring including inspection, realization of program documents, acts and execution of orders of the Head of the State, executives of the Administration of the President, Government of the Republic of Kazakhstan  and the Head of the Office concerning issues of defence capacity, law and order, prevention of crime and offences, civil protection (except for industrial protection), mobilization preparation as well. 

- work with the incoming correspondence and projects of legislative acts concerning defence capacity, law and order, prevention of crime and offences, civil protection (except for industrial protection), mobilization preparation as well. 

The head of the defence and law enforcement department – Murat Baimukashev

The social and economic department of the Office of the Kazakh Prime Minister is a subdivision of the Office of the Kazakh Prime Minister.

The main activities of the department:

- information and analytical support to the activities of the Prime Minister and his deputies;

- management of preparations for:

-evaluation of the draft laws of the Republic of Kazakhstan, acts of the President, Government and Prime Minister;

 - answers of the Government on inquiries of deputies, letters of deputies and acts of Prosecution Service;

- offers and conclusions on written inquiries of citizens and legal entities;

- government decisions (offers), within integration process as well;

- participation in preparation of reports of the Government to the President of the Republic of Kazakhstan;

- organization of control over the execution of acts and orders of the President of the Republic of Kazakhstan, acts of the Government and Prime Minister, protocol resolutions of Government sessions, assignments of the Prime Minister and his deputies.

Competent issues of the department:

- preparation, monitoring and evaluation of execution of documents of the state planning system, annual Addresses of the President of the Republic of Kazakhstan to the nation, program documents of the Government, memoranda of state authorities;

- organization and development of the state planning system, the system of state statistics, microeconomic forecast, analysis of results of social and economic development of the Republic of Kazakhstan, elaboration of evaluation system of the state authorities. 

- organization and execution of the state budget, development of inter-budget relations, budget sector, development of the employee compensation plan of government sector and civil employees, public borrowings and debts, gross external debt, approval of regulations on state authorities;

- taxation sector, National Fund, external trade statistics, Customs affairs (except for issues of policy formulation on application of customs and tariff and nontariff measures of regulation, operational-investigative activity, legal status of custom bodies, career program in custom bodies, control over export and import, as well as transit of armament, military technologies and double-purpose productions through the territory of the Republic of Kazakhstan);

- transfer prices determination, regulation of production and turnover of alcohol and tobacco productions, accountancy, audit and introduction of the International Financial Reporting Standards,  state procurements and financial monitoring (within the mandate of the Government);

- currency regulation and banking sector (within the mandate of the Government);

- insurance activity , development of stock market (in term of securities market );

- social protection and social support of citizens, further development of defined contribution pension system, employment relations, health and safety, employment of population and labor market, social partnership; 

- demography, gender equality, state policy in population migration sector, except for issues on reaction to irregular migration, recording and registration of citizens, foreigners, persons without citizenship, and refugees;

- education and science, integration of science and technical and educational sector;    

- culture, archives and library science; 

- civil society, mass media, participation in development of digital television in terms of content filling;

- development of languages, youth policy, physical training and sports, international and confessional relationships, lottery activity.

- health care of citizens, medicine and pharmaceutical sciences and education, pharmaceutical and medical industries (competition and subsidies aspects), sanitary and epidemiological welfare of the population, drug circulation, healthcare products and medical equipment (including aspects of competition, subsidiary, custom and tariff and nontariff regulation), control of the quality of medical services;

- other assignments ordered by the Government and the Office.

The head of the social and economic department – 

The Department of Protection of State Secrets is a subdivision of the Office of Prime Minister of the Republic of Kazakhstan.

The department is guided by the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan and other legislative acts. 

The main activity of the department in accordance with the Law of the Republic of Kazakhstan “On state secrets” is elaboration of the unified state policy in the field of protection of the state secrets and information security maintenance.

The main functions of the department for the purpose of implementation of the mission:

- elaboration and development of the protection system of the state secrets and governmental information resources, including participation in organization support of international meetings, talks of the Heads of the Government and the Office in the international events in the sphere of information security and protection of the state secrets, development of international cooperation in this area;

- development of legislative acts, methodological and other documents concerning issues of protection of the state secrets and information security valid within the whole territory of the Republic of Kazakhstan;  

- execution of practical and methodological assistance to the state authorities and organizations concerning questions of protection of the state secrets and information security.  

The department of regional development is a subdivision of the Office of Prime Minister of the Republic of Kazakhstan.

The main activities of the department:

- studies and analyzes social and economic situation in regions, practical aspect in creation of terms for dynamic economic growth, development of agriculture territories, application of regional possibilities for industrial growth and improvement of the population quality of life, performs immediate data, offers and analytical information to the Head of the Office.

- organizes and performs examination of the execution of legislative acts and orders of the Head of the Government  by  local executive boards, local government bodies and governmental authorities, analyzes causes of identified deficiencies and violations, prepares appropriate materials, makes proposals on the adoption of measures for their eliminations;

- provides implementation of set of measures focused on the immediate carrying out of activities of Ministry of Agriculture and Ministry of Investment and Development (in terms of tourism development);

- ensures the preparation of regional working visits of the Prime Minister and his deputies, organizes and controls execution of assignments, given at the end of the working visits.

Head of the department of regional development – Yerhan Umarov 

The finance and economic department is a subdivision of the Office of Prime Minister of the Republic of Kazakhstan.

The department is guided by the Constitution of the Republic of Kazakhstan, laws, acts of the President, Government and Prime Minister of the Republic of Kazakhstan, other legislative acts, as well as Regulation on the Office and Regulation on the Department.

The structure, staff number of the department shall be approved by the Head of the Office in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

The main activities of the department:

- financial support of the Office of the Prime Minister of the Republic of Kazakhstan, coordination of activities of institutions under the jurisdiction of the Office in terms of financial and accounting records.

- domestic, material, informational and technical support to the activities of the management and employees of the Office.

- organization of preparation of meeting rooms for Government sessions, selective and extended meetings, jointly with structural subdivisions of the Office responsible for preparation of the meeting and appropriate services of RSBE “Management of administrative buildings of the Administration of the President and the Government of the Republic of Kazakhstan” the Department of Presidential Affairs of the Republic of Kazakhstan, “Engineering and technical center” JSC the Department of Presidential Affairs of the Republic of Kazakhstan, “KazSatNet” JSC, “Kazakhtelecom” JSC and other organizations;

- transport supply of the Head and employees of the Office;

- preparation and issue of all governmental publications (Collection of acts of the President and the Government of the Republic of Kazakhstan, Bulletin of international treaties and the Government bulletin) and mailing them to subscribers.

The head of the finance and economic department – Berdibek Meirbekov

The department of industrial and innovation development is a subdivision of the Office of Prime Minister of the Republic of Kazakhstan.

The main activities of the department:

- coordination of the activities of the state authorities in the process of preparation and execution of acts of the Government and Prime Minister in supervised areas;

 - information, analytical and organizational support to the activities of the Prime Minister, administration of the Government and the Office (organization of meetings with the participation of the Prime Minister, his deputies, the Head of the Office concerning issues falling within the authority of the department including invitation of administrative officials of governmental bodies and others );

- participation in the preparation of reports of the Government to the President of the Republic of Kazakhstan about the process of implementation of corresponding program documents;

- control of the terms of execution f acts and orders of the Head of the State set before the Government, decisions of the Government and Prime Minister, assignments of Prime Minister, his deputies, the Head of the Office and his deputies in supervised sectors;

- other issues on the assignments of the administration of the Government and the Office.

The head of the department of industrial and innovation development – 

Representation of the Government in the Parliament of the Republic of Kazakhstan is a subdivision of the Office of the Prime Minister of the Republic of Kazakhstan, authorized to represent the interests of the Government of the Republic of Kazakhstan and interact Government and Prime Minister with the Parliament of the Republic of Kazakhstan.

The main tasks of the Representation is to monitor the implementation of legislative initiatives of the Government in the Parliament, to inform the Government on the consideration of draft laws by the Parliament and other issues, and to uphold the official position of the Government in the course of their discussion by the deputies, and to organize the participation of the Prime Minister, his deputies and members of the Government in plenary and joint sessions of Chambers of Parliament, their meetings with deputies and deputy associations.

The Legal Department is a structural subdivision of the Office of the Prime Minister of the Republic of Kazakhstan.

The main task of the legal department is the legal support of the Prime Minister, the Government and the Prime Minister's Office.

As part of its implementation the Legal Department considers the draft decisions of the Prime Minister, the Government and the Prime Minister's Office for compliance with current legislation and compliance with the rules of legal technique, coordinates projects of resolutions, answers, protocol decisions, advises and provides opinions on legal issues considered in the Office, controls over the execution of the Plan of Legislative work of the Government and other functions assigned to it by law.

Head of legal department – Yerzhan Zhienbayev

The Project Management Center is a subdivision of the Office of the Prime Minister of the Republic of Kazakhstan, authorized to represent the functional structure of the project management system in the Government of the Republic of Kazakhstan.

The main activities of the Project Management Center:

- Control and monitoring of the projects implementation within the framework of the project management introduction in the Government of the Republic of Kazakhstan.

- Participation in the development and realization of projects implemented by the state authorities.

- Control of the state authorities performance in the projects development.

- Participation in the development of a set of measures for each project aimed to achieve the project objectives, and carrying out their analysis before approving for feasibility and compliance with the requirements of project objectives.

- Assistance in timely consideration and approval of the projects and sets of measures, proposed by the state authorities, by the Government of the Republic of Kazakhstan.

- Control and monitoring of the implementation of the proposed sets of measures for the realization of projects.

- Information and analytical support for the Prime Minister and his deputies about the progress of project activities in state bodies and structural subdivisions of the Office of the Prime Minister.
