Employment measures planned to reach 1 million 220 thousand people in 2020 — Ministry of Labor

At a government session chaired by Prime Minister Askar Mamin, Minister of Labor and Social Protection of the Population Birzhan Nurymbetov reported on the progress in implementing the Enbek State Program.

As Nurymbetov noted, in the framework of the declared state of emergency in connection with the coronavirus pandemic, the situation on the labor market in the second quarter of this year was difficult.

In March-April, the number of unemployed and without income amounted to over 4 million people. The weakening of quarantine measures began on April 20, 2020, which contributed to a phased resumption of employment — the number of unemployed in May 2020 decreased by 1 million people.

“We believe that the measures taken by the government to restore the economy with an emphasis on ensuring employment will help stabilize the labor market since July 2020,” Birzhan Nurymbetov said.

According to the minister, the expected unemployment rate at the end of the year may reach 6.1%.

At the same time, he stressed that this year it is planned to cover employment measures of 1 million 220 thousand people.

“For this, the possibility of maximum job preservation will be fully utilized by measures to support the economy and business, as well as the potential to create new jobs within all state programs,” Birzhan Nurymbetov informed.

In particular, 255 thousand jobs will be created under the new Employment Roadmap.

To date, out of 6.5 thousand projects included in the Roadmap, 5.3 thousand projects have been launched, 103 thousand jobs have been created, 91 thousand people have been attracted. Of these, 35% are young people.

Starting in June, the pace of work on the Roadmap will reach the proper level.

As Nurymbetov emphasized, the implementation of the Roadmap has a comprehensive socio-economic effect.

255 thousand participants in the program will receive salaries and social benefits in the amount of 210 billion tenge. This in turn will affect the income of about 1 million people.

Within the framework of the Roadmap, domestic enterprises will receive support in the amount of 700 billion tenge, more than 23 thousand small and medium-sized businesses will receive orders, and at least a thousand jobs will be saved.

It is also planned to build 615 new facilities, which in the future will become social assets and will contribute to the solution of many social problems related to the quality of life of the population.

Employment Roadmap projects lay the foundation for the creation of more than 100,000 permanent jobs in related industries.

As part of other state programs, today 93.4 thousand new jobs have been additionally created. The main share falls on the Nurly Zher program, the Business Road Map, the Agro-Industrial Development Program, and Digital Kazakhstan. Also, the bulk of the jobs created are in the construction, trade and agriculture sectors. Until the end of the year, 364 thousand jobs will be created under these programs.

The head of the ministry informed that in 2020, 176 billion tenge is provided for the implementation of the Enbek State Program.

“Since the beginning of the year, 255 thousand people have become participants in the Enbek State Program, of which 184 thousand have been employed by regional employment centers, including 99 thousand people for permanent work,” said Birzhan Nurymbetov.

Microcredits and grants for business development were received by over 6 thousand people.

97 thousand people found work through the electronic labor exchange, including 46 thousand permanent ones.

This year, through all the tools of the program, it is planned to cover employment measures of 600 thousand people. Concessional microloans will be provided for more than 13 thousand projects.

In order to help unemployed citizens, primarily young people, in search of their place in the labor market, the program provides for a number of types of professional training.

By the end of the year, more than 100 thousand unemployed citizens who want to learn new professions and skills will be given such an opportunity.

One of the measures of social protection for unemployment is state-subsidized jobs. Social jobs, youth practice, community service allow you to get a job up to one year and get the first professional experience for young graduates.

“In general, the regions have a good pace of implementation. Of the planned 211 thousand jobs, 40% were created, 84 thousand people were employed,” the minister said.
