Alikhan Smailov gives instructions on digitalization of work of government agencies and introduction of 5G in Kazakhstan

Prime Minister of the Republic of Kazakhstan Alikhan Smailov held a meeting of the Commission on Digitalization, where the reengineering of business processes in government agencies, the introduction of a simplified mechanism for adjusting information about citizens and legal entities, as well as the introduction and development of fifth generation cellular communications (5G / IMT) were considered.

Speaking on the first issue, the Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin said that as part of the execution of the instructions of the Head of State to de-bureaucratize the activities of the state apparatus, a comprehensive reengineering of the processes and functions of state bodies is being carried out, as well as a reduction in document flow and reporting, which implies a general reduction in terms and stages twice.

To date, the work has covered more than 100 business processes: 55 have been reengineered, 35 are being approved by government agencies, 43 business processes have been described and formalized.

Reengineering will significantly reduce the time for providing services to citizens and businesses, improve the interaction of government agencies in general.

So, a number of services popular with citizens fell under optimization, in particular, buying a car (15 minutes, re-registration through online services), liquidating an LLP (1 month), establishing disability (possibility of remote examination), redevelopment of an apartment (1 day), obtaining sick leave (remote format), etc. Full implementation of the changes will be completed before the end of the year.

Proposals have been formulated to transform the processes of importing and examining medicines, providing citizens with free medicines, acquiring and managing land, remote military registration, and others. They are under discussion with government agencies.

In addition, the reengineering of the budgetary and rule-making processes of state bodies will allow the Government to regularly monitor the implementation of strategic objectives, the macroeconomic situation in the country, the progress of the implementation of national projects in real time based on relevant and correct data, which together will become the core of the state's transition to a new digital format activities.

The Prime Minister of the Republic of Kazakhstan instructed to complete all work in this direction in a quality and timely manner.

During the consideration of the second question, it was noted that today citizens often face the need to make adjustments to various documents due to errors in state databases.

To change the situation, it is proposed to ensure the publication by state bodies of services for receiving electronic applications for correcting information. Thanks to this, the user will be able to promptly send a request to the authorized state body without visiting a notary or public service center.

Alikhan Smailov supported the voiced approaches and instructed to study in detail the issue of their implementation.

When considering the third item on the agenda, it was noted that work is currently underway in Kazakhstan to introduce the fifth generation cellular communication standard 5G / IMT. The tests carried out showed good results: the effective frequency coverage area is more than 10 square kilometers, the speed indicator is up to 1.6 Gbps, the delay level is less than 10 ms.

In 2021, private operators were granted the right to test 5G technology in the cities of Nur-Sultan, Almaty and Shymkent.

The Prime Minister of the Republic of Kazakhstan instructed to further develop mechanisms for allocating frequencies for 5G networks and re-submit updated proposals for consideration by the Commission.
