Kazakhstan reaches stabilized level of epidemiological situation

At the selector government session chaired by the Prime Minister Askar Mamin, the anti-epidemiological measures taken in the country and the progress in the implementation of the Head of State’s instructions given at a meeting on July 18, 2020, were considered.

Kazakhstan has reached the level of relative stabilization of the epidemic situation. The increase in people infected with coronavirus in the republic is 2.1%, the smallest increase per day was recorded in Shymkent — 1%, Kyzylorda region — 0.9%, Turkistan region — 0.8%, Aktobe region — 0.5%.

The total bed capacity was increased from 30.4 thousand to 49.7 thousand. The occupancy of provisional beds was reduced by 20% (from 89% to 69%) and intensive care beds by 6% (from 73 to 67%). The number of people recovered from COVID-19 increased by 60%. The number of ambulance calls has reduced by 23%.

At the outpatient level, 2,962 mobile PHC teams have been created to provide medical care at home. By the end of this month, the number of teams will be increased to 3500. The number of Call-centers in polyclinics has been increased by 16%.

Today, there are 1,958 ventilators in infectious diseases and provisional hospitals, more than 4,183 devices are additionally purchased, more than 21 thousand beds will be connected to oxygen, 6,237 of them — through oxygen concentrators. Today, the capacity of PCR testing is 32 thousand tests per day. By Aug. 1, this year, this figure will be increased to 35.6 thousand per day, by Sep. 1, 2020, — up to 64 thousand per day.

To provide outpatient care in the countryside, 1,493 mobile teams have been created and are functioning, which covers 94% of the need. There are 641 ambulances involved in villages.

The head of government instructed akimats, ministries of healthcare and industry to provide hospitals in the regions with ventilators in accordance with the needs by the end of August 2020.

The Ministry of Healthcare, together with the akimats and the Ministry of Agriculture, were instructed to organize work on PCR testing in the regions on the basis of veterinary laboratories and ensure staffing by the end of July 2020, and akimats to work out efficient logistics for the delivery of analyzes to regional laboratories.

The ministries of industry, health and finance were instructed to urgently solve the issue of equipping the regions with mobile diagnostic complexes, regional hospitals with digital X-ray machines of domestic production, the Ministry of Healthcare and akimats — to ensure the delivery of oxygen concentrators and medical gases to the regions in full within two weeks.

SK-Pharmacy was instructed to purchase and distribute medicines to the regions in an additional monthly volume by the end of July 2020, as well as to establish a clear planning system for their needs.

The prime minister also instructed to form in the Stabilization Funds the necessary stocks of medicines and medical products in each region, following the example of Almaty, Nur-Sultan and Aktobe region.
