Soil and geobotanical maps to be created on area of ​​over 26 million hectares in Kazakhstan by the end of 2020 — Minister of Agriculture

At the government session chaired by Prime Minister Askar Mamin, issues of digitalization in the agro-industrial sector and land relationships were discussed. Minister of Agriculture Saparkhan Omarov, Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin reported on the current situation in the country. According to Omarov, digitalization of the agro-industrial complex will help reduce risks, adapt to climate change, increase crop yields and animal productivity, and plan agricultural technologies in a timely manner.

The main task of the digitalization of agriculture is to reduce the cost of manufacturing products, improve their quality and competitiveness.

In his Address to the People of Kazakhstan, the Head of State Kassym-Jomart Tokayev noted the need to switch to an electronic format when providing various types of services to the population. To implement this instruction, the ministry has automated and optimized public services to the population, industry-specific business processes.

So, to date, 94% of the provided state services have been automated. Compared to the previous year, the share of services rendered in electronic format to the population increased by 34%.

As the Minister of Agriculture noted, such results were achieved through the modernization of industry information systems, the development of which must be continued constantly.

“Kazakhstan is the first EAEU country that uses a unified system of accounting for farm animals with the entry of data into the Information System ‘Identification of Farm Animals.’ More than 35 million farm animals are registered in the system, which employs about 4.5 thousand veterinary specialists,” Omarov said.

Work is constantly underway to modify the system to track the full life cycle of animals, including preventive veterinary measures. Taking into account the development of the system, changes are made to the current regulatory legal acts. Thus, the legislative consolidation of the provision on the issuance of veterinary passports in electronic form is already being considered by the Parliament. This norm will simplify the issuance and speed up the receipt of veterinary passports, significantly save government costs.

In addition, the accounting of selection and breeding work in livestock breeding has been digitized separately, which is maintained in the information analytical system Plem.kz. About 35 thousand users have the opportunity to confirm the origin, carry out breeding work and regulate zootechnical events in electronic format.

The procedures for agricultural producers have been significantly simplified by digitizing business processes using the functionality of the Unified Automated Management System, E-Agriculture. Domestic agricultural producers and other participants in domestic and foreign trade have the opportunity to receive electronic accompanying documents without visiting government agencies.

At the same time, all 11 permits have been digitized in crop production. In the field of animal husbandry, 10 out of 12 permits have been transferred to electronic format.

The process of registration of agricultural machinery, accreditation of procurement organizations and the work of the commission on guaranteeing microcredits has been automated by 100%.

To date, subsidizing is 100% automated in all 16 areas, including 7 in crop production, 4 in livestock production and 5 in financial instruments.

According to Omarov, an analysis of the world experience of introducing digital technologies in agriculture demonstrates a significant economic effect from the introduction of the Internet of things in the agro-industrial complex. So in the field of agriculture, the average rate of increase in yield is more than 10%, the average cost savings are in the range of 5-10%.

In turn, in animal husbandry, the average cost savings is 15-20%, with a decrease in mortality and an increase in livestock by 15 and 10 percent, respectively, with the introduction of digital solutions and technologies.

To date, the levels of digitalization of farms have been determined. Work on the introduction of precision agriculture in livestock and crop production has been carried out and is being replicated. In the crop and livestock sector, the use of modern smart systems has made it possible to obtain a positive effect.

Thus, in precision farming with the use of new agronomic technologies at pilot sites, it was possible to get up to 20% more harvest, while the farmer's costs were reduced by more than 15%.

Also, the use of modern equipment was reflected in the increase in milk yield by more than 20%, the yield of calves increased by 25%.

Full digitalization of processes in the agro-industrial complex within 5 years will give an additional effect:

  • Increase in gross collection — by 20%
  • Increase in labor productivity — by 50%

According to the minister, the main instrument for managing land relations is the automatic information system of the State Cadastre, which contains 6.5 million electronic paper information pieces for land plots, including soil, geobotanical and agricultural maps.

This system provides 12 of 15 types of electronic state services in the field of land relations for the population.

“One of the pressing problems in the field of land relations is the issue of putting things in order in the order of priority when receiving a land plot. By the end of the first quarter of 2021, it is planned to complete the automation of queuing to obtain a land plot,” Omarov said.

According to the minister, today, joint work with the Ministry of Digital Development is being carried out on the issues of land digitization.

By the end of 2020, soil and geobotanical and agricultural maps will be created on an area of ​​26, 25 million hectares and 6.5 million, respectively, in 2021-2022 it is planned to increase the coverage to 40 million hectares according to soil and geobotanical maps and 33.2 million hectares on agricultural cards.

“As part of the development of the state program for the development of the agro-industrial complex of the Republic of Kazakhstan for 2022-2026. it is planned to cover the entire volume with digital agricultural maps. As part of the instructions of the Head of State to involve land in agricultural turnover, a pilot cosmomonitoring project is being carried out, which allows state control over the use of agricultural land through remote sensing of the land,” explained Omarov.

In 2020, the pilot regions were identified — Akmola, East Kazakhstan, Kostanay and Mangystau.

So, according to the data of the first stage of cosmomonitoring of pilot regions, 8.3 million hectares of unused land were identified, of which 2.6 million hectares of pastures were voluntarily returned to state ownership, owners of 5.7 million hectares of land were notified of the elimination of violations.

In the course of this project, the ministry, together with the local executive bodies, is analyzing the pilot and its results to further improve the methodology for determining the irrational use of land.

In addition, on behalf of the Head of State, the ministry is carrying out legislative work on digitalization and development in the field of land relations, which provide for conceptual changes in the current procedure for the provision of land through the introduction of digital technologies and determine the electronic procedure for the provision of land plots through direct provision and through tenders.

At the same time, paperless provision of services will be introduced, automation of the procedure for agreeing the provision of land plots with utilities.

In turn, Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin said that an appropriate infrastructure is needed for the implementation and high-quality application of digitalization solutions.

The department proposes a five-year project of public-private partnership in the agro-industrial complex with investments of about 50 billion tenge.

Under the project, communication channels are being conducted in the territories to connect digital smart devices (sensors). The organizations will allow the introduction of a mechanism for subsidizing the costs of necessary communication devices and services.

According to Mussin, there are no transparent systemic mechanisms in land relations, there are a large number of internal processes. In addition, more than 200 databases are used in each region in separate areas. This leads to information security and human factor risks. Data are now available from various organizations on a large scale. They should also be available in one place, assembled.

Along with this, a strategic resource of public administration is the introduction in the country of a fund of open digital maps and a unified coordinate system. For this purpose, within the framework of the state program Digital Kazakhstan, it is planned to implement the project National infrastructure of spatial data.

In addition, in the land sector, two types of registration cadastres are used, these are more than 200 land cadastres. Information about the land plot, technical characteristics, its owner and so on is re-registered in these two cadastres.

As Mussin emphasized, their unification will allow automating the processes of land relations, reducing the number of documents and terms of rendering services.

"As a result of the implementation of the project, we launched the service of Provision of land plots with technical condition online in a pilot mode in the Aktobe region. We have completely changed the new process. You can choose a land plot online using an open cadastral map. Beginning with the appeal, order, decision of the akim, various acts and contracts, all documents are drawn up in electronic format and are available in the personal account on the e-government portal,” Mussin informed.

As for the service of connecting to utilities during construction, the complexity and duration of these processes do not allow timely development of the allocated land.

In addition, infrastructure information has confidentiality restrictions. As a result, up-to-date information on gas, heat, electricity, and water supply mains is not available. As a result of the digitalization of engineering communications, approved master plans, detailed planning projects, the possibility of further high-quality development and planning of engineering communications will be provided.

Within the framework of the project of the Unified State Cadastre of Real Estate, the akimats are developing appropriate geographic information systems for the exchange of data on urban planning, buildings, transport networks, and utilities in each region.

As for the service of queues for receiving a land plot for individual housing construction, now for this a citizen needs to submit an application on paper. Information on the waiting list and land plots, the area of ​​which is ready, is updated once a quarter and is available in each region in different ways. There is no single automatically updated register of an electronic queue.

“Of course, such processes can present corruption risks and do not fit into the modern period. To do this, we propose to automate the process of rendering services through the Unified State Cadastre and the e-government portal, to create a unified register of an electronic queue,” said Mussin.

The head of the Experimental Oilseed Crops LLP Farid Abitayev informed that the main activities of the company are the production of original seeds, seeds of the highest reproductions of sunflower and grain crops, commercial production of agricultural products, dairy farming, scientific activities in the agro-industrial complex. The enterprise has more than 10,000 hectares of farmland on its balance sheet. The enterprise uses the following elements of digitalization:

  1. Agrochemical soil analysis, field map formation;
  2. Seeder with precise application of liquid fertilizers of the LFS system and granular between the rows of the MRB system on the map;
  3. 2-time fractional feeding with liquid fertilizers in the tillering phase according to the map, according to the field map;
  4. Harvesting with JohnDeer harvesters equipped with the DJLINK system, which specifies the field map according to the harvested crop in terms of yield;
  5. Application of storage bins with a weighing, accounting and control system with GPS for transferring each plumb line to the bunker and car accounting department;
  6. Application of the program "Cropio" for production management and control.

In animal husbandry:

  1. Milking parlor with individual cows' desponders for identification during milking and herd management system Alpro by Delaval, introduction of an automatic flushing system after each unloading of the cooling tank;
  2. The Uniform-Agri program was established to manage the herd's veterinary welfare and reproduction;
  3. Implementation of the Herd Navigator system for milk sampling and determination of animal health and early detection of acidosis and ketosis and making adjustments to the rations. In the future, this will allow integrating several farms and reducing the number of mastitis and hoof diseases with remote services by Austrian specialists in online format;
  4. The automatic Bauer manure separation system, which is remotely controlled by Austrian specialists, helps to reduce the number of mastitis and hoof diseases.

As Abitayev noted, the analysis of soils and the purchase of seeders makes it possible to accurately distribute the applied fertilizers to improve the effect of application and to rationally purchase the necessary fertilizers with efficiency and savings of up to 10% per year;

“The Cropio program allows you to improve the personnel management process, optimize production processes and the work of managers, specialists and employees, respectively. This is a satellite monitoring system for agricultural land, specially designed for heads of agricultural companies and agronomists. Cropio monitors the state of crops in real time, monitors the growing season of fields in different regions, identifies problem areas and calculates the recommended fertilization rate. Cropio provides the most accurate meteorological information, serves as a convenient database for storing information and compiling reports, and allows you to track the current state of the agricultural market. At all stages of farming, Cropio will reduce labor costs, save time and resources, and ensure effective land management,” explained the head of the company.

In animal husbandry, the introduction of digitalization also has a positive effect. Early detection of diseases in animals allows timely treatment, thereby reducing the consumption of veterinary drugs by 30-40%. The digitalization of feed accounting and feeding processes, with the right approach of specialists, has led to a saving of 25% of the feed stock. Accounting systems also allow timely transfers, culling, insemination, livestock inspection, etc., which together gives up to 10% increase in livestock production.

General Director of Olzha Agro LLP Aidarbek Khodzhanazarov noted that the company has introduced digital services Digital Agronomist, Mobile Agronomist, Digital Engineer, Agronavigator, which made it possible to speed up the planning and reporting process, save resources and reduce risks crop losses.

The head of Atameken Agro JSC, Alexander Fadeev, noted that as a result of the introduction of digital process control technologies, it was possible to speed up the process of obtaining management reports by 12 times, increase the yield up to 26%, reduce grain reflexes by 63%, increase the productivity of equipment by 30%, and reduce costs for fuel and lubricants by 20%.
