At the end of 2020, state budget revenues plan fulfilled by 102.7% — Yerulan Zhamaubayev

At the government session chaired by the Prime Minister of the Republic of Kazakhstan Askar Mamin, the results of socio-economic development and implementation of the republican budget of Kazakhstan for 2020. Minister of Finance Yerulan Zhamaubayev reported on the main indicators of revenue and expenditure of the budget, state audit and the state of affairs in the sale of state assets in a competitive environment.

According to the minister, according to preliminary data, in 2020 the state budget received revenues in the amount of 9 trillion 751 billion tenge or the plan was executed by 102.7%. The republican budget, excluding transfers, received 6 trillion 561 billion tenge of income, or the plan was fulfilled by 100.3%. The income plan was exceeded by 22 billion tenge, of which taxes — by 16 billion tenge.

The bulk of the tax overfulfillment is attributable to corporate income tax, mineral extraction tax and crude oil export customs duty.

At the same time, the plan was not fulfilled for value added tax for 256 billion tenge. The reasons for non-fulfillment, according to the minister, are:

  • an increase in VAT refund by 1.5 times or by 236 billion tenge compared to 2019;
  • a decrease in sales turnover according to IS Electronic Invoices by 14%. The main decline was in the mining industry, where turnover fell by 42% or 8 trillion tenge compared to 11 months of the previous year;
  • a decrease in trade turnover of the Republic of Kazakhstan with third countries compared to 2019 by 14%.

“The dynamics of recent years shows that the impact of digitalization on fiscal administration is increasing,” noted Zhamaubayev.

In general, due to the pandemic in 2020, the decrease in tax revenues is estimated at 2.4 trillion tenge. At the same time, in the reporting period, 710 billion tenge of additional income was provided, mainly due to the improvement of tax and customs administration and digitalization.

With the introduction of the Astana-1 information system, 100% of customs declarations are submitted remotely.

“If earlier we saw transactions between suppliers and buyers only at the end of the reporting period, almost six months later, now, due to electronic invoices, we see it online,” noted Zhamaubayev.

As a result, an increase in the effectiveness of cameral control was ensured by 1.5 times, in connection with which 490 billion tenge was independently paid by the subjects to the budget without going for inspection.

Since 2020, a widespread transition to the use of an online cash register has been made.

Currently, the share of online cash registers has reached 97%. This year, it is planned to continue taking measures to expand digitalization, including the introduction of blockchain technology for online administration of the correctness of VAT payment, improving the horizontal monitoring of large taxpayers, exchanging information with the OECD and international organizations to identify transnational tax evasion schemes.

Revenues of local budgets, according to the minister, were executed by 108% and amounted to 3 trillion 191 billion tenge. In general, the plan was exceeded by 236 billion tenge, of which taxes — by 213 billion tenge.

State budget expenditures, as noted by Zhamaubayev, were executed by 98.1%, republican — by 98.3%, local budgets — by 99.1%.

The republican budget expenses were made in the amount of 14 trillion 234 billion tenge. Non-fulfillment amounted to 241 billion tenge. Of these, 224 billion tenge are saved money from the Government's reserve and other savings. Not utilized — 15 billion tenge.

It was noted that in accordance with the instructions of the Head of State Kassym-Jomart Tokayev on assessing the effectiveness of state support measures, the Ministry of Finance has developed an appropriate Methodology and information system.

At the moment, there are already preliminary data on 67 measures of state support provided in the period from 2015 to 2019.

“Already this year, the assessment of efficiency will cover all measures of financial support, the results of which will be used in the future to improve the quality of planning of the republican budget,” Zhamaubayev noted.

Local budget expenditures amounted to 8.4 trillion tenge. Not executed — 78 billion tenge.

In 2020, the targeted transfers provided to the regions were allocated to them in full and amounted to 2.2 trillion tenge. According to preliminary data, 99.4% have been mastered at the local level. Not executed — 13 billion tenge, including savings — 2 billion tenge, not utilized — 11 billion tenge.

In the past year, according to the minister, the parameters of the republican budget were specified twice. At the same time, the expenditure side was adjusted in accordance with the budgetary legislation 8 times at the request of the administrators of the republican budget programs and local executive bodies. At the same time, according to the results of the year, there was a lack of development, both at the republican level and at the local level, in terms of targeted transfers. In this regard, the minister proposed to consider the issue of bringing to responsibility the relevant officials of state bodies.

In 2020, cameral control covered more than 1.4 million public procurement procedures in the amount of 10.4 trillion tenge. As a result of the checks, violations in the amount of 983 billion tenge were prevented. 2,177 audit activities were carried out. The audit covered over 1 trillion tenge of budgetary funds. Financial violations in the amount of 251 billion tenge were established, of which 74% were violations in accounting and financial reporting. Violations for 237 billion tenge were eliminated by restoring the supply of goods, providing services and performing work, reimbursing to the budget and reflecting on accounting. To improve and increase the efficiency of the audit objects, 1,950 recommendations were given.

The comprehensive privatization plan for 2016-2020, according to the minister, has been fully implemented. During the reporting year, 12 objects were sold for 101 billion tenge. Seven objects are aimed at reorganization and liquidation. 55 objects are included in the new privatization plan for 2021-2025. Two objects are excluded from the Comprehensive Privatization Plan.
