Government considers issues of providing population with medicines

At a government session chaired by Prime Minister Askar Mamin, issues of providing the population with medicines and medical products were considered.

“The Head of State instructed to form an irreducible stock of key medicines and medical devices during the pandemic. The government is taking all the necessary measures to prepare for a new wave of coronavirus infection, to provide medical organizations and the population with drugs,” Mamin said.

This year, within the framework of the introduction of compulsory medical insurance, the list of free medicines has been expanded 3 times from 45 to 137 nosologies. Since August 2020, citizens have been given 5 types of drugs (antipyretic, anticoagulants) free of charge for the treatment of coronavirus at home (coverage plan - 1 million people).

A republican and regional two-month supply of 91 drugs for hospitals and personal protective equipment has been formed. In order to avoid a shortage in pharmacies, SK-Pharmacy, in addition to the available stocks, purchases 33 of the most popular drugs to saturate the retail network.

According to the results of 9 months of this year, the volume of production in the pharmaceutical industry increased by 39.8% to 93.4 billion tenge. Domestic producers have concluded 88 long-term contracts for 5,042 items of medicines and medical devices. In Kazakhstan, 900 thousand masks and 330 thousand pairs of gloves, 504 thousand protective suits are produced daily. All 1,500 were produced and delivered. (100%) ventilators for 297 hospitals in 17 regions of Kazakhstan. 376 ambulances and 63 mobile medical complexes were produced.

In all regions, stabilization funds have been created to provide medicines in the amount of more than 13 billion tenge. On the instructions of the Head of State, by the decision of the Interdepartmental Commission, the Methodology for the formation of stabilization funds for the purchase of drugs in demand at the expense of the local budget was approved.

The prime minister instructed the akimats to bring the volume of stabilization funds to the approved standard by Nov. 1, 2020, to ensure constant monitoring of the need for drugs both in medical organizations and in pharmacies. At the same time, they noted the need for a clear algorithm for purchasing drugs at the expense of stabilization funds.

“The Ministry of Healthcare, together with SK-Pharmacy, should monitor the availability of drugs in hospitals, especially in infectious diseases hospitals. There should be no shortage of medicines,” Mamin said.

The Ministry of Industry has been instructed to ensure an increase in the production of medical masks (up to 1.5 million pieces per day).

The Ministry of Healthcare was instructed to ensure the timely procurement and delivery of medicines and medical devices for the next year.

The prime minister emphasized the need for strict implementation of the instructions of the Head of State to increase the efficiency and promptness of the procurement of medicines by SK-Pharmacy.
