Prime Minister Askar Mamin addresses deputies of Parliament with a proposal to extend parliamentary session

At the joint meeting of the Chambers of the Parliament of Kazakhstan chaired by the Speaker of the Majilis of the Parliament Nurlan Nigmatulin, Prime Minister of Kazakhstan Askar Mamin addressed the deputies with a proposal to extend the fourth session of the VI Convocation.

“Head of State Kassym-Jomart Tokayev, following the continuity principle, is pursuing the implementation of the social strategy of the First President – Elbasy Nursultan Nazarbayev and taking measures aimed at solving urgent problems of the people. The President has signed a decree on measures to reduce the debt burden of low-income citizens,” said the prime minister, noting that this decision would help low-income citizens.

On the instructions of the Head of State, the Government of Kazakhstan has developed a package of urgent measures to address current social problems of the population in order to improve the welfare of the population. In particular, thanks to the implementation of these measures, by the end of 2019, more than 300 thousand unemployed citizens will receive employment services through training under the programs “Bastau Business” and “Zhas Kasіpker.”

In addition, measures will be taken to develop individual entrepreneurs through the provision of long-term loans and grants, to increase the effectiveness of social assistance, to accelerate the construction of rental housing for poor families by 2 times (20 thousand apartments per year), and by 3 times for working youth (3 thousand apartments per year). A set of social support measures will be implemented for children from low-income families, including the allocation of 5,000 educational grants in 2019 and the provision of free travel on public transport.

“To implement these important measures, it is necessary to amend the law “On the Republican Budget for 2019-2021.” In this regard, in order to consider the amendments to the budget, I am asking you to reconsider the question of extending the term of the Parliament’s session,” said Askar Mamin.

The deputies of the Parliament of Kazakhstan unanimously decided to extend the work of the fourth session of the VI Convocation until July 5, 2019.
