Three thousand rental apartments to be issued to working youth in 2019 — Ministry of Industry and Infrastructure Development

June 17 at the briefing in the Government, Minister of Industry and Infrastructure Development Roman Sklyar spoke about additional tools for solving housing issues for low-income families.

As Sklyar emphasized, all categories of citizens have the right to receive rental housing from the state. Lists of citizens standing in queues of akimats for housing, are published in electronic form.

To provide citizens with different income levels in need of housing, two initiatives are being successfully implemented: Nurly Zher housing program and 7-20-25 mortgage program, which provide for various mechanisms for purchasing housing.

At the same time, according to the new initiatives of the First President – Elbasy Nursultan Nazarbayev, given in February 2019 at the XVIII Congress of the Nur Otan Party, additional tools for low-income large families, single-parent families and families with disabled children.

These families will be given loans at 2% per annum, with a 10% down payment for a period of 20 years. Those on the waiting list of local executive bodies can use this right. They should receive the appropriate direction and come to the Construction Savings Bank for this loan.

For the construction and purchase of rental housing for large families, 50 billion tenge annually from or 350 billion tenge for 7 years is provided from the republican budget. Six thousand rental apartments will be given annually. This will allow in 7 years to provide 40 thousand rental apartments to the large families officially registered in akimats (currently 32 thousand families are in the queue).

According to the ministry, this year construction of 3,165 rental dwellings has begun and it is planned to purchase 2,883 houses. In addition, today, with the attraction of various funds, 1,480 large families have been provided with housing.

In the future it is planned to increase the construction of rental apartments for low-income categories of citizens. This will be held in conjunction with the National Bank. A new mechanism will be developed with the involvement of private investors and developers.

In addition, for working youth on behalf of the Head of State, in 2019 it was planned to provide for the construction and acquisition of at least 1 thousand rental apartments in the cities of Nur-Sultan, Almaty and Shymkent.

“Now these plans have all been revised. Three thousand apartments will be issued to working youth in three cities. This year, in 2020 and in 2021,” said Sklyar.
