Over 820 thousand Kazakhstanis to receive Unified Package of Services and Social Support — Ministry of Labor on implementation of president’s program

June 25 at a press conference following the Government session, Minister of Labor and Social Protection of the Population Berdybek Saparbayev told about the measures taken to implement the election program of the president.

In the Action Plan of the Presidential Election Program, 10 items are assigned to the Ministry of Labor and Social Protection of the Population, the ministry should also co-perform another 10 items.

Saparbayev said that today the state guarantees 39 types of pensions and benefits. Last year, they were paid to 3.8 million people, another 800 thousand received social benefits from the State Social Insurance Fund. The main task of the social assistance system is to identify and provide support to citizens in need. In order to improve the targeting of social assistance, work on the formation of social cards will be completed before July 1, which will give a complete picture of each Kazakhstani family and the possibility of determining their needs. To date, the work on the formation of social cards has been completed in the country by 97.1%.

In addition, in order to establish uniform standards for the provision of social support to citizens in the regions, the akimats are working on the implementation of the Unified Package of Services and Social Support Measures, including 11 types of assistance: providing students from grades 1 to 4 with free hot meals, school uniforms, textbooks and accessories, preferential travel in public transport for children and mothers, free rest in children's camps, etc. According to the ministry, in 2019 these types of assistance should cover at least 823 thousand Kazakhstanis for 83 billion tenge.

As for pension provision, as Saparbayev noted, since 2018 a new format of basic pension has been introduced. As a result, today the average pension is 85,785 tenge. Taking into account the annual reduction of joint pensions, from next year an the employers will pay 5% of compulsory pension contributions for employees. Thus, the total amount of pension contributions of an employee will be 15%.

The minister also spoke about the implementation of the State Program "Enbek," the annual coverage of which should be at least 530 thousand people. In 2019, 124 billion tenge was allocated to implement the program.

2019 is held under the auspices of the Year of Youth, announced by Elbasy. In this regard, today the ministry has begun the implementation of two projects — “Zhas Maman” and “Zhas Kasіpker.” The main goal pursued by the department is to prepare specialists who meet the requirements of the modern economy. As part of these projects, the plan is to expand the coverage of young people with practice, the “Bastau Business” program, short-term professional courses, an increase in the volume of microcredits and grants to implement business ideas.

Speaking about the implementation of the social measures of Elbasy “Aleumettik Qamqorlyq,” Saparbayev noted that today a lot of work is being carried out to expand and strengthen employment promotion measures for large and low-income families, for short-term training of these categories of citizens in professions in demand and employment in social jobs at home.

“We must constantly monitor job creation. We have launched an interactive job creation map on June 1. Together with the Ministry of National Economy for all 14 state programs, we will monitor and analyze the creation of new jobs every month. This will make it possible to create social jobs in all areas when drawing up state programs,” the minister specified.

In order to modernize and prepare the labor market for new challenges, a three-tier national system of personnel demand forecasting was introduced. The formation of the National Qualifications System is also continuing. To ensure the observance of labor rights, work is carried out on monitoring labor risks in enterprises, a system of electronic labor contracts is being introduced and social partnership is being developed.

To regulate migration processes in Kazakhstan, today there is a comprehensive system of encouraging the return to the historic homeland of ethnic Kazakhs. Since the beginning of 2019, 6,479 ethnic Kazakhs have returned to their historic homeland. Also from the labor-surplus regions of the country there is a resettlement of people in the low-surplus: from south to north and east. To date, about 900 people have already been resettled.

“In general, all the instructions of the president are under control and we will ensure timely and high-quality execution,” Saparbayev summarized his speech.
