Why is Presidential Personnel Reserve being created in Kazakhstan — Agency for Civil Service Affairs

July 5 at the press conference in the Government’s press center, head of the Agency for Civil Service Affairs Anar Zhailganova told about the implementation of the Presidential election program in the area of ​​improving the public administration system.

As Zhailganova noted, the agency is working on a daily basis to implement the key task in the public service sector, designated Elbasy, to drastically increase the efficiency of government agencies.

“A lot has been done, but the main work front is still ahead. We are facing new challenges that require effective solutions based on the needs of citizens,” Zhailganova stressed.

Recall, in his election program, the President Kassym-Jomart Tokayev pointed out that to promote young managers in the civil service, a Presidential Personnel Reserve would be created, in which 300 young professionals would be selected on a competitive basis.

The Head of State noted that "we are capable of renewal in all spheres of life." The civil service system is an area where the update should take place "ahead of the curve." The first step in this direction is the creation of a presidential reserve of young managers.

“We aim at updating the managerial staff by bringing leaders who effectively use the opportunities and technologies for advanced development, able to work with big data, think outside the box and predict,” said the agency chair.

As research on trends in personnel management shows, in Kazakhstan a key requirement for leaders of the 21st century is “the ability to manage under conditions of uncertainty.” Expanding the pool of young executives who are able to offer "fresh" ideas, assess the situation with a "new look," it is planned to select leaders who are able to make decisions quickly and adapt to changing work conditions. Moreover, the selection will be carried out from representatives of all sectors of the economy, not only from active civil servants.

Speaking about the effect of the creation of the presidential reserve of young managers, Zhailganova noted a number of positive moments.

First, using the potential of absolutely new young managers to solve state tasks, it will be possible to reach a qualitatively new level of organization of the work of the state apparatus.

Second, the reserve will act as a social elevator for young people.

Approaches to the order of selection of reservists are now being worked out, various options are being considered.

“By the way, we are open to proposals and are ready to consider interesting ideas on the formation of a reserve and the use of its potential. We hope that the creation of a presidential reserve will allow attracting prospective personnel to the state service, meeting the expectations of the state apparatus and, first of all, our population,” said Zhailganova.
