E-Qurylys Unified Information System to be introduced in 2020 as part of new Nurly Zher program

In order to increase the transparency of building processes and ensure the control over quality of housing construction, a unified information system, E-Qurylys, is being developed. This was announced by the First Vice Minister of Industry and Infrastructure Development Kairbek Uskenbaev at the press conference in the Government.

According to him, within the framework of the new Nurly Zher program for 2020-2025, housing construction will be transferred to an electronic system where everyone can see the stage of development. Starting next year, the introduction of the E-Qurylys Unified Information System is planned.

In order for us to see the progress of housing construction in the regions, we asked to develop a program where we could see the entire construction of our country. Now this system has been developed,” Uskenbayev said.

All data on the construction of facilities will be entered into an open platform using Blockchain technology, where all data will be visible, including building materials and the rhythm of work.

As Uskenbayev emphasized, the construction of preferential housing for the population will meet all safety requirements.

In the new program, we need to combine two things so that housing is cheap and affordable for the population. In our program, we focus on class III and IV housing, where, first of all, the security of rented housing will be ensured,” added the first vice minister of industry and infrastructure development.

It should be noted that within the framework of the Nurly Zher program, measures are being taken to improve architectural, urban planning and construction activities by developing new and updating existing standards, standard projects, urban planning projects of national importance, as well as digitizing regulatory legal acts and technical documents.

The largest volume of housing over the years has been introduced in the cities of Nur-Sultan, Almaty, Mangistau and Aktobe regions. The annual plan for the republic is 13 million m². The rate of housing per person has reached 21.9 m².

In addition, one of the tasks of the new Nurly Zher housing and communal development program provides for measures to overhaul and renovate the housing stock. Today in the housing stock of the republic there are more than 78 thousand apartment buildings, of which 18 thousand houses require major repairs. In 2020-2021, it is planned to allocate 30 billion tenge to the regions, which will make it possible to repair 700 houses and 126 houses at the expense of turnover assets.
