Implementation of Comprehensive Plan for Socio-Economic Development of Mangystau Region: Over 60 thousand new jobs to be created by 2025

At the government session chaired by the Prime Minister Askar Mamin, the Comprehensive Plan for the Socio-Economic Development of the Mangystau Region until 2025 was considered. Minister of National Economy Aset Irgaliyev, Minister of Industry and Infrastructure Development Beibut Atamkulov, Minister of Energy Magzum Mirzagaliyev, Minister of Ecology, Geology and Natural Resources Serikkali Brekeshev, Minister of Agriculture Yerbol Karashukeyev, Minister of Labor and Social Protection of the Population Serik Shapkenov, Chair of the Board of JSC Samruk-Kazyna Almasadam Satkaliyev, Akim of Mangystau region Nurlan Nogayev presented their reports.

As the Minister of National Economy reported, the Comprehensive Plan consists of 15 directions and 214 measures, providing for the implementation of projects in various fields. The total investment for 2021-2025 is 2.1 trillion tenge, including from the Republican Budget — 338.8 billion tenge, local budget — 118.3 billion tenge, as well as private investments — 1.6 trillion tenge.

The industry envisages the construction of a gas processing plant in Zhanaozen, a plant for the production of caustic soda, chlorine-containing products on the territory of the SEZ Seaport Aktau, as well as the implementation of 21 projects for the production of liquid dosage forms, chemicals, transformers, etc.

"Systemic measures will be taken to development of the region's tourism potential, such as the construction of a tourist complex and shopping malls in the Warm Beach area, an ethnic village with a visit center, 9 hotels, recreation areas, health complexes,” Irgaliyev said.

In the areas of transport and logistics, it is planned to build a new terminal and modernize the existing international airport in Aktau, the multifunctional sea terminal Sarzha in the port of Kuryk.

According to the Minister of National Economy, in order to develop entrepreneurship, the tools of the program Business Road Map - 2025, Economy of Simple Things and Enbek will be actively used.

Also, 2 wholesale distribution centers will be built in Aktau and Munayly district.

In the field of the agro-industrial complex, 25 investment projects will be implemented, as well as subsidized interest rates for lending to agribusiness entities and leasing for the purchase of farm animals, machinery and technological equipment. A stabilization fund for the region's fodder reserves will also be formed.

In the development of housing and engineering and communication infrastructure, a gas pipeline from the Zhanaozen-Aktau gas pipeline and the second string of the Beineu-Zhanaozen gas pipeline will be built. Also, 118 km of power grids, 74.4 km of heating systems and 508 km of a gas pipeline will be built and upgraded.

Work will continue on the construction and commissioning of 4 million square meters. meters of housing, including 220 thousand square meters. meters of rental and credit housing, which will provide housing for about 33 thousand people.

To provide the residents of the region with drinking water, 9 desalination plants and installations with a total capacity of 260 thousand m³ / day will be built, the Astrakhan-Mangyshlak main water pipeline at the Beineu-Aktau section will be reconstructed. Also, 844 km of water supply networks and 949 km of water disposal will be built and reconstructed.

At the same time, it is planned to build, reconstruct and repair 1,059 km of highways, which will ensure that the level of roads in good and satisfactory condition will reach 100%.

“To prevent the emergence of problems of lack of educational and medical institutions, as well as infrastructure in the health sector, construction of 16 facilities is envisaged, including a multidisciplinary hospital in Aktau, a polyclinic, 6 medical outpatient clinics, 2 medical points and others,” Irgaliyev noted.

In order to liquidate 3 shift and emergency schools, 24 schools and 11 outbuildings will be built. Also, 5 colleges will be equipped with modern equipment.

In the field of culture and sports, it is planned to build a local history museum and a drama theater, a stadium, an ice palace, 3 sports complexes and a number of other facilities.

In addition, a number of activities of the Comprehensive Plan are aimed at improving the environmental situation in the region, in particular, the Koshkar Ata tailing dump will be reclaimed, and 4 solid waste landfills will be built.

To ensure the safety and public order of the region, it is planned to build 3 modular fire brigades, as well as to implement the Safe City project (installation of cameras, warning systems, on-board hardware and software complexes for photo / video recording, etc.).

Also in the city of Zhanaozen, an interdepartmental Headquarters will be created to make operational decisions in the event of labor conflicts.

“As part of the implementation of these measures, by 2025, the region's GRP will grow by 32%, the volume of the manufacturing industry by 43.3%. Provision with drinking water will grow by 100%, real incomes of the population up to 40.3%. Patient satisfaction with the quality of medical care will be increased by 80.7%, the level of roads in good and satisfactory condition by 100%. More than 60 thousand new jobs will be created,” Irgaliyev said.

The annual flow of tourists will increase 4.6 times. Also, the area of ​​housing per inhabitant will increase to 27.2 square meters. m and the three-shift education system in schools will be eliminated. In general, the implementation of the Comprehensive Plan will increase the growth rates of the region's economy, give impetus to the inflow of private investment and ensure an increase in the quality of life and well-being of the population.

The Minister of Industry and Infrastructure Development Beibut Atamkulov said that within the framework of the project of the Comprehensive Development Plan for the Mangystau Region, the Ministry was appointed the responsible executor for 16 measures, for the implementation of which 257.5 billion tenge was provided.

For the purpose of industrial development of the region, the Comprehensive Plan provides for an event for the construction of the infrastructure of sub-zones No. 2 and No. 4 on the territory of the SEZ Seaport Aktau. For these purposes, in the period from 2023 to 2025, it is planned to allocate funds in the amount of 9.6 billion tenge.

“The completion of the infrastructure of the sub-zones will allow them to fill them with projects involving investments in the amount of 327 billion tenge, with the creation of 1200 jobs. The implementation of projects will have a multiplier effect by diversifying the region's economy, creating additional jobs, and increasing budget revenues. In general, for 1 tenge of budgetary investments, 13.1 tenge of private investment will be attracted,” Atamkulov said.

Within the framework of the Comprehensive Plan, 791 km of local roads will be reconstructed and repaired until 2025, this will bring the indicator of the standard condition of the region's roads to 100%. The allocation of 56.5 billion tenge is planned for these events.

Sep. 22, 2021, the Head of State instructed to create a container hub on the basis of the ports Aktau and Kuryk and reorient part of the cargo from China. This instruction is included in the Comprehensive Development Plan for the region.

“Currently, we are working on the issue of creating a container runoff, including the construction of a container terminal, a complex for the repacking of wagon cargo and agricultural products into containers, renewal of loading equipment. As a result of the implementation of the order, we expect an increase in container traffic by 2025 by 2.5 times,” Atamkulov assured.

Until 2025 in the region within the framework of the Nurly Zher program, it is planned to introduce 7.3 million square meters. m or 67 thousand dwellings. Including, within the framework of the Comprehensive Plan, it is planned to provide 151.2 thousand square meters of housing or 2.5 thousand apartments with rental and credit housing at the expense of state funds.

According to the Minister of Industry and Infrastructure Development, 34.7 billion tenge is planned to be allocated for the engineering infrastructure of the areas of mass housing development until 2025. This will provide engineering infrastructure for 9.5 thousand land plots. It is planned to create more than 4 thousand jobs.

“For the implementation of water supply and sewerage projects within the framework of the Comprehensive Plan, it is planned to allocate funds in the amount of 126 billion tenge from the republican budget. It is planned to build and reconstruct 1,867 km of water supply and sewerage networks, as well as 3 water supply facilities and 1 sewerage facility. It is also planned to carry out a major overhaul of 27 apartment buildings for a total amount of 1.8 billion tenge,” Atamkulov added.

In turn, Energy Minister Magzum Mirzagaliyev informed that according to the Comprehensive Plan of Socio-Economic Development of Mangystau Region for 2021-2025, the ministry is responsible for the implementation of a number of measures.

First, the Ministry of Energy and Total signed an extension of the production sharing agreement for the Dunga field from 2024 to 2039. In exchange, Total will invest about 70 billion tenge in 2021-2025, which, as a result, will ensure an increase in oil production by 25%.

Thus, there will be an increase from the current 680 thousand tons up to 860 thousand tons per year and thanks to this, at the peak of construction work, about 400 jobs will be created.

Second, Kazmunaigas will carry out additional exploration work in the areas adjacent to the Uzen, Zhetybai and Kalamkas fields. So, in the areas of Bekturly Vostochny and Uzen-Karamandybas, it is planned to conduct geological exploration in the amount of 26 billion tenge.

Third, in order to prevent a decrease in oil production in the region, the Ministry of Energy and Kazmunaigas, together with interested state bodies, will work out proposals for the provision of tax preferences for unprofitable, flooded, marginal fields located in the Mangystau region.

“The Ministry of Energy has prepared a profile of oil production in the Mangystau region. Oil production will be stable for the next 5 years. However, there may then be a slight decline in production from 2025. At the same time, the Mangystau region has significant potential for the growth of both oil and gas production. Thanks to the launch of new offshore projects, namely the development of the Khazar and Kalamkas-Sea fields, it is planned to increase oil production to 19.5 million tons from 2028,” Mirzagaliyev said.

Thus, currently KazMunayGas and LUKOIL are discussing options for the Concept of development and production at these fields. Considering the importance of this issue, KazMunayGas needs to finally decide on the Concept version by the end of this year. The planned oil production at these fields will be about 4 million tons. annually since 2028.

According to the Minister of Energy, the volume of investments is projected to be about $4.5 billion. The implementation of these projects will ensure the loading of the coastal infrastructure, as well as guarantee new volumes of work and services for the region's service companies, which in turn will create new jobs.

“These projects were not included in the Comprehensive Development Plan, since their implementation will begin in 2025. However, they will certainly have a significant effect on the socio-economic development of the region,” Mirzagaliyev noted.

The comprehensive plan provides for the development of a strategy for the development of MAEK-Kazatomprom LLP for 2022-2030. It is aimed at modernizing the enterprise. This will reduce the cost of maintaining and maintaining equipment, increase the reliability and maneuverability of power plants and increase the life of the main equipment.

The strategy will also focus on the safe removal of the BN-350 reactor facility and the processing of radioactive waste. Work is actively underway to provide external electricity infrastructure.

So, in Aktau, the construction of 3 substations is underway, for the implementation of which 9.2 billion tenge is provided in 2021-2022. The implementation of these projects will provide electricity to residents of new micro-districts of the projected city center of Aktau and the settlements adjacent to the city.

As for the issue of gas supply to the region, in the region it is planned for a total amount of 266.6 billion tenge to implement 7 gas infrastructure projects.

Including:

  • overhaul of the 1st line and construction of the 2nd line of the Beineu-Zhanaozen section for a total amount of 207.4 billion tenge.
  • overhaul of the Zhanaozen-Aktau gas trunkline in the amount of 16.5 billion tenge;
  • construction of a gas pipeline branch from the main gas pipeline "Zhanaozen-Aktau" to the village of Kuryk with an automated gas distribution station and gas distribution pipelines in the amount of 25.7 billion tenge. and a number of other projects.

Thanks to the implementation of these projects, the issue of gas supply to the Mangystau region will be fully resolved.

“As part of the discussion of gas issues in the region, one cannot fail to mention the need to build a new gas processing plant in Zhanaozen. The operating gas processing plant KazGPZ has a high level of deterioration. In accordance with the instructions of the Head of State, it is planned to build a modern gas processing plant in the city of Zhanaozen. This plant will be designed in accordance with world standards with a raw gas processing capacity of 900 million m3 / year. In this regard, the KazMunayGas Company needs to speed up the work on the implementation of this project,” Mirzagaliyev explained.

Minister of Ecology, Geology and Natural Resources Serikkali Brekeshev noted that according to the Comprehensive Plan of Socio-Economic Development of the Mangystau Region, 3 projects are envisaged in the water supply sector for a total amount of 170 billion tenge.

So, at the expense of private investments of JS NC KazMunayGas in the amount of more than 123 billion tenge, it is planned to reconstruct the Astrakhan-Mangyshlak main water pipeline on the Beineu-Aktau section with a length of 171 km. This will improve water supply for 1 city and 15 RSs with a population of 226 thousand people. The throughput capacity will be increased from 110 to 170 thousand m3 / day.

In addition, it is planned to build 2 water pipelines: Aktau - Kuryk - Zhetibay - Shetpe and from the Kuyulus - Melovoe field to the Caspian desalination plant with a total length of about 243 km.

“Today, the development of project documentation is underway. This will ensure and improve water supply for 15 RSs with a total number of 278 thousand people. At the expense of private investments, 3 fisheries projects will be implemented in the amount of 30 billion tenge, including the construction of a sturgeon plant on the territory of the SEZ Seaport Aktau. As a result, the volume of fish produced will increase from 30 tons to 10.6 thousand tons, more than 3 thousand new jobs will be created,” Brekeshev informed.

In turn, the ministry will provide investment subsidies. The regional akimat will take measures to create infrastructure and allocate subsidies for feed, fish seed and medicines.

In order to improve the environmental situation, work has begun on the reclamation of the Koshkar-ata tailing dump. This year, 1 billion tenge was allocated. According to the design and estimate documentation, it is envisaged to build a water canal, technological roads, crossing the canal, planning and backfilling with earthen soil.

Also, the Development Plan provides for research, determination of environmental impact and disposal of orphan waste located on the territory of the former Aktau plastics plant.

According to the Minister of Ecology, in the field of waste management in 4 villages, it is planned to build solid waste landfills, which will increase the share of waste processing.

“OzenMunayGas will carry out liquidation and utilization of 1.4 million tons of oil waste. In addition, it is planned to carry out activities for landscaping settlements, reforestation and afforestation. In addition, in order to solve the problem associated with the gradual depletion of oil fields, it is envisaged to develop and approve a Plan for geological exploration to find new fields in order to attract investors,” Brekeshev concluded.

As reported by the Minister of Agriculture of the Republic of Kazakhstan Yerbol Karashukeyev, much attention in the draft Comprehensive Plan is paid to the issues of the agro-industrial complex. This section of the project includes 8 events, of which:

  • 3 events are assigned to the akimat and are aimed at solving issues on the formation of stabilization funds for feed stocks for farm animals, conducting additional exploration of groundwater in order to provide water to settlements, as well as to study the issue of buying out property Beineu grain terminal;
  • 4 measures provide for state support measures in the form of subsidizing remuneration rates, development of livestock breeding (camel breeding), investment subsidies and subsidies for the cost of water delivery services to agricultural producers;
  • 1 event provides for the implementation of 25 investment projects in the agro-industrial complex in the amount of 147.3 billion tenge, including such areas as the construction of greenhouses, fish farming, the production of animal feed, poultry meat, etc.

This year, according to the minister, 12 investment projects are envisaged for the amount of 8.8 billion tenge. Of these, 6 projects have already been put into operation for the amount of 7.2 billion tenge. The remaining 6 projects are at the completion stage, their commissioning is planned in the 4th quarter of this year.

“The implementation of investment projects will contribute to the development of the agro-industrial complex in the region, will increase the production of poultry meat up to 5 thousand tons per year, vegetable products up to 23.4 thousand tons per year, mixed feed up to 15 thousand tons per year, dairy products up to 5 thousand tons per year. tons per year, eggs and flour up to 1.4 million pieces and 960 tons, respectively, and will also create about 4,335 jobs,” Karashukeyev said.

As a result, according to him, the gross agricultural output of the Mangistau region by 2025 will increase by 38.8% and will amount to 34 billion tenge.

In turn, the Minister of Labor and Social Protection of the Population Serik Shapkenov presented for consideration a section of the Comprehensive Plan for the Development of the Social Sphere.

In this direction, according to the minister, it is planned to implement investment projects in the areas of social infrastructure, housing and communal services, industrial and tourism facilities.

Within the framework of these projects, it is planned to create more than 60 thousand new jobs in the region until 2025.

On Sep. 22, 2021, the Head of State, within the framework of the Comprehensive Plan, gave an order to build 18 new schools in the Mangistau region by 2025 and 6 modern schools of a new type for 4,200 places in Aktau.

According to the minister, this year, within the framework of the Employment Roadmap, construction of 3 schools for 2 thousand students is underway.

Also, projects for the construction of a sewer collector from KOS-1 to KOS-2 in Aktau and a warm beach water pipeline have been launched and are being implemented.

“These projects will create new jobs in the region, including an additional 10,000 new jobs in the tourism sector,” Shapkenov said.

In addition, according to him, as part of the implementation of the Roadmap for the implementation of the electoral program of the Nur Otan party until 2025, 150 thousand residents will be covered by employment measures in the region. About 7 thousand people will take part in the training. Of these, about 3.5 thousand people will have the opportunity to master the basics of entrepreneurship under the Bastau Business project.

“The measures taken within the framework of the Comprehensive Plan will allow to keep the unemployment rate in the region at the level of no more than 4.8% by 2025,” Shapkenov said.

Much attention in the project is paid to the issues of labor relations.

Today there are 11 thousand enterprises in the region. The number of employees is 291 thousand people, the average wage is 353 thousand tenge.

Separate monitoring is carried out for enterprises providing outstaffing services. Today 44 such enterprises have 25 thousand employees.

Since the beginning of the year, according to the minister, 22 labor conflicts have been registered in the region, which is 80 percent of the total number of registered conflicts.

“The main requirement for employees is to increase the level of wages and improve working conditions at oilfield service enterprises,” Shapkenov said.

As part of the Comprehensive Plan, he said, the Ministry, together with Samruk Kazyna JSC, provides for such measures as limiting the volume of the order transferred to the contractor in the amount of no more than 25%, tightening qualification requirements for companies participating in the tender, providing additional benefits to firms paying high wages during the competition.

“Control over the observance of labor legislation at enterprises, including those presenting workers for outstaffing, will also be ensured, to prevent discrepancies in wages and working conditions,” Shapkenov reported.

The measures taken by the end of 2025 will allow:

- to reduce the number of labor conflicts;

- to reduce the proportion of detected violations to 20%.

The set of measures included in the project from JSC SWF Samruk-Kazyna (hereinafter referred to as the Fund) was presented by the Chair of the Board Almasadam Satkaliyev.

According to him, the Comprehensive Plan takes into account 30 activities for which the Fund is responsible. The total investment of the Fund group in the region will amount to more than 692 billion tenge.

According to the project, the Fund plans to implement key infrastructure projects in the region, such as:

  • Reconstruction of the Astrakhan-Mangyshlak main water pipeline
  • Construction of a desalination plant in the Kenderli village
  • Construction of a desalination plant at the Karazhanbas field
  • Construction of a new gas processing plant in Zhanaozen
  • Modernization of the Beineu - Zhanaozen gas pipeline

"The implementation of these projects will allow solving a number of tasks, such as water supply to the region, gasification, creation of new jobs and growth of revenues to the regional budget," Satkaliyev said.

Also, the Comprehensive Plan provides for a number of other activities with the participation of the Fund, aimed at improving the living and working conditions of the region's population.

As the akim of Mangystau region Nurlan Nogayev noted in his report, the region's economy accounts for 10% of the country's industrial production, 23% of oil production and 5.2% of gas.

As you know, the Mangystau region is an industrial region, where the main share is occupied by the oil and gas sector.

At the same time, according to the akim, today the non-resource sector of the economy has become a priority area of ​​development: it is the manufacturing industry, agriculture, tourism, transport and logistics.

One of the aspects of the socio-economic development of the region is population growth.

"By the end of 2020, the birth rate in the region per thousand people amounted to 31 and the coefficient of natural population growth was 25, which represents the 1st position in the country," Nogayev said.

Today the population of the region is 733 thousand people, by 2025 it will reach 825 thousand people.

As the akim noted, the situation with the accumulated problems of certain sectors of the economy and the annual increase in the population of the region require an integrated approach to solving regional issues, namely in terms of:

- reducing the shortage of drinking water due to the lack of desalination capacities;

- strengthening the issues of social sphere, employment and human capital; - reducing the wear and tear of communal infrastructure;

- addressing issues related to the lack of infrastructure for waste processing and the Koshkar-Ata tailing dump.

The Head of State Kassym-Jomart Tokayev focused on these issues at the meeting during his working trip to the region.

As the akim further reported, the draft of the Comprehensive Plan consists of 214 measures aimed at solving major issues, including within the framework of economic development — 87, housing and infrastructure — 48, social sphere and ecology — 66 and civil protection — 13.

As a result the implementation of the planned activities is expected to create more than 60 thousand jobs.

In general, according to the akim, a pool of 69 investment projects has been formed for 5 years. Of these: in industry — 23 projects, agriculture — 20, fisheries — 5, trade — 6 and in the transport sector — 3 projects.

Large-scale investments are planned through the implementation of 12 large projects in the field of tourism.

“All this will allow to increase production volumes in small and medium business and as a result of projects implementation it is planned to create more than 12 thousand new jobs,” Nogayev said.

The development of non-resource sectors and the growth of demography require special attention in the development of the region's infrastructure.

As the akim further noted, these are issues of housing construction, improving the quality of roads, construction and reconstruction of gas, electricity and heat supply facilities.

In addition, it is planned to pay special attention to the most important issue for the region — the provision of drinking water.

According to the akimat, at present there is a deficit in supplying the region with drinking water — 51 thousand cubic meters of water per day. It is expected that by 2025 the demand for drinking water will reach 250 thousand cubic meters, and the deficit — 100 thousand cubic meters per day.

In his Address to the people "Unity of People and Systemic Reforms — Solid Foundation for the Country's Prosperity", the Head of State set the task: "Within the framework of the national project for the development of regions, provide 100% of the population with clean drinking water within five years."

“For a phased solution of the drinking water shortage, the Comprehensive Plan provides for the implementation of 9 projects with a total desalination capacity of 260 thousand cubic meters and the provision of drinking water to 12 rural settlements,” Nogayev reported.

An important area is the social component of the region.

In the field of education, first of all, it is necessary to solve the problems of eliminating three-shift training and a shortage of student places.

“In the current academic year, 167 thousand pupils study in schools of the region, of which 5 thousand pupils study in 18 schools in three shifts and there is a deficit for 9.5 thousand student places,” Nogayev reported.

According to him, over the past 5 years, the number of students has increased by 47 thousand people, it is expected that in the next 5 years their number will reach 207 thousand.

In accordance with the Comprehensive plan, it is planned to build 24 schools and 11 additional buildings to schools for 28 thousand places in the next 5 years.

In general, the implementation of the Comprehensive Plan, as the akim reported, presupposes the achievement of the following results:

  • by 2025, the gross regional product of the region will increase from 3.1 trillion tenge to 4.1 trillion tenge;
  • an increase in the flow of tourists to the region by 2025 to 740 thousand people;
  • coverage of the rural population with centralized water supply by 2025 will be 100%;
  • an increase in the share of roads in good and satisfactory condition will also amount to 100%;
  • growth of real incomes of the population from 144 thousand tenge to 202 thousand tenge.
