Advanced technologies in agro-industrial complex and investment potential: Results of Turkistan region’s development for 8 months of 2019

In the Address to the people of Kazakhstan dated Sep. 2, 2019 “Constructive Public Dialogue – the Basis of Stability and Prosperity of Kazakhstan,” the Head of State Kassym-Jomart Tokayev instructed the Government to implement a set of measures aimed at the socio-economic development of the regions, in particular, improving housing affordability, modernizing infrastructure, increasing population incomes and the quality of life. Turkistan region was established June 19, 2018, by the decree of the First President – Elbasy Nursultan Nazarbayev. The territory of the region is 116.1 thousand square meters. The region includes 3 cities of regional significance, 13 districts, 836 settlements, 177 towns and aul (rural) districts. The population of the region is 1,995.3 thousand people.

Volume of Industrial Production in January-August 2019 Increased by 6%

The increase in the production rate of most enterprises, the introduction of new capacities and the modernization of the technological process allowed the industrial sector of the region to develop dynamically. Over the past year, the region has become a center for attracting investment. So, investments in fixed assets amounted to 203.3 billion tenge.

Until the end of 2019, within the framework of the State Program for Industrial and Innovative Development, it is planned to implement 19 projects worth 14.4 billion tenge with the creation of more than 1 thousand new jobs. In 2020, it is planned to implement 87 projects for 503 billion tenge, in 2021 — 145 projects for 865 billion tenge. According to the results of 7 months of 2019, investments in fixed assets increased from 124.8 to 179.4 billion tenge, investments in the manufacturing industry from 7.01 to 8.4 billion tenge, foreign direct investment — from 11.9 to 19.1 billion tenge.

Priority investment sectors are industry, real estate, and education. The volume of industrial production in January-August 2019 amounted to 323.9 billion tenge. Growth compared to last year amounted to almost 6%. The indicators of the manufacturing industry are increasing in such areas as food production, light industry, chemical industry, mechanical engineering, the production of pharmaceutical products and other non-metallic mineral products.

This is the construction of a cotton factory with a design capacity of 4,500 tons per month, a cotton factory with a capacity of 20,000 tons per year, and a poultry complex with a capacity of 2,000 tons of broiler meat. Also, the production of laminated chipboards and chipboard manufacturing. The design capacity is 198 thousand pieces per year, travertines and dry building mixtures with a capacity of 6,000 tons per year. It is planned to build a plant for the production of reinforced concrete products, a meat processing workshop, a milk processing factory, and a pasta production workshop.

Planned construction of enterprises for the recycling of plastic, barite ore, a fish processing plant, the production of iodized salt, the manufacture of furniture facades, the production of ready-mixed concrete, asphalt concrete mixtures of reinforced concrete and concrete products, etc.

A special economic zone “Turkistan” has been created in the region with a total area of ​​1,938 hectares, which includes a historical and cultural center, an administrative and business center, and industrial zones. On the zone territory, tourist accommodation, sanatorium and health facilities, infrastructure, residential complexes, hospitals, schools, museums, etc. will be introduced.

The foreign trade turnover of the Turkistan region in January-June 2019 amounted to $164 million, or 33.7% more than the corresponding period in 2018, including export, respectively — $120.2 million or an increase of 30.8%, import — $43.8 million or 142.4%.

As of Aug. 1, 2019, the volume of taxes and other payments to the state budget amounted to 98.6 billion tenge, which is 3.4% more than the plan. 66.7 billion tenge (67.6% of total income) was received in the republican budget, which is 3% more than the plan. The local budget received 31.9 billion tenge, which is 4.1% more than the plan. The number of economically active population of the region in the second quarter of 2019 amounted to 818.7 thousand people.

According to the regional akimat, for seven months of this year the volume of electricity, gas, steam and air conditioning amounted to 18.6 billion tenge; in the water supply industry, the volume of work amounted to 3.8 billion tenge. Of the most important types of products, the production of petroleum products increased by 2.2 times (108.5 thousand tons), cotton fiber — 2.5 times (37.9 thousand tons), butter — by 70.4% (46 tons).

Agro-Industrial Complex as Driver of Regional Economy

For 8 months of 2019, the gross agricultural output amounted to 290.4 billion tenge. The growth compared to the same period last year amounted to 4.2%. According to this indicator, the region takes the second place in the republic. The volume of livestock production amounted to 174.6 billion tenge, an increase of 1.7%, agriculture — 113.9.3 billion tenge, an increase of 9.3%.

121.3 thousand tons of meat (live weight) were sold in all categories of farms in the region, 452.1 thousand tons of milk, 114.8 million eggs were produced. As of Aug. 1, 2019, in all categories of farms the number of cattle amounted to 1,070.1 thousand heads, or 104.9% of the corresponding date of the previous year, sheep and goats — 4,812.1 thousand heads or 101.6 %, horses — 341.1 thousand heads, or 108.9%, camels — 30.1 thousand heads, or 107.5%.

Last year, 25 billion tenge was allocated for agriculture, and more than 27.5 thousand agricultural producers received state support. Last year, 72.1% of agricultural producers provided government services electronically. In 2017, this indicator was only at the level of 6.6%.

Along with this, subsidies for agricultural producers have been simplified. Subsidizing the cost of mineral fertilizers and subsidizing the cost of herbicides, bioagents and biological products for plant protection for agricultural producers are issued through the QOLDAU.KZ information system.

The number of people employed in the agricultural sector amounted to 178.2 thousand people, and labor productivity per employee amounted to 1,140 thousand tenge or an increase of 103.4%.

According to statistics, 40% of the production of fruit and berry products and 73% of grapes in the country are in the Turkistan region.

In addition, an additional 7,174 ha of drip irrigation systems were introduced; the total area was 65,017 ha. The share in the republic was 73%. As a result of the introduction of this method, water consumption decreased by 3-4 times, and the yield for vegetables increased 3 times, for fruits 1.5 times and for cotton 2.5 times.

In the past two years, 52 water farms have been repaired. As a result, water supply and land reclamation was improved on 45.5 thousand hectares of land and 1,000 hectares were put into circulation.

By the growth of the number of cattle, sheep and goats, horses and the production of meat, milk, the region occupies the forefront in the republic.

Since Beginning of the Year, over 370 thousand square meters of Housing Issued

The volume of construction work for the 8 months of 2019 amounted to 70.9 billion tenge, or 106.6% compared to the corresponding period last year. The total area of ​​housing commissioned amounted to 370.5 thousand square meters, or 127% of the corresponding period last year.

The consumer price index (according to statistics) for January-August 2019 amounted to 105% compared to January-August 2018. The volume of retail trade amounted to 104.9 billion tenge or 104%.

Freight turnover increased by 6.1% compared to the corresponding period last year. The volume of passenger traffic amounted to 700.7 million people, an increase of 5% compared to the corresponding period last year (Kazakhstan — 103.4%, 6th place).

The volume of communication services amounted to 3.9 billion tenge or 108.5% (Kazakhstan — 103.4%, 4th place).

It is worth noting that the regional center, the city of Turkistan, is being actively built up. Today, a new bus station is already operating in the city, the throughput of which is about 600 buses per day in various directions. It is expected that the station will serve daily up to 10 thousand passengers. The bus station was built to optimize traffic flows and improve the environmental situation in the regional center.

Objects of administrative, social, historical and cultural purpose continue to be built up. This is the palace of schoolchildren, the building of the akimat, media center, congress hall, Nur Sultan Square, the Park of the First President, the Olympic Reserve sports school, the wedding palace, the building of the Kazakh Drama Theater, the amphitheater, and the Khoja Ahmed Yassaui Museum, the building of the National Center for Artisans of the Great Silk Road, the regional scientific and universal library, etc.

How Education and Healthcare Developing?

In 2019, 21.5 billion tenge is provided for financing the health system. 7.4 billion tenge is provided for the development of healthcare facilities, and 6.8 billion tenge for strengthening the material and technical base. The network of state healthcare institutions includes 740 facilities, including: hospitals - 30, outpatient facilities, medical posts, feldsher-outpatient facilities, other organizations - 710.

In the field of education 264.2 billion tenge are provided for financing the system. For the construction of 68 schools provided 24.2 billion tenge, incl. from Belarus - 10 932 million tenge. For the overhaul provided 3 billion tenge. Coverage of children with preschool education from 1 year to 6 years is 92.4%, from 3 to 6 years — 96%.

There are 901 comprehensive schools in the region, in which more than 467 thousand students study. 901 schools or 100% are connected to the broadband Internet. There are 1,423 preschool organizations, which reach 149,250 children, or 91.6%. In 897 schools, 2,675 interactive whiteboards are installed. There are 42.8 thousand computer equipment pieces in schools, or an average of 10.5 students per computer.
