Personnel training, teaching basics of entrepreneurship, expanding microcrediting in rural areas — how Enbek State Program implemented in Kazakhstan

During the state of emergency in the country, President Kassym-Jomart Tokayev has repeatedly addressed the people with specific instructions aimed at supporting the economy, small and medium-sized businesses, the entire population of the state in these difficult conditions. Employment of the population and providing citizens with work remain the important issues.

Enbek State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 is aimed at promoting employment of the population and involving citizens in entrepreneurship. The state program includes a number of tasks, such as training personnel with technical and vocational education, taking into account the needs of the labor market, short-term vocational training, retraining of labor resources, training in the basics of entrepreneurship under the Bastau Business project, expanding microcredit in rural areas, providing state grants to implement new business ideas, increase the mobility of labor resources.

For 6 months of 2020, 283 thousand people became participants of the Enbek program. 217.6 thousand people were employed, of which 102.6 thousand found permanent jobs.

More than 118 thousand people were employed on subsidized jobs, including 15 thousand for social jobs, 14 thousand for youth practice, 89 thousand for public works.

To increase the mobility of labor resources as of July 1, 2020, 3,019 people have been resettled from the labor-surplus southern regions as part of 853 families.

As of July 1, 2020, 7.2 thousand people were sent to short-term training courses. Until the end of this year, this measure is planned to cover 18.8 thousand citizens.

Since the beginning of the year, 3,931 microcredits in the amount of 17.6 billion tenge have been issued for the development of mass entrepreneurship within the framework of the state program, of which 14.6 billion — for 3,687 microcredits for rural entrepreneurs who have already created 4,115 jobs.

The volume of financing for lending as part of the development of mass entrepreneurship for 2020 is 54.2 billion tenge, of which 79.9% (43.3 billion tenge) and 20.1% (10.9 billion tenge) are in the countryside.

Also, the program participants will be provided with more than 24 thousand state grants for the implementation of new business ideas, in the amount of up to 200 MCI. On July 1, 2020, 10.8 thousand grants have already been issued.

In addition, 30 thousand people will be trained in the basics of entrepreneurship under the Bastau Business project.

During the state of emergency, on behalf of the President Kassym-Jomart Tokayev, the main instrument for ensuring employment of the population will be a new Employment Roadmap, for the implementation of which 1 trillion tenge is provided. The program will cover over 7 thousand projects. More than 300 of them are productive, promising projects that will provide an opportunity to create new permanent jobs.

The main objectives of the Roadmap are to ensure employment and prevent the growth of unemployment, create additional jobs and provide income, as well as conditions for the development of infrastructure in the region's settlements.

Prime Minister Askar Mamin noted that financing the new Employment Roadmap will create over 240 thousand new jobs, which include not only temporary employment for the period of project implementation, but also the creation of permanent jobs.

To date, within the framework of the Business Roadmap, the local executive bodies have selected 6,696 projects for implementation in 4 main areas:

  • capital and current repairs, reconstruction and construction of social and cultural facilities;
  • capital, medium and current repairs, reconstruction of housing and communal facilities;
  • capital, medium and current repairs, reconstruction, construction of engineering and transport infrastructure;
  • improvement of settlements.

A special condition in the implementation of infrastructure projects of Business Roadmap is to ensure the use of at least 90% of goods and services of domestic producers. At least half of the workers will be hired through employment centers, priority will be given to unemployed youth. Contractors must ensure safe working conditions with the use of sanitary and epidemiological measures.

As of July 15, 2020, work has begun on 6,295 projects in the regions, over 148,000 jobs have been created, including 77,000 jobs through employment centers.

In total, it is planned to create 255 thousand jobs within the framework of the Roadmap. At the same time, Employment Roadmap projects will create the basis for opening more than 100 thousand permanent jobs in the future.

Recall that on May 14, in accordance with the instructions of the President of the Republic of Kazakhstan, the following changes were made to the Roadmap:

  • local executive bodies should ensure the organization of mobile recruitment points for outreach, medical examination, collection and transportation of workers to the place of work as part of the implementation of infrastructure projects.
  • the unemployed who arrived from other settlements, sent by employment centers to participate in the implementation of infrastructure projects, are entitled to a one-time financial assistance ("lifting") in the amount of two minimum wages determined by the law on the republican budget for the corresponding financial year.

In addition, to coordinate the activities of central and local executive bodies, as well as organizations responsible for the implementation of the Employment Roadmap, an Interdepartmental Commission on Employment Issues has been created. Within the framework of the Commission’s meetings, proposals were developed to determine funding limits in the context of regions and administrators of republican budget programs, lists of infrastructure projects within the framework of the Roadmap were reviewed and approved.

Nur-Sultan

In general, the situation on the labor market is stable. The unemployment rate in the capital is 4.5%, which is lower than the republican value (in Kazakhstan — 4.8%). Within the framework of the Enbek state program, all possible measures are being taken to better cover citizens in need of employment.

For the training of TVE personnel for the 2020-2021 academic year, 1,050 people were registered, a list of 15 educational organizations and 14 specialties for educational organizations was approved.

As of today, 29 applications for short-term vocational training have been accepted from employers in 34 specialties for 660 people. Seventeen specialties in demand on the labor market for 18 employers in the city were approved (gas equipment operation and repair technician, fitter, assembler, electric welder, gas electric welder, electric fitter, furniture assembler, paint shop foreman, controller-cashier, animation and video graphics, cook, pastry chef , baker, assistant educator, tailor, seamstress, hairdresser and others).

At the same time, it is planned to finance at least 80 projects within the framework of microcrediting. To involve members of large and low-income families in entrepreneurship, microcredits will be provided on preferential terms. So, the maximum amount of microcredit for this category has been increased from 8 to 20 million tenge, with a period of 5 to 7 years and a remuneration rate of up to 4% per annum (previously — 6%).

For reference: from 2020 for all participants of the Enbek Program, a single size of the state grant for the implementation of new business ideas in the amount of up to 200 MCI (up to 555,600 tenge) has been established. Members of large and low-income families from among the recipients of TSA have the right to receive grants without prior training.

The training in the basics of entrepreneurship started on June 15, 2020. Since the beginning of the year, 10,177 people have applied for assistance in employment. More than 6 thousand people are covered by measures of social protection against unemployment (60.2%). To date, the portal www.enbek.kz has registered more than 6.9 thousand vacancies from 758 employers.

In addition, job fairs for the resettlement of citizens were held at the Zhanuya Family Institute Support Center in order to provide labor-deficient regions of the country with labor. Living conditions and vacancies were offered by representatives of the North Kazakhstan, East Kazakhstan, Kostanay, Pavlodar and Karaganda regions. More than 5 thousand vacancies were provided, among them the most in-demand specialties such as a doctor, a nurse, a teacher, an agronomist, etc.

In order to create high-quality new jobs in key sectors of the capital's economy, working groups are operating within the relevant government agencies to create new jobs in the implementation of state, government and sectoral programs, as well as in entrepreneurship and industry.

Since the beginning of the year, 12,104 jobs have been created (the annual plan is 26,800), including 6,219 permanent and 5,885 temporary jobs (in the field of small business — 3,796 jobs). In 2020, within the framework of the implementation of the Employment Roadmap for 2020-2021, it is planned to create more than 15 thousand new jobs on infrastructure projects, including 50% for employment through the Employment Center.

As of July 1, 2020, 4,206 new jobs were created, 3,256 people were employed through the Employment Center.

Almaty

As part of the implementation of the Enbek Program for the Development of Productive Employment and Mass Entrepreneurship, in terms of microcrediting, the total budget for 2020 is 2 billion tenge. For partial guarantees from the local banks, 101,353 thousand tenge is provided. It is planned to finance 140 projects with the creation of 545 jobs. Currently, 22 projects have been funded for a total of 359 million tenge.

At the same time, 7 projects have been approved for the guarantee instrument since the beginning of the year for a guarantee amount of 66 million tenge. In terms of disbursement of funds, Almaty takes the 3rd place in the republic, with an indicator of 22 projects for 359 million tenge. The projects have created 140 new permanent jobs.

Shymkent

This year in the region it is planned to provide 33,449 people with employment measures, as of July 1, 2020, 17,205 people (51.4%) took part in the state program. 7,824,129 tenge are provided for the implementation of the program.

Within the framework of the first direction of the program, it is planned to send 3,196 people for training, including 1,196 people (graduates of 9-11 grades) who do not have vocational education, have not entered educational institutions (training period) for training personnel with technical and vocational education on average 2 years 5 months).

Two thousand people will be sent for short-term vocational training in 32 educational organizations in 21 specialties. Of these, 1,010 people study in 9 educational institutions in accordance with the needs of employers, 990 people study in 23 training centers on a training voucher.

In the second direction, it is planned to cover 3,421 people, in fact, 3,553 people (103.5%) are covered, including training 1,850 people in the basics of entrepreneurship under the Bastau Business project. 1,491 people applied for grants.

In the third direction, it is planned to provide employment measures for 26,832 people, including the plan to employ 15,000 people for vacant jobs, of which 5,045 for permanent jobs. It is also planned to employ 2,807 people for new jobs, 250 people for social jobs, it is planned to cover 3,042 people with youth practice.

5,733 people were sent to paid public works, 15,115 new jobs are planned to be created on the basis of government and industry programs. It is planned to employ 2,807 people through the employment center.

On July 1, 2020, 7,131 jobs were created, of which 5,793 jobs or 81.2% of permanent jobs and 1,338 jobs or 18.8% of temporary jobs. 1,549 people were employed through the employment center.

Akmola region

This year within the framework of the Enbek State Program, it is planned to cover 9,490 citizens of the region from among the unemployed and self-employed persons. On July 1, 2020, 4,808 people or 50.7% were covered.

The first direction provides for the provision of technical, vocational education and short-term vocational training. In total, it is planned to cover 1,855 people with training, of which:

  • from Sep. 1, 2020, 1,190 graduates of 9-11 grades will start training on the basis of TVE.
  • as of July 1, 2020, 357 people or 53.7% were covered by short-term vocational training.

The second direction provides for the development of mass entrepreneurship, it is planned to issue 803 microcredits in the amount of 3,461.3 million tenge, including 773 microcredits for 2,961.3 million tenge in rural areas and 30 microcredits for 500 million tenge in cities.

As of July 1, 282 microcredits were issued for 1,122.4 million tenge, or 32.4% of the plan.

It is planned to train 1,350 people in the basics of entrepreneurship through the Atameken NCE. The first stream was attended by 713 people.

  • for this year it is planned to issue 640 grants in the amount of 339.3 million tenge.
  • as of July 1, 2020, 172 grants were issued for 93.1 million tenge.

The third direction provides for measures to develop the labor market through the promotion of employment and labor mobility

On July 1, 2020, active measures of employment covered 3,019 citizens or 65.8% of the plan. The plan for the year is 4,584 people, including:

  • youth practice — 229 people or 24.4% of the plan for the year — 938 people.
  • social jobs — 412 people or 88.4% of the plan for the year — 466 people.
  • public works — 2,378 people or 74.8% of the plan for the year — 3,180 people.

It is planned to create 15,612 places in the region for 2020, including 7,170 places — permanent. Following the results of 6 months of this year, 9,446 new jobs were created in the region, or 60.5% of the annual plan. Including permanent 2,145 jobs or 29.9% of the annual plan.

Within the framework of the Regional Employment Roadmap, 45 billion tenge were allocated, of which 32.5 billion tenge through the issuance of bonds by local executive bodies and 12.5 billion tenge of targeted current transfers with the creation of 11,252 jobs, including 5,626 through Employment Centers ...

As of June 26, 2020, contracts for 324 projects have been concluded, work has begun on 312 facilities. 6,405 jobs were created, of which 3,244 through the Employment Centers, which is 60.9% of the planned indicator. Out of 312 projects started, work has been completed at 22 sites.

Almaty region

This year the creation of 46,116 new jobs is planned in the region. In fact, as of July 1, 2020, due to the opening of new enterprises, development of small business, 28,645 jobs were created, including 11,092 permanent ones.

This year, 18.2 billion tenge was allocated for the implementation of the Enbek State Program.

In the first direction, 2,281.1 million tenge was allocated for vocational training for 4,040 people. Including for free vocational training — 1,703 million tenge for 1,535 people, for short-term vocational training — 578.1 million tenge for 2,505 people. On July 1, 2020, 881 people were sent for short-term training.

In the second direction, 5,695.6 million tenge were allocated. Of these, 1,094 potential participants are for microcrediting — 4,791.3 million tenge, guaranteeing microcredits in cities and villages — 90 million tenge, subsidizing the operating costs of microfinance organizations — 10 million tenge.

To date, 210 microcredits in the amount of 857.6 million tenge have been issued in the countryside, in cities, at the expense of 2019, 9 people received microcredits in the amount of 97.5 million tenge.

According to the Bastau Business project, it is planned to train 2,900 people in the basics of entrepreneurship; to date, 1,217 people have received the training. It is also planned to issue state grants for the development of new business ideas for 1,645 people for a total of 804.3 million tenge. To date, 462 grants have been issued in the amount of 247.4 million tenge.

In the third direction, 10.2 billion tenge was allocated. Of these, 240.7 million tenge were allocated for social jobs for 1,078 people, as of July 1, 2020, 1181 people were trained. For youth practice — 760.3 million tenge for 1,912 graduates, 780 graduates were trained. For public works — 9,173 million tenge for 27,774 people. 13,633 unemployed citizens were employed.

Pavlodar region

For the implementation of the Enbek state program in the current year, 11 billion tenge were allocated. On July 1, 2020, the development of the allocated funds amounted to 3.7 billion tenge. Since the beginning of 2020, 12,230 people became participants in the Program, of which 6,817 people were unemployed (55.7%), and 2,125 people were self-employed (17.4%).

As part of the implementation of the first direction of the Program, short-term vocational training is carried out at the request of employers and qualifications and skills in demand in the labor market. So, including vocational training is organized on 17 qualifications for 363 unemployed citizens. A mechanism has been introduced to independently acquire a working profession by providing a training voucher. The choice of qualifications for independent vocational training is carried out from a list of 100 demanded service and industrial professions necessary for the development of the economy. This right was used by 79 people who are mastering such professions as an electrician, crane driver, cook, seamstress, cutter. 35 people completed short-term training, all are employed.

From Sep. 1, 2020, training of personnel with technical and vocational education of 600 people is planned. Of those aimed at training in 2017-2019, 2,110 people are continuing their studies in the current year. In June 2020, 531 people completed their training, of which 69 or 13% were employed.

In the second direction of the Program, within the framework of the Bastau Business project, 722 people were trained in the basics of entrepreneurship. In total, 164 microcredits (31.7% of the plan) were issued to rural residents, of which 109 microcredits (66.5%) to support Start-up projects, 55 to expand their own business (33.5%).

Microcrediting in cities will begin in August 2020 through JSC Fund for Financial Support of Agriculture. Also, to develop entrepreneurial potential, the Program participants were provided with 364 state grants for the development of new business ideas, including 127 grants for the purchase of technological equipment, 45 for the purchase of inventory and tools, 192 for the development of animal husbandry.

The main volume of grants was received by large and low-income families — 90 people (70.9%), persons with disabilities — 12 and young people — 48.

In total, 11,369 people were employed, including 7,053 people or 62% for permanent jobs. The share of employed people from among the citizens who applied to the employment centers is 91.6%. Of the total number of employed citizens, 7,734 people, or 68%, have mandatory pension contributions (period of 2019 — 6,757 people or 61.9%).

The implementation of indicators for employment in social jobs was 64.6%, youth practice — 13.9% and public works — 49.9%.

After the completion of participation in temporary work, measures are taken to employ citizens for permanent jobs. So, after participating in social jobs, 119 people received permanent jobs, or 64% of the total number of those who completed them. 32 people (86.5%) who have completed youth practice are provided with permanent jobs. 807 people took part in public works, of which 224 (27.8%) are provided with permanent jobs.

In addition, for increasing the mobility of labor resources, 115 families or 524 people were resettled from the labor-surplus southern regions (22.5% of the quota of 2,325 people, 578 families). Of the migrants, 224 people or 77.2% of the working age were employed. In order to ensure employment, new jobs are being created. Since the beginning of this year. 12,761 new jobs were created in the region, including 5,679 in the countryside. At the same time, 47.2% (6,021 jobs) are permanent. The main share of new jobs falls on private initiatives — 59% (7,541 jobs) and the Enbek Program — 33.8% (4,317).

As a result of the implementation of state support measures to promote employment, the number of people covered by active employment measures is 13,076 (as of July 1, 2019 — 13,554 people).

In order to support citizens and the economy in the state of emergency, within the framework of the Employment Roadmap for 2020-2021, 43.2 billion tenge was allocated from the republican budget of Pavlodar region for the implementation of 221 infrastructure projects with the creation of more than 12.3 thousand jobs, including 403 permanent.

To date, construction and repair work is underway on 210 infrastructure projects, of which seven have been completed. In total, 10,883 people were employed, including 5,842 people through employment centers. The unemployment rate for the 1st quarter of this year amounted to 4.7%, which is 0.1% less than the indicator for the period of 2019, the level of youth unemployment (aged 15-28) decreased by 0.6% and amounted to 3%.

Kostanay region

Within the framework of the Enbek State Program, 9.2 billion tenge was provided this year. Measures to ensure employment within the framework of the Comprehensive Plan for the Promotion of Employment of the Population are planned to cover 30.8 thousand people.

In the first direction of the Program, it is planned to send 1,328 people for vocational training, including 950 people for training personnel with technical and vocational education (from September 1, 2020), for short-term training — 378 people. Currently, 190 people are undergoing short-term training courses in specialties in demand in the labor market.

In the second direction of the Program, within the framework of supporting entrepreneurial initiatives, it is envisaged to issue 584 microcredits for 2.5 billion tenge. To date, 279 microcredits have been issued for 1,128.7 million tenge.

For microcrediting in rural areas, including 2013.7 million tenge were allocated. To date, 330 applications have been accepted in financial institutions for the amount of 1,297.3 million tenge, or 64%, of which 267 applications were issued for the amount of 1,012.9 million tenge.

The program created 239 new jobs, 74 start-up projects. Of the 239 jobs created, 100 (42%) jobs are directed to the breeding of farm animals, and the remaining 139 (58%) to the provision of services and other activities (transport, hotel, construction, trade and others). Of the 74 startups created, 58 (78%) projects specialize in breeding farm animals.

542.1 million tenge is provided for microcrediting in cities. As of July 1, 2020, 12 microcredits were issued to entrepreneurs of the cities of the region in the amount of 115.8 million tenge. In general, for the first half of 2020, recipients of microcredits in cities created 18 permanent jobs, and also saved about 50 existing jobs.

In addition, within the framework of measures to support the development of entrepreneurship, 125 grants were issued for the implementation of new business ideas in the amount of up to 200 MCI. 535 people were sent to training in the basics of entrepreneurship under the Bastau Business project.

In the third direction of the Program, with a plan of 27.9 thousand people, 9.4 thousand people were employed, of whom 3,120 people were sent to social jobs, youth practice, public works, 6.3 thousand people were employed for current vacancies.

As part of the mobility of labor resources, it is envisaged to provide assistance in voluntary resettlement to 500 migrants from labor-surplus regions and 350 oralmans. Currently, the regional quota includes 532 people, of which 180 are oralmans and 352 are migrants. In general, within the framework of the Comprehensive Plan for Promoting Employment of the Population, 10,513 people were involved in employment activities.

Within the framework of the fourth direction of the Program, work is underway to implement the Zhas Maman project, which involves the modernization of two hundred educational institutions of the country through equipping with modern equipment and attracting foreign specialists.

Ministry of Education and Science has approved a list of 10 regional colleges. The project will be implemented in stages: 3 colleges in 2020 (Kostanay Polytechnic Higher College, College of Automobile Transport, Kostanay Construction College) and 7 in 2021.

At the first stage, funds in the amount of 969.9 million tenge were allocated from the republican budget, 51 million tenge from the local budget. Competitive procedures are currently underway.

As part of the Employment Roadmap in the current year It is planned to implement 275 infrastructure projects for repairs, reconstruction of social and cultural facilities, housing and communal services, engineering and transport infrastructure, improvement of settlements for a total amount of 53.7 billion tenge.

The implementation of these projects will create 13,435 new jobs, which will employ 6,718 unemployed citizens in the areas of employment centers. Upon completion of the work, it is planned to create 414 permanent jobs.

To date, the implementation of 236 projects has begun, during the implementation of which 5,639 jobs have been created, and 3,125 people have been employed by employment centers.

In 2020, the region provides for the creation of more than 33 thousand jobs, of which 8.6 thousand jobs were created on projects within the framework of state programs, regional development programs, private initiatives, and 13.4 thousand jobs were created within the framework of the Employment Roadmap. In fact, for 6 months of this year, 8.5 thousand jobs were created, of which 5.3 thousand jobs are permanent.

Karaganda region

To provide measures to promote employment, the full potential of the Enbek state program will be used, within the framework of which it is planned to cover more than 43 thousand people, taking into account additional funds allocated for anti-crisis measures: public works — 1.319 billion tenge (3,880 people), youth practice — 0.13 billion tenge (327 people), for the implementation of business ideas for state grants — 0.075 billion tenge (141 people).

According to operational data, since the beginning of the year, more than 22 thousand people, or 51% of the plan, have taken part in the Program. More than 15 thousand people were employed, of which about 10 thousand people, or 33% of the plan, were employed for permanent work, and more than 6 thousand people, or 83% of the plan, were employed for temporary jobs subsidized from the budget. It is planned to send 700 people to train personnel with technical and vocational education, taking into account the needs of the labor market.

203 people, or 35% of the annual plan, were sent to short-term vocational training of workers in professions and skills in demand in the labor market. According to operational data for 6 months of this year. 420 state grants were issued in the amount of 200 MCI (555.6 thousand tenge) or 64% of the annual plan (annual plan 661, taking into account additional funds in accordance with the anti-crisis plan, 350 million tenge is provided). 1,500 people, or 83% of the annual plan, were sent to training in the basics of entrepreneurship under the Bastau Business project online. 594 people or 109% of the annual plan were directed to social jobs. In accordance with the anti-crisis plan, 491 people or 42% of the annual plan were directed to youth practice, taking into account additional funds. 4941 people were directed to public works or 89% of the annual plan.

Within the framework of all state programs, incl. 30,813 new jobs will be created. To date, 15,882 new jobs have been created (the plan is 30,813 or 52% of the plan), of which 2,195 are permanent. The unemployment rate for the first quarter of this year amounted to 4.4%. The expected unemployment rate at the end of the year is 5.7%.

Turkistan region

In 2019, 12,579 people underwent training under the state program, of which 7,933 people became holders of grants, 31% of the total number of unemployed people in the region are provided with jobs. The program shows a significant impetus for improving the living conditions of the population.

In 2019, 7,113 unemployed residents of the region underwent training on the projects Zhas Kasipker and Bastau Business. Every third graduate of this business course was able to start a business. Of these, 401 listeners received funding for a total of 2.7 billion tenge, 6456 projects received grants in the amount of 3.2 billion tenge.

Participants of short-term courses also received grants for the development of their business. Since the beginning of 2019, 5,466 unemployed citizens have completed short-term courses. Of these, more than 2,775 people were employed for permanent jobs, and 1,477 students received grants for 745.8 million tenge.

In this year taking into account the adopted quarantine measures, the Bastau Business project is being implemented through the online platform Atameken Academy. Students are distributed on a territorial basis among 14 business trainers of the Chamber of Entrepreneurs of the Turkistan Region, who help them master the basics of business science and advise online. For 2020, in the Turkestan region, it is planned to train 3,100 students in five streams under the Bastau Business project.

Upon completion of the training process, students will be asked to pass the final test, in which they must answer correctly at least 9 questions out of 15.

Graduates of the course will receive further support in the development of their projects from the consultants for the support of Atameken NCE. They will help determine the financial condition of a business project and, together with a business coach, will develop an individual development plan.

Accompanying business trainers and regional chambers will focus on integrating student projects into value chains. This means that new entrepreneurs will not have to worry about marketing their products or services.

To date, business trainers of the project have carried out marketing research, within the framework of which potential niches in the region have been identified according to the specifics of each district, as well as negotiations have been held with more than 50 enterprises for further cooperation with the graduates of the Bastau Business project.

According to the project, the Employment Centers issued more than 9 thousand directions for training. Now more than 2,700 people are registered on the Atameken Academy platform.

In the region, the economically active population is 824.9 thousand people, of which 783.3 thousand are employed people (39%), self-employed — 361.5 thousand people (45.5%), unemployed - 41.6 thousand people. The unemployment rate is 5% (4.8% in Kazakhstan).

In order to implement the program, 25.1 billion tenge is provided from all sources of the budget and it is planned to provide 95,721 people with employment measures. As of July 1, 2020, 34,245 people took part in measures to ensure employment under the Enbek program.

In the Turkistan region in the current year on the basis of state and sectoral programs, it is planned to create 39,832 new jobs, including 5,139 people will be employed in new jobs through employment centers.

As of July 1, 2020, 16,059 new jobs were created in the region, including 8,814 permanent jobs. 1,939 citizens have been employed for the new jobs created through employment centers.

West Kazakhstan region

As part of anti-crisis measures, 35.5 billion tenge was allocated for the implementation of the Employment Roadmap of the region, it is planned to implement 178 infrastructure projects, on which it is planned to create 8,787 jobs, of which 4,393 through Employment Centers. And after the implementation of the project, the creation of 726 permanent workers is expected places.

On July 10, 2020, out of 178 infrastructure projects, competitions have been announced at 166 objects, work has begun at 165 objects. 3,810 jobs were created at the facilities. Of these, 2004 people were employed through employment centers. Also, lifting worth 2.2 million tenge was paid to 26 employees arriving from other settlements. A monthly job creation plan has now been developed to revitalize the Employment Roadmap. In accordance with the Rules of the Employment Roadmap, the created jobs must be entered into the automated information system Integrated Map for Monitoring Job Creation. On July 13, 2020, 3,654 jobs were entered into the information system in the region, which is 7th at the republican level.

For the implementation of the Enbek state program in the region provided 9,218.7 million tenge. On July 1, 2020, of the 5,246.1 million tenge allocated according to the financing plan, 5,245.7 million tenge or 100% were mastered. On July 1, 2020, 18,762 people applied to the employment authorities, of which 12,359 were included in the program participants. 10,862 people were employed under the program.

In the first direction, within the framework of training personnel with technical and vocational education, it is planned to train 800 people, training will begin on Sep. 1, 2020.

Within the framework of short-term vocational training in professions in demand on the labor market, it is planned to train 300 people.

In the second direction, it is planned to allocate microcredits to 1,037 participants of the Program, 4,380 million tenge are provided for these purposes. On July 1, 2020, 155 loans were issued in the amount of 689.2 million tenge.

To provide state grants for the implementation of new business ideas, it is planned to issue 1,179 grants. 536 people received the grant.

In addition, under the Bastau Business project, it is planned to train 1,150 people in the basics of entrepreneurship. 668 people were sent.

Within the framework of the third direction "Development of the labor market through the promotion of employment and labor mobility" it is planned to cover 10,106 people with employment measures. 520 people were sent to social jobs, 350 to youth practice, and 5,239 to public works.

According to the information of the regional department of statistics in the first quarter of this year. the number of economically active population is 338,018 people, the number of employed population is 321,642, hired workers — 234,311, the number of unemployed — 16,376.

Kyzylorda region

$13.2 billion has been allocated for the implementation of the Employment 2020 program in the region. 14,077 people became the program participants: unemployed — 67.5% (9,500 people), self-employed — 10.9% (1,537 people), job seekers — 21.1% (2,975 people), others (pupils, students, retirees) — 0.5% (64 people).

3,065 people were sent to train personnel with technical and vocational education, taking into account the needs of the labor market. For short-term training — 1,800 people.

It is planned to train 2,150 people to train program participants in the basics of entrepreneurship under the Bastau Business project. To support entrepreneurial initiatives in rural and urban areas, 824 people were sent for training (in rural areas — 810 people, in urban areas — 14 people).

State grants are planned to be issued to 3,084 citizens. On July 1, 2020, 1,034 people received grants for the implementation of new business ideas.

Employment of the population covers 11,972 people. 4,058 people were employed for vacant jobs, 1,095 people were sent to social jobs, 264 people completed their work, 118 people were employed.

1,641 people were sent to youth practice, out of 524 who completed work, 136 people were employed for permanent work. 5,178 people were sent to public works, 1,946 people completed work, 148 people were employed.

As part of the Employment Roadmap for 2020-2021, the region plans to implement 276 infrastructure projects for a total of 36.9 billion tenge. Including for the following objects and types of work:

for repair, reconstruction, construction of social and cultural facilities 12.3 billion tenge. These are 125 projects with the creation of more than 3.2 thousand jobs.

  • for repair, reconstruction, construction of housing and communal services facilities 7.5 billion tenge. These are 42 projects with the creation of more than 1.6 thousand jobs.
  • for repair, reconstruction, construction of engineering and transport infrastructure facilities of 14.5 billion tenge. These are 62 projects with the creation of more than 3.4 thousand jobs.
  • for the improvement of settlements 2.7 billion tenge. These are 47 projects with the creation of almost 900 jobs.

As part of the Employment Roadmap, 452 permanent jobs will be created through the construction of new facilities. On July 20, 2020, completed public procurement tenders for 274 projects. 6,232 jobs were introduced into the automated information system for monitoring job creation, including 3,967 through employment centers.

Mangystau region

In order to develop entrepreneurship in small towns and rural settlements, including in the field of agriculture, 1,202,396 thousand tenge was allocated from the republican budget for microcrediting in 2020. Loan funds are distributed between 2 financial institutions, which are aimed at financing 314 projects, where each project will create new jobs.

To date, 117 applications have been accepted for all allocated funds, of which 104 have been approved.

According to the results of the first quarter of this year. the number of labor force in the region was 329 thousand people. 313 thousand people are employed in various sectors of the economy. Of the employed population, the number of hired workers for the indicated period was 293 thousand people, and hired workers — 20 thousand people. The number of unemployed in the region, according to statistical data, is 16 thousand people or 4.8%. The youth unemployment rate was 3.8%.

As of July 1, 2020, 15,081 jobs were created in the region, of which 73% are permanent jobs (10,599).

Since the beginning of the year, 18,513 people have applied to the employment centers of the region.

Within the framework of the Enbek state program, active measures of employment covered 12,426 people, including:

- for permanent jobs — 3,173 people;

- for temporary jobs — 4 690;

- microcredits — 25;

- gratuitous state grant — 258.

In addition, it is planned to cover 1,131 people with technical and vocational training, 1,400 short-term vocational training, and 1,000 Bastau Business training.

As part of the Roadmap, a list of infrastructure projects in the Mangystau region worth $34 billion has been developed, it is planned to create 8,499 jobs. It is planned to employ 4,246 people on the jobs created through the employment centers of the region.

To date, 6,441 jobs have been created, which is 76% of the plan. At the same time, the number of people employed through employment centers is 3,526, which is 83% of the plan.

East Kazakhstan region

Within the framework of the Enbek state program for 6 months of 2020, 22.3 thousand people applied for measures of state support, of which more than 13.8 thousand people became participants in the program, 9.7 thousand people were employed.

Within the framework of the first direction of the Enbek program, 3.8 thousand students receiving technical and vocational education are continuing their education, 288 program participants have started short-term training. 4.4 billion tenge were allocated for microcrediting, of which 557 loans were issued for 2.4 billion tenge: in rural areas — 516 projects for 2.1 billion tenge, in urban areas — 41 projects for 0.4 billion tenge.

For the implementation of new business ideas, 1194 grants for 664 million tenge are provided, as of July 1 of this year. 278 grants for 153.3 million tenge were issued and 195 grants for 109.3 million tenge were approved for funding. Active measures were taken to promote employment and 6 thousand people were employed in temporary jobs. 414 people (160 families) were relocated from labor-surplus regions to the region, with a quota of 610 people.

As part of the Employment Roadmap 2020, 77.4 billion tenge was allocated for the implementation of 817 infrastructure projects with a plan to create over 20 thousand jobs. As of July 1, 2020, over 17 thousand jobs have been created.

Zhambyl region

Of the 831 infrastructure projects selected for implementation within the framework of the Employment Roadmap for the region, social facilities account for 180 projects, housing and communal services facilities — 200 projects, engineering and transport infrastructure — 327 projects, and 124 projects for the improvement of settlements.

As part of the implementation of infrastructure projects in the region, it is planned to create about 20 thousand new jobs with the provision of at least 50% of the hiring of workers through the Employment Centers or 9,850 people.

As of June 26, 2020, the implementation of 821 projects has begun, where 10,022 people are employed, including through the employment centers of the population of 5,914 people.

As a result of the implementation of the Employment Roadmap in the region, a pedagogical process will be provided for solving the problems of social and labor adaptation of children, which will ensure the acquisition of household and work skills, adaptation to life and society, and vocational guidance.

In addition, 12 houses with 706 apartments will be commissioned, which will reduce the priority by 2%. Water supply will cover 23,212 people living in 20 rural settlements, the share of the population provided with centralized water supply will increase from 72% to 75.4%.

The share of streets in good and satisfactory condition will increase from 59.5% to 77.2%. The share of landscaped yards of the total number will be 31%. In addition, rural districts of Masanchi, Sortobe, Bular Batyr, Karakemer will be supplied with gas in the region in the Korday district, as a result of which more than 52 thousand people will be provided with gas.

Atyrau region

In this year within the framework of the Enbek state program, it is planned to employ 23,566 people, thereby mastering 4,988 million tenge. Since the beginning of the year, 9,187 people have been covered by the program, 1,532 million tenge have been mastered.

In the first direction of the program, it is planned to provide vocational training for 250 people and short-term courses for 1,610 unemployed. 677 people were sent to short-term courses, including 341 at the request of Tengizchevroil. From Sep. 1, 2020, 250 people will start their studies in professional colleges.

It is planned to train 1,000 people in the second direction within the framework of the Bastau Business project. On June 10, online training organized by the Atameken Chamber of Entrepreneurs started in the city and in all districts. 368 people started training in the basics of entrepreneurship within the framework of the Bastau Business project, 24 of them graduated and received certificates. Loans in the amount of 1,646.5 million tenge will be provided to 351 people, grants in the amount of 200 MCI — 434 people. For 6 months of this year 45 people received grants and 158 people received loans in the amount of 868.4 million tenge, 19 people received guaranteed loans.

Within the framework of the third direction of the program, it is planned to cover 19,901 people, including sending 397 people to social work, 1,140 people to youth practice, 6,364 people to public works and 12 thousand people to vacant jobs.

Since the beginning of the year, 7,920 people have been covered in the third direction, including 3,320 people were employed for permanent work, 4,600 people for temporary work.

Aktobe region

In this year in the region, in accordance with the plan of employment of the population, a total of 52,332 people will be covered, including: 42,179 unemployed, self-employed and 10,153 people under anti-crisis measures.

In the first direction, 520 people were sent to short-term courses, which is 44% of the plan.

In the second direction, within the framework of the Bastau Business project, 846 people were sent for training.

In order to implement business ideas, 329 citizens were provided with state grants (200 MCI) in the amount of 180 million tenge, which is 39% of the plan.

In the third direction, 12,330 people were employed in permanent jobs; the plan was fulfilled by 40.3%.

1,425 people or 91% were sent to social jobs, 6,044 people or 70.9% were sent to public works. 1,337 people or 44.1% were sent to youth practice.

In the region, special attention is paid to the involvement of the population in active employment measures, a systematic explanatory work is carried out among the population about the Enbek state program.

North Kazakhstan region

In 2019, within the framework of the Enbek state program, 695.047 million tenge were allocated for lending in the city of Petropavlovsk, of which 485.027 million tenge were financed from loans from the republican budget, and 210.020 million tenge were funded from the local budget. 31.503 million tenge was allocated for the guarantee instrument. At the end of 2019, 57 loans were issued, 32 guarantees were provided.

Thanks to government support, projects are being implemented for both existing and novice entrepreneurs. In this year 575.9 million tenge was allocated for the implementation of the Program, including 539.9 million tenge for lending, and 36.003 million tenge for guaranteeing. Currently, work is underway to sign loan agreements.
