Since the start of Enbek program, 1.3 million people found jobs

At a government session chaired by the Prime Minister Askar Mamin, the Vice Minister of Labor and Social Protection of the Population Akmadi Sarbassov reported on the implementation of the Enbek program.

Sarbassov emphasized that providing the population with productive employment is primarily associated with the creation of new jobs in the country's economy.

In 2017-2019, more than 1 million new jobs were created. Of these, 736 thousand are permanent. 44% of new jobs are in rural areas.

Turkistan, Almaty regions and the city of Almaty are leading in creating new jobs. In the Karaganda, Zhambyl, Pavlodar regions, there is a high proportion of temporary jobs.

This year, it was planned to create 373 thousand new jobs, today 332 thousand have been created.

Since the start of the program, 1 million 750 thousand people have become its participants. As a result, 1.3 million people are employed, of which 960 thousand found permanent jobs. 33 thousand people received soft loans, 18 thousand people became recipients of non-repayable grants. 212 thousand people were sent to vocational training and 89 thousand people were trained in the basics of entrepreneurship.

One of the effective mechanisms of the program is to support entrepreneurial initiatives. For three years, 180 billion tenge has been allocated.

As a result, about 33 thousand citizens started their own business, the bulk of which are rural residents. From year to year, the number of microcredit recipients is increasing. Over three years, only 27 thousand jobs were additionally created.

The rate of distribution of loans among the population is low in Mangistau region and the cities of Shymkent, Nur-Sultan.

In order to facilitate the opening of their business for low-income citizens, large families, and youth, since 2018, a mechanism for issuing state grants has been provided.

38 thousand grants are planned for the current year; today, 14 thousand grants have been issued.

To obtain the above-mentioned microloans and grants, citizens must be trained in the basics of entrepreneurship under the Bastau Business project.

“Over 3 years, 9.2 billion tenge was allocated for the implementation of the Bastau Business project, 89 thousand people were trained, including 45 thousand people this year,” Sarbassov said.

This year, out of 27 thousand people who successfully defended business projects, 11 thousand people got the opportunity to start their own business by receiving loans and grants. However, the proportion of people who received loans is only 24% trained in the basics of entrepreneurship.

Professional Education

The first is technical and vocational training for young people with the aim of obtaining the first profession.

Since 2017, 53 thousand young people have been sent to receive technical and vocational training, of which 22 thousand people have been accepted this year.

The second is to improve the professional qualifications and skills of unemployed citizens through short-term courses.

Within two years, 113 thousand people were enrolled in training, 64% of graduates were employed. The current rate is even lower — 55%.

In order to increase the effectiveness of the program, as well as maximize the employment of graduates from next year, it is planned to conduct training only at the request of employers.

Labor Mediation

For three years, with the help of this measure, 1 million 347 thousand people found work, this year — 400 thousand people. 960 thousand people found permanent jobs, this year — 266 thousand people.

In order to strengthen mediation between job seekers and employers, an electronic labor exchange operates. Currently, all 203 employment centers, 170 thousand employers, 54 private employment agencies are connected to the Exchange.

To date, the Exchange has registered about 50 thousand open vacancies and 148 thousand resumes of applicants. Since 2018, with the help of the Exchange, 400 thousand citizens have found work, of which 280 thousand people are employed in permanent jobs.

Labor Mobility

Since 2017, 5,020 families have been resettled in the northern regions, this year 1,918 families. Of 8.7 thousand able-bodied people, 71% are employed.

The implementation of the program has a positive effect on the labor market. This is confirmed by a decrease in unemployment by 0.1 percentage points over the past two years. Including youth unemployment decreased from 4.1% to 3.7%, female unemployment decreased from 5.8% to 5.2%.

The number of employees increased by 291 thousand people, the total number of employees increased by 192 thousand people.
