The buyer can check legality of goods using mobile application — Yerulan Zhamaubayev

The issue of labeling and traceability of goods was considered at a government session chaired by Prime Minister Askar Mamin. What activities within the framework of this task are being carried out by the Ministry of Finance were reported by the Minister Yerulan Zhamaubayev.

According to the minister, the Ministry of Finance is taking comprehensive measures aimed at reducing the share of the shadow economy, improving the quality of services, as well as ensuring additional budget revenues.

And one of the important areas of work is the creation of a system for labeling and traceability of goods as part of the digitalization of tax and customs administration.

Digital labeling of goods, as noted by Zhamaubayev, is aimed at achieving the following goals:

for the state, it is a reduction in the illegal turnover of goods, an increase in tax revenues to the budget, an improvement in the quality of state control;

for the population — the effectiveness of public control, protection of consumer rights, protection of the life and health of citizens;

for business — increasing a competitive business environment for conscientious taxpayers.

In order to introduce labeling on tobacco products, the Ministry of Finance, together with the operator of labeling of goods, Kazakhtelecom JSC, from Oct. 1, 2018, to March 31, 2020, carried out a pilot project on the labeling of tobacco products.

Within the framework of the pilot project, the entire cycle of labeling of tobacco products has been worked out, including production / import before sale to the final consumer, with the withdrawal of the sold tobacco products from circulation.

The necessary regulatory legal acts have been adopted.

Currently, in accordance with the Decree of the Government of the Republic of Kazakhstan "On Determining the List of Goods Subject to Labeling,’’ filter cigarettes containing tobacco are subject to mandatory labeling from Oct. 1, 2020, and from April 1, 2021, other types of tobacco products, such as sticks, cigars, cigarillos, heated tobacco.

Major participants in digital labeling, as the minister noted, are JTI LLP, Philip Morris Kazakhstan, British American Tobacco and Imperial Tobacco Kazakhstan.

Also, from June 1, 2019, to December 2020, a pilot project for the labeling of alcoholic beverages is being carried out.

Five manufacturers and 2 importers are participants in the pilot project.

The digital labeling of alcoholic beverages provides physical traceability of the turnover from the manufacturer / importer to the consumer, including distributors. Previously, there was no such control, as well as the possibility of detecting illegal products by reading the sold alcoholic products.

The buyer can check the legality of the goods through a mobile application, and the issuance of a fiscal receipt with a digital marking code is a confirmation of the legality of the origin of the product. Previously, there was no such control either.

Completion of the pilot project is scheduled for Dec. 31, 2020.

Based on the results of the pilot project, business costs and the cost of digital labeling for alcoholic beverages will be calculated.


Traceability of goods

To ensure the transparency of the movement of goods along the entire chain, a National System of Traceability of Goods has been created, consisting of a number of information systems.

The initial link in traceability is the ASTANA-1 system.

To date, the system has processed over 2.7 million declarations, of which more than 2.2 million declarations (over 80%) were issued in 1 minute without any contact with the inspector, in automatic mode.

At the same time, participants in foreign economic activity have to face a number of difficulties even before the customs clearance processes, such as obtaining various certificates, permits, preliminary decisions on the classification of goods.

In order to solve this problem, a Single Window portal for export-import operations was launched.

The next step is the physical labeling of goods. IS Markirowka was introduced to protect against counterfeit consumer products and fair competition.

Documentary traceability of goods is carried out in the Electronic invoices system, where all VAT payers from Jan. 1, 2019, issue invoices in electronic form. This allows achieving transparency of commodity flows, optimizing control procedures and VAT refunds. “In addition, for the convenience of taxpayers, in the IS ESF, acts of work performed, electronic contracts, as well as the Virtual warehouse module, where the movement of goods is tracked using virtual tags, are implemented. The peculiarity of the module is the impossibility of further selling goods in the system without posting them to the warehouse,” Zhamaubayev shared the innovation.

The final link in the product traceability system is the use of online cash register machines, which record information on trade proceeds and transmit them to the server of state revenue authorities online.

Information from all listed information systems is analyzed in the risk management system.

As Zhamaubayev noted, the cumulative expected effect by 2025 will amount to more than 2.5 trillion tenge of additional budget revenues.

The work on digitalization of tax and customs administration will continue.
