Tamara Duisenova on Auyl Amanaty project: key objective to improve prosperity of villagers

In the Majilis of the Parliament of the Republic of Kazakhstan held an expanded meeting of the faction of the party "AMANAT". It was attended by the Chairman of the party Yerlan Koshanov, Deputy Prime Minister Tamara Duisenova, Minister of Agriculture Aidarbek Saparov, heads of relevant departments. Considered the implementation of the project "Auyl Amanaty". The programme is aimed at increasing the income of villagers. Deputy Prime Minister Tamara Duisenova told about the measures taken to increase the effectiveness of the project.

She noted that the programme has aroused great interest among villagers. Last year, more than 12,000 people received microcredits and got an opportunity to open or develop their own business. This year, 100 billion tenge has been allocated for the programme. In order to effectively use the funds, a large-scale screening was carried out in rural districts and the specialisation of settlements was determined. Based on the results of this exercise, separate meetings were held with regional akimats and the main directions were determined, taking into account the specifics of each region.

"During the implementation of the programme, the needs of the regions turned out to be different. In some regions, private subsidiary farms take loans and unite into co-operatives. They also sell their products. In other regions, household farms take loans and register as individual entrepreneurs or peasant farms and sell their goods to anchor partners, state funds, bazaars, large enterprises. It is important for us to establish a sales chain for farmers' products," Tamara Duisenova emphasised.

For the convenience of the programme participants, an information platform "Auyl Amanaty" has been developed. It will allow those wishing to submit documents online, keep records of participants, and monitor the targeted use of allocated funds. The system is planned to be launched on 1 April.

The issues of concentration of funds allocated under other programmes to the villages participating in the "Auyl Amanaty" project have also been worked out. Their residents will be able to take microcredits under this programme, young people - soft loans from the Ministry of Labour, and citizens from socially vulnerable groups - grants from local akimats in the amount of 1.2 million tenge. Project participants can also engage unemployed adult family members or other villagers in social jobs. 

Project participants or citizens employed under the programme will have the opportunity to purchase housing through Otau's new mortgage programme from Otbasy Bank from March 1.

"Our main goal is to increase incomes and improve the welfare of villagers. All akims of oblasts have approved the relevant KPIs. The indicators will be assessed both at oblast, district and village levels," Tamara Duisenova summarised.
