Comprehensive Cancer Control Plan for 2018-2022 implemented in Kazakhstan — Berdibek Saparbayev

World Cancer Leaders' Summit is taking place in Nur-Sultan. The first President of Kazakhstan – Elbasy Nursultan Nazarbayev greeted the summit participants.

The Deputy Prime Minister of Kazakhstan Berdibek Saparbayev read the welcome speech of Elbasy.

“The most valuable asset of man at all times was health. However, environmental degradation, a sedentary lifestyle, an unhealthy diet have led to an increase in the burden of chronic diseases, including cancer. Kazakhstan is actively responding to these global trends,” the appeal says.

The first president of the country noted that in 2018, on his behalf, the Comprehensive Plan for the Fight Against Cancer until 2022 was approved. This year, the construction of the National Cancer Center has begun, in which it is planned to introduce the most advanced technologies for the diagnosis and treatment of cancer.

“However, oncological diseases are much easier to treat if they are detected early. The key element of this process is primary healthcare, and exactly one year ago, 194 countries unanimously adopted the WHO Astana Declaration on Primary Health Care. The Astana Declaration called on world leaders to strengthen the role of PHC in achieving universal health coverage and preserving people's health. Strong primary health care will provide quality prevention, early detection and effective treatment of most diseases, including cancer,” the welcoming remarks read.

“For our country, public health is a key foundation for sustainable development and increased prosperity. I express my gratitude to everyone for their active participation in the summit, I wish you success and fruitful work!” Elbasy concluded.

In turn, Berdibek Saparbayev noted that, on behalf of the country's leadership, the Government is taking measures to reduce cancer.

“We are taking maximum measures in order to reduce mortality from cancer. Last year alone, this figure was reduced by 5%. One of the most effective measures is diagnosis and earlier detection. This indicator has recently increased by 26%,” Saparbayev emphasized.

The deputy prime minister noted that a special research institute, the Oncology Center and 16 oncology clinics located in the regions of our republic are engaged in these issues in Kazakhstan.

“We are implementing a comprehensive plan for the fight against cancer for 2018-2022, the main task of which is to conduct, first of all, prevention, diagnosis, implementation of an integrated model of cancer care, training and retraining of personnel. To implement this plan, the budget of our country has provided 35 billion tenge,” he added.

Another important point of the Comprehensive Plan is the development of international cooperation. Today, Kazakhstan in the field of healthcare related to cancer has links with many countries of the US, Europe and Asia.

“We believe that the fight against cancer should be conducted not only in a single country or continent, this is an international problem. If all countries of the world work together, the risk of cancer will be reduced. Only then we can achieve an effective result. This requires support not only from the state, but also from sponsors who have the financial ability to provide assistance and support to cancer patients,” the deputy prime minister summed up.

The World Cancer Leaders' Summit is attended by over 350 delegates from more than 70 countries. The event brought together ministers of health, first ladies, city and industry leaders, senior executives and other influential members of the cancer treatment, health and development community to discuss the progress made and the main challenges that countries face when including cancer in their United Health Care.
