Kazakhstan approves Roadmap to Promote Non-Oil Exports

By order of the Prime Minister of the Republic of Kazakhstan, the Roadmap for Promoting the Export of Non-Primary Goods and Services was approved.

As part of the Roadmap, special attention is paid to internal and external barriers, the elimination of which will reduce the negative factors and consequences that domestic producers and exporters face when promoting domestic products to foreign markets.

The measures of the Roadmap are aimed at the further development of export sectors of the economy through responsible economic and income policies, by supporting national exports through the creation of favorable competitive framework conditions and an active trade policy.

The roadmap has been developed on the basis of conceptual and reformatory proposals by exporters of the non-resource sector and the National Chamber of Entrepreneurs, it contains new approaches to providing state support measures.

The roadmap provides 81 events, including 52 events to promote the export of non-primary goods and 29 events to develop the export of services.

Achieving the goal of the Roadmap will be carried out through the following conceptual directions:

          - systemic - measures aimed at the restructuring of state support measures and approaches in determining the target group;

         - legal - measures requiring updating and improvement of normative and legal acts;

         - economic - measures aimed at reducing production costs (reducing the cost of production), increasing the competitiveness of products (including measures of financial and non-financial support);

         - institutional - measures aimed at forming a single institution on the development of domestic exports, consolidating the activities of all institutions in the field of export.

For reference: The roadmap was developed as part of the execution of the instructions of the President of the Republic of Kazakhstan given in the Address of January 30, 2017 “Third Modernization of Kazakhstan: Global Competitiveness” and the National Export Strategy, approved by Decree of the Government of the Republic of Kazakhstan dated June 26, 2017, No. 511.
