Over 22 million electronic services provided in Kazakhstan during pandemic — Ministry of Digital Development, Innovation and Aerospace Industry

At the government session chaired by Prime Minister Askar Mamin, measures to fulfill the instructions of the President Kassym-Jomart Tokayev given at extended government session on July 10, 2020, were considered. The current situation in the field of digitalization development was reported by Minister of Digital Development, Innovation and Aerospace Industry Askar Zhumagaliyev.

In accordance with the instruction of the Head of State on the achievement of 90% of online services by the Ministry of Digital Development, Innovation and the Aerospace Industry, work was carried out together with government bodies, as a result of which 83.7% of services are provided online.

It is worth noting that the level of digital literacy following the results of 2019 is 82.1%. During the pandemic, this allowed the provision of more than 22 million electronic services.

“The UN has published a global rating on the development of e-government, in which Kazakhstan has risen 10 positions, to 29th place. This is the result of the great work of all IT specialists, signalmen and the government,” Zhumagaliyev said.

The ministry is working on integration within the framework of the Government for Business project.

“At the moment, Atameken NCE has submitted 68 applications for connecting to the services of state bodies through the Smart Bridge platform. State bodies have developed and transferred technical requirements. Services are being developed by developers of the Atameken. We have provided and will continue to provide the necessary support in integration work,” said the head of the department.

Also, work was carried out to revise the Digital Kazakhstan State Program. The State Program was informed of new changes to the Digitalization Commission, which include the creation of 10 technology platforms, the transition to Kazakhstan’s IT solutions and new capabilities for storing and processing data within the country.

“At present, the program is being approved by state bodies. In the near future it will be submitted to the government,” Zhumagaliyev said.

According to the minister, currently 4,649 settlements of the country, in which 97% of the country's population live, are already covered by the Internet.

During this year it is planned to complete projects for the construction of fiber optic links in the SPS and the development of broadband access for mobile and radio technologies in settlements with a population of 250 and more.

According to the results of the implementation of these broadband access projects, the coverage of the population of Kazakhstan with Internet access will be 99.3%.

“The issuing a special tariff plan for teachers and students has been worked out with mobile operators. This tariff plan provides for unlimited calls between teacher and student, as well as access to educational resources specified by the Ministry of Education and Science,” the minister said.

The results of this work will make it possible to switch to distance learning, and it will also provide the possibility of providing electronic public services in remote settlements of the country. The created technical conditions are important when receiving social assistance remotely.

Pursuant to the instructions of the Head of State on digitalization of land relations, work has been completed to create an information system for the Unified State Real Estate Cadastre.

Today, the system is a basic component in the implementation of the pilot project Online Land Provision. At the moment, a pilot project has begun in Aktobe. It is also planned to launch pilots in cities and regions, subject to 100% technical readiness of the IIO geoportals.
