For January-October 2019, revenues to republican budget increased by 17% — Ministry of Finance

At the Government session chaired by Prime Minister Askar Mamin, the results of socio-economic development and the implementation of the republican budget for January-October 2019 were considered. The First Deputy Prime Minister – Minister of Finance Alikhan Smailov reported on the implementation of the state budget.

According to the Ministry of Finance, the income growth rate for 10 months of 2019 is higher than for the same period in 2018. State budget — by 14%, republican budget — by 17%, local budget — by 7%. Cost execution also improved: state budget — 98.7%, republican budget — 99.2% and local budget — 98.4%.

“The budget deficit was actually much lower than the planned for the reporting period: 995 billion tenge for the state budget and 1 trillion 127 billion tenge for the republican budget. A surplus of 20 billion tenge was formed in local budgets,” Smailov said.

The assets of the National Fund amounted to 26 trillion 320 billion tenge. Revenues to the republican budget amounted to 5 trillion 285 billion tenge or 100% of the plan for the reporting period.

As Smailov noted, compared with the ten months of 2018, the growth amounted to 17% or 771 billion tenge. Mainly through VAT — 443 billion tenge, CIT — 194 billion tenge, taxes on international trade and foreign operations — 105 billion tenge.

“Own revenues of local budgets exceeded 74 billion tenge and amounted to 2,027 billion tenge. Compared to the same period last year, revenues increased by 140 billion tenge. This is mainly provided by taxes. The revenue plan has been exceeded in all regions, with the exception of the Mangystau region and the city of Nur-Sultan,” Smailov said.

The republican budget expenditures amounted to 9 trillion 565 billion tenge or 99.2%.

Local budget expenditures amounted to 4 trillion 705 billion tenge. In the reporting period, targeted transfers amounting to 1 trillion 256 billion tenge were allocated to the regions. At the local level, they have been mastered by 97.3% or 1 trillion 222 billion tenge.

According to the minister of finance, during the reporting period, 2,779 audit activities were carried out in order to prevent violations arising during the development of budget funds.

“Audit activities covered 694 billion tenge. At 194 billion tenge identified financial irregularities. Based on the results of the inspections, violations for179 billion tenge were eliminated through the delivery of goods, performance of work, services, reflection on accounting and compensation to the budget. As a result of the cameral control, public procurement violations in the amount of 743 billion tenge were prevented,” Smailov explained.

As Smailov noted, the priority task of this period is the full and effective development of budget funds. For this, it is necessary to develop and adopt all documents in a timely manner, and also it is necessary to have time to carry out all budgetary procedures for the implementation of the amended republican budget for 2019.

In November, central and local authorities should prepare preliminary public procurement plans for the implementation of the republican budget for 2020-2022. And from November 2019, administrators must begin announcing public procurement tenders for 2020 at the expense of budgets of all levels.
