Deputy Prime Minister Berdibek Saparbayev pays working visit to Atyrau region

Deputy Prime Minister of Kazakhstan Berdibek Saparbayev paid a working visit to Atyrau region. During the trip, the deputy prime minister met with representatives of the region’s public, medical workers, during which issues of developing health and education systems, supporting large and low-income families as well as business initiatives to increase employment were raised.

Within the framework of the working trip, Berdibek Saparbayev and the Akim of the Atyrau Region Nurlan Nogayev met with the community of the region. The deputy prime minister spoke about measures to implement the tasks set by the president of the country in the Address to the people of Kazakhstan.

One of the main tasks is to improve the standard of living of our citizens. Social financing is increasing annually. This year, 45% of the state budget is allocated to finance the healthcare, education, culture and sports sectors. A significant issue is the increase in wages. This issue remains in the focus of government attention from year to year.

“Support for low-income families and mothers with many children is also being removed from the agenda. To date, 147 billion tenge has been allocated from the budget to support these categories of citizens. This is more than 2 million people,” said Berdibek Saparbayev.

The state creates all conditions for the opportunity for such families to open their own business and improve their own social situation. According to estimates, about 8 thousand people started their own business, 7 thousand spent the targeted social assistance on the development of personal subsidiary plots. About 3.5 thousand large families received grants. This improved the social atmosphere in society. Speaking about the social assistance, Saparbayev emphasized that support should not give rise to dependency. At the same time, a Map for Supporting Gifted Children, a Concept of State Policy of the Republic of Kazakhstan for Children until 2030 will be developed

Another important issue was the development of civil society. The government of the country is developing two concepts: the “Hearing State” and the development of civil society until 2025. According to Saparbayev, they should be ready before the end of 2019.

“Civil servants should hear their people and create everything necessary for effective feedback from the population. Not a single appeal from citizens, not a single complaint should remain unanswered,” Berdibek Saparbayev emphasized.

He drew attention to the great work to support the education sector, the protection of the rights of teachers. Work is underway to improve material well-being — raising teachers' salaries.

“We have many gifted children. This is the future of the country. We must support them,” Saparbayev noted.

In the region, Berdibek Saparbayev visited the Atyrau regional perinatal center, where he met with the staff of the medical institution.

Berdibek Saparbayev appealed to the heads of the regional health department of the Atyrau region Manshuk Aymurzieva and the public health department with a request to explain the reasons for the increase in infant mortality in the region.

“The issue of child and maternal mortality in the region today does not leave our agenda. We cannot say that the results are very deplorable. Every quarter, specialists from the perinatal center are trained by both domestic specialists and foreign doctors. For example, in July of this year 13 neonatologists underwent advanced training in one of the medical centers of Nur-Sultan. A trip of perinatal center doctors to vocational training in Lithuania is planned. This year alone, about 600 million tenge was allocated for the equipment of the center,” Aymurzieva said. By the way, from January to October the number of newborns in the Atyrau region amounted to 12,403 children, thus over the past two years the birth rate in the region has increased by 500 children.

In turn, Berdibek Saparbayev ordered that urgent measures be taken to rectify the situation.

The deputy prime minister also addressed the staff of the perinatal center:

“You should not stop your work for a minute, you must continue to treat people further, you have taken the Hippocratic oath. We ask you to fulfill your professional duties faithfully. I entrust the leadership of the Atyrau region to take personal control of the situation in the perinatal center. In particular, it is necessary to eliminate the existing deficiencies in the medical facility. The investigation of the criminal case will be conducted in accordance with the law, it will not affect the work process in any way,” Berdibek Saparbayev addressed the doctors.

The deputy prime minister instructed to consider bringing to justice the heads of the Department of Health and the Department of Public Health for the situation.

The discussion of improving the quality of medical care for the population continued during the examination of the regional hospital. Here Berdibek Saparbayev held a meeting on the implementation of mandatory social health insurance.

According to the deputy prime minister, with the active introduction of compulsory social health insurance, it is very important to improve the quality of medical services.

“Elbasy and the Head of State set an important task to improve the quality and accessibility of healthcare. Here, great emphasis needs to be placed on the program "With a Diploma — to the Village," because today medicine is lame primarily in the countryside. Young specialists need to create all the necessary conditions, from housing to wages,” Saparbayev addressed the leadership of the Atyrau region.

“In turn, employers do not need to avoid insurance, it must be actively implemented, every Kazakhstani must be sure that, if necessary, he will receive high-quality medical care,” Saparbayev concluded. Following the meeting, Berdibek Saparbayev instructed to continue work on introducing a health insurance system, further digitalizing the healthcare sector, updating the status of the population and informing it.

It should be noted that in the Atyrau region,  Saparbayev also took part in the festival “Korpe Fest”. The main goal of the festival is the promotion of national art, the development of Kazakh crafts. Within the framework of the festival, three-day free workshops on traditional crafts for large, low-income, unemployed women were held. According to the results of the competition, 25 best participants were awarded with sewing machines.

“Today we are witnessing how mothers of 7-8 children, thanks to folk crafts, provide their families with their own labor, many of them do not even need targeted social assistance. Women, taking courses on needlework, open their own business, which eventually develops into a family business. And that is great. Firstly, the course participants preserve national traditions and pass them on to their children. Secondly, they help their husbands support families, this is a very big job,” said deputy prime minister in his speech.

Within the framework of the festival, an awarding ceremony was also held for women entrepreneurs supporting national art. The most distinguished participants received souvenirs.

“I am a mother of seven children, last year I graduated from courses and began to sew kurak korpe. Today, my initiative has turned into a family business, as my daughter-in-law and I have opened a small workshop. I absolutely do not need the social assistance, I earn money and am very proud of it,” said Zhanar Kadyrova, a resident of the Isatai region, to the vice-premier.

It is planned to hold such festivals throughout the country.
