At the Government meeting the Minister of National Economy Kuandyk Bishimbayev informed about measures taken by the state to support entrepreneurship in Kazakhstan.

The Minister noted that in purpose of business development in 2015 there was made a strategic decision to limit state's participation in business sector applying Yellowpagesrules principle (a series of measures to create an effective business protection from actions of state authorities restricting competition).

In order to implement this principle, the Government has identified a list of 271 activities, which can carry state, quasi-public sectors and affiliates.

"In order to reduce state involvement in the economy the Government adopted a new comprehensive privatization plan for 2016-2020 on December 30, 2015. Transfer of public assets to a private sector will give impetus for further development of entrepreneurship," K.Bishimbayev predicts, noting that an updated list of objects of the second privatization wave for 2014-2016 cincludes 545 organizations.

In addition, the Minister told about a systematic work that is conducted on improving business regulation. Since the year-beginnin, the state regulation of business activity is made through Entrepreneurial Code.

"In fulfillment of the President’s order this year there was implemented a 50-percent reduction of permits number. In 2014 there were over 1200 permits, but today there are 315 types of licenses and permits," K.Bishimbayev said.

It is expected that additional measures on simplification of licensing procedures according to the principle of "one stop shop" will be taken until the year-end. In addition, the draft law on improvement of taxation, tax and customs administration to be submitted for a discussion in the Parliament this year.
