The Head of State Nursultan Nazarbayev has held a meeting with Minister of Energy Kanat Bozumbayev.

In the course of the meeting, the Head of State was briefed on the current situation on the fuel market and the progress of the modernization of oil refineries.

Nursultan Nazarbayev noted the shortage of fuel in the country stems from the untimely adoption of measures by the Government of Kazakhstan and the Ministry of Energy on supplying the market with fuels and lubricants.

“The Ministry of Energy is responsible for the fuel and energy sector of the country, including the supply of the domestic market with fuels and lubricants. The shortage situation in the country proves that the Government and the Ministry of Energy have shown negligence and irresponsibleness. As early as May you have signed a repair schedule for the refineries. And you knew that in autumn, two out of three refineries would halt operation due to maintenance. Something like this happens every year. Since you knew about this, you should have prepared and stockpiled an appropriate amount of energy products to supply the population with fuels and lubricants. No such thing was done,” – the President of Kazakhstan said.

In addition, the Head of State drew attention to the low efficiency of the earlier measures taken by the Ministry to stabilize the situation of the fuel market.

“You take a lot of good initiatives, which are supported by me and the Government. It was proposed to abolish the state regulation of prices in order to avoid fuel shortages. However, the market once again shows shortages of fuel. In this regard, at the suggestion of the Government, I reprimanded you. And this is tantamount to dismissal from post,” – Nursultan Nazarbayev said.

Kanat Bozumbayev has also reported to the President of Kazakhstan on the progress of the modernization of the Pavlodar and Atyrau oil refineries.

Modernization of the two refineries will complete this year. It is planned to launch the Pavlodar plant in November. The Atyrau refinery is expected to be completed by December 16. This refinery will use a catalytic fluid cracking unit for the first time, thus potentially allowing to increase the volume of oil products and to improve their quality, according to the Energy Minister.

K. Bozumbayev has briefed the Head of State on the plans to construct a catalytic fluid cracking unit at the Shymkent refinery also, which will allow producing high-octane gasoline.

The Minister of Energy has assured Nursultan Nazarbayev that in the next year, Kazakhstan’s market will be supplied with high-quality fuel, including jet fuel.

Summing up the meeting, the President of Kazakhstan has once again reminded of the responsibility for supplying the fuel market and tasked to take all appropriate measures to not allow fuel shortages.
