During today’s Government meeting chaired by Prime Minister Bakytzhan Sagintayev, Minister of National Economy Timur Suleimenov reported on the progress of the implementation of the Nurly Zhol Infrastructure Development State Program.

According to Timur Suleimenov, 484.2 billion tenge was allocated for the implementation of the Nurly Zhol program in 2017, of which, as of October 1, 2017, 313.7 billion tenge or 65% of the annual financing plan was utilized.

259.8 billion tenge is provided for the implementation of 22 major nationally important road projects this year, of which 150.4 billion tenge was allocated as of October 1, which were fully utilized. In addition, loans from MFIs in the amount of 96.4 billion tenge have been additionally attracted, of which 27 billion tenge have been applied so far.

The Minister has outlined the largest projects. Thus, funds in the amount of 7.7 billion tenge were pledged for the construction of the infrastructure of the SEZ "National Industrial Petrochemical Technopark" in 2017. To date, the gas turbine power plant project has been provided with basic technological equipment, construction and installation works are underway. The project implementation is on schedule.

In 2017, 53 billion tenge will be used from the National Fund for the modernization of heat, water and wastewater systems, which will allow the construction and reconstruction of about 700 km of networks.

In addition, in 2017, 71.7 billion tenge will be allocated from the National Fund for the construction of 109 educational facilities for the development of the education infrastructure, of which 76 facilities are planned to be commissioned this year.

“10 billion tenge was allocated from the National Fund to bring up the missing infrastructure to business facilities. Within this framework, the Ministry together with the regions has carried out the revision of the Financing Plans and all the funds that were planned for December of this year were moved to November. This makes it possible to reduce the risks of not fully utilizing the funds,” – T. Suleimenov noted.

During the discussion, Minister of Finance Bakhyt Sultanov reported on the financing of expenditures for the implementation of the Nurly Zhol Infrastructure Development State Program for 2017.

According to the Minister of Finance, 484.1 billion tenge is set aside for the implementation of Nurly Zhol, including 164.2 billion tenge at the expense of the National budget, and 319.9 billion tenge from the National Fund.

314.7 billion tenge was allocated for the implementation of the first direction: development of transport and logistics infrastructure. As of October 1, 203.7 billion tenge was utilized or 100% of the plan for the reporting period.

Regarding the second direction, funds provided for the development of industrial infrastructure in the amount of 17.7 billion tenge were utilized in the amount of 12 billion tenge, or 100% of the plan.

53 billion tenge is provided with respect to the third direction: modernization of housing and communal services, water and heat supply networks, and water disposal. 44.8 billion tenge was utilized, or 99.9% of the plan.

71.7 billion tenge is provided for the construction of schools within the framework of the fourth direction: development of infrastructure in the sphere of education. As of October 1, 59.5 billion tenge has been transferred to the regions, or 96.7% of the plan.
