The Majilis of the Parliament of the Republic of Kazakhstan has approved a bill amending the work of non-profit organizations.

As Minister of Religious Affairs and Civil Society Nurlan Yermekbayev said during the plenary session of the Chamber, the bill amends the Code on Administrative Offenses and five branch laws. The main provisions of the draft law are aimed at improving the execution of state orders. The draft law outlines common approaches to the process of public procurement formation on the basis of studying and analyzing the needs of target groups, proposals of non-governmental organizations (NGOs).

“One of the key innovations is to enable citizens and non-governmental organizations to actively participate in this process by sending their proposals to the relevant state bodies. Information on the implementation of all social projects of NGOs, on the evaluation of the results of state procurement will also be available to the public,” – Nurlan Yermekbayev said.

Thus, the Internet resource of the authorized body will have subjects of social state orders executed by state bodies. The Internet resources of state bodies will have planned and implemented subjects of state procurement and evaluation of the results of their execution.

“The main purpose of information placement is to ensure transparency of social state procurement, public participation in shaping the subject of social state orders and in assessing the effectiveness of NGO projects. Detailed instructions on the formation of state orders will be defined in the Rules for the formation, monitoring and evaluation of the results of state orders,” – the Minister said.

In addition, it is planned to implement an evaluation of the results of the state procurement, which will determine the effectiveness of the project and the degree of satisfaction of the population with the quality of services. “It is planned that the evaluation will be carried out immediately after the end of the project in two stages. In the first stage, information will be collected, in the second - analyzed. Depending on the nature of the project, the assessment may be internal and external. The evaluation mechanism will be defined in the Rules for the formation, monitoring and evaluation of the results of state orders,” – he said.

It is also proposed to introduce uniform requirements, or state order standards, to quality, conditions, content, criteria for evaluating the results of social projects provided by non-governmental organizations within the framework of state contracts.

“The Ministry together with NGOs analyzed the whole range of services provided within the framework of public procurement. Several types of state procurement standards are proposed. Among them: setting up the work of centers (resource, educational, consultative centers, social services); conducting events; training, consulting, research, information and methodical services. The introduction of standards will improve the quality of services provided by NGOs within the framework of social state procurement, and the level of their professional qualifications,” – the Minister said.

According to statistics, more than 29 thousand people are employed in the field of NGOs. In the country, state support mechanisms for the non-governmental sector have been formed and are functioning: social public procurement, grant financing and bonuses.

It should be noted that Chairman of the Majilis of the Parliament Nurlan Nigmatullin expressed the opinion that the population should participate in the evaluation of the execution of social public procurement. “Today we have the Internet and modern information technologies, social networks. They make it possible to involve the population in the process of forming the state orders themselves. But we need to involve the population in the process of evaluating the results of these orders,” – he said.
