During today’s Government meeting chaired by Prime Minister Bakytzhan Sagintayev, Minister of Education and Science Yerlan Sagadiyev spoke about the activities of the Roadmap for the implementation of the Five Social Initiatives of the Head of State.

Y. Sagadiyev reported that the prepared Roadmap for the implementation of these tasks is ready and proposals for additional educational grants were in a form of a draft resolution sent to the Ministries, NCE Atameken and higher educational institutions.

For this project, 11 thousand grants are allocated for technical specialties, 5 thousand grants for other specialties, 3 thousand grants for magistracy and 1 thousand grants for PhD.

The Minister also noted that the Ministry of Education and Science held several meetings with banks, universities, construction companies, the National Bank, the Ministries of Finance, National Economy to discuss the construction of dormitories.

“Universities or construction companies, if they do not have land, should buy it or be provided with it by Akimats. First and foremost, it is necessary to prepare the design estimates of the dorm project. In that project, it should be indicated for how many people the facility will be built,” - Y. Sagadiyev noted.

After the preparation of the project, the second step is the conclusion of an agreement between the Ministry and the Financial Center for the number of beds.

“Now on average 200 thousand tenge is paid for every bed for eight years. We offer such subsidies, if we build at the expense of the state, then in the course of five years we will use 225 billion tenge, and if we accept the scheme offered by us, we will only use 20 billion tenge,” – Y. Sagadiyev suggested.

According to the Minister, the preliminary scheme for the construction of dormitories has already been coordinated with second-tier banks, universities, developers, the Ministry of Finance and the National Bank. STBs confirm the sufficient size of tenge liquidity. Thus, universities on the basis of agreements can get a loan from a bank, attract a construction company and in the future build a dormitory.

“The construction of dormitories should be included in the Nurly Zher Program. Universities, especially state ones, have the necessary territory; we ask the Akimats at their level to provide land plots to universities and to solve the issues of setting up relevant communications,” - Y. Sagadiyev concluded.
