During today’s meeting of the Government chaired by Prime Minister Bakytzhan Sagintayev, Minister of Investments and Development Zhenis Kassymbek and First Deputy Minister of Agriculture Arman Yevniyev reported on the development of water supply and sanitation systems in settlements.

Zhenis Kassymbek reported on the development of water supply and sanitation systems in settlements. According to him, during 2011-2017, within the framework of the Regional Development Program until 2020, 494 billion tenge was allocated from the National budget. 1684 projects in the field of water supply and sanitation were implemented in cities and villages. This year, 338 projects are planned, including 53 projects in the cities, and 285 projects in the villages.

Along with the Regional Development Program, water supply and sanitation projects are implemented within the framework of the Nurly Zhol State Program.

A total of 23 thousand km of networks were built and reconstructed. In the period from 2011 to 2017, the population's access to centralized water supply has increased: in cities from 82% to 93.8%, in villages - from 42.5% to 57.4%. To centralized water disposal, access in cities increased from 73% to 88%, in villages - from 8.8% to 11.5%.

In addition, the Head of State instructed to annually allocate not less than 100 billion tenge from all sources for rural water supply.

“To achieve these goals, it is proposed to introduce changes in the Regional Development Program in the following areas: new approaches to further development of the sector, new mechanisms for financing projects, updating indicators,” – Minister Zh. Kassymbek informed.

The Ministry of Investments and Development proposes to perform full instrumentation and automation of the water canal processes, which will allow reducing production losses to 15%, leakage to 2%, due to which the savings will amount to 35.7 billion tenge per year.

It is also planned to reconstruct and modernize existing networks using modern technologies. Until the end of this year, work will be completed on the creation of the Unified Smart Information System with the working title “E-Shanyraq”, the implementation of which is being handled by JSC “KazCenter Housing Services and Utilities”. The given system will allow introducing the basic tools of digital economy in housing and communal services (Big Data, Blockchain, IoT, etc.).

Reporting on the planned changes to the Regional Development Program in terms of financing mechanisms, Zhenis Kassymbek noted that the use of return financing mechanisms initiated under the "Nurly Zhol" program for the commercialization of the water supply and sanitation sector will continue in urban settlements.

To date, within the framework of cooperation with the EBRD, 13 projects are implemented for 28.3 billion tenge for the modernization of water supply and sanitation systems. Also, issues of cooperation with the Asian and World Development Bank on financing the water supply and sanitation sector are being considered.

“Attracting the funds and experience of international financial organizations to the water supply and sanitation sector not only reduces the burden on the state budget, but also improves the management system in utilities, improves financial discipline and speeds up the application of new technologies,” – Zh. Kassymbek said.

With regards to urban water supply and sanitation, instead of targeted transfers, funds from the National budget are directed to co-finance projects implemented via public-private partnership (PPP). At the same time, under the current system, targeted transfers will be allocated only to projects with a high priority. According to the Minister of Investments and Development, these measures will allow more effective and efficient use of allocated funds.

The Investment Ministry plans to revise construction standards by October 1 of this year, taking into account modern design and technological solutions in this industry. In addition, water supply methods will be provided taking into account the population in small villages.

Zhenis Kassymbek spoke about the planned changes in the Regional Development Program until 2020 with regards to indicators. According to the Strategic Development Plan of Kazakhstan, by 2025 it is planned to secure access to centralized water supply in cities - at 100%, in villages - 80%.

“The set of the above proposals will significantly improve the water supply and sanitation sector of settlements, reduce the burden on the budget and improve the quality of the services provided,” – the Minister of Investments and Development Zh. Kassymbek summed up.

First Deputy Minister of Agriculture Arman Yevniyev reported on the development of water supply and sanitation systems outside populated areas. Within the framework of the Regional Development Program until 2020, the Ministry of Agriculture is engaged in providing the population with drinking water by building and reconstructing clustered water supply.

“In 2011-2017, for the construction and reconstruction of group water supply systems, funds in the amount of 70 billion tenge were allocated. As a result, 44 facilities were put into operation, water supply in 240 rural settlements with a population of 694 thousand people improved,” - Arman Yevniyev said.

In the current year, about 15 billion tenge have been allocated for the implementation of 15 group water supply projects , 8 of which will be completed this year. As a result, water supply will be improved in 40 rural settlements (Aktobe, West Kazakhstan, North Kazakhstan, Karaganda and Kyzylorda regions) and in 3 cities (Zhezkazgan, Satpayev, Karazhal) with a population of 148 thousand people.

Akim of Pavlodar region - B. Bakauov, Kostanay - A. Mukhambetov, West Kazakhstan - A. Kulginov, Mangystau region - E. Tugzhanov reported on the development of the centralized and rural water supply systems in the regions.

Following the consideration of the issue, Bakytzhan Sagintayev recalled that the Head of State in his Address set the task of increasing the financing of water supply to rural settlements to 100 billion tenge per year. In this connection, a number of specific instructions have been given.

When adjusting the Regional Development Program, it is necessary to update the indicators and amounts of funding for water supply and sanitation.

The Ministry of National Economy together with the Ministries of Finance, Investment and Development, Agriculture, regional Akimats are instructed to work out the issue of financing from the National and local budgets of water supply and sanitation projects in settlements implemented through the mechanism of public-private partnership until July 25, 2018.

Akimats need to develop and approve Integrated Water Supply Plans for rural settlements upon approval of the Ministry of Investments and Development until September 1 of this year, and to submit proposals to the Ministry of Investments and Development for implementing water supply projects in rural settlements through the PPP mechanism until July 1 of this year.
