Today, as part of a working visit to West Kazakhstan region, Prime Minister Bakytzhan Sagintayev met with the public of the three districts to discuss the execution of the instructions of the Head of State to develop transport communication between district centers and the regional center in the framework of the Nurly Zhol State Program, and also got acquainted with the progress of construction motor roads “Uralsk – Taskala – the Russian border Ozinki” and “Kaztalovka - Zhanibek - Bokey Orda”.

The meeting with representatives of Kaztalovsky, Zhanibek and Bokeyorda districts covered topical issues of full-scale modernization of roads and improving the state of the roads of the local network in the framework of the fulfillment of the Address of the Head of State to the people of Kazakhstan “New Development Opportunities in the Conditions of the Fourth Industrial Revolution”.

Opening the meeting, Bakytzhan Sagintayev noted that the Head of State pays special attention to the development of the West Kazakhstan region as a whole, including the state of highways, as one of the main economic drivers of the country's development, as well as interregional and intraregional mobility of the population. 24.9 billion tenge was allocated for repair of the region’s motor roads during 2014-2017. 453 km of motor roads were repaired, and the regional center was connected to the district centers - Karatobe, Shynghyrlau and Zhanakala. In addition, intraregional repair works were carried out in a number of districts of the region, and the centers of the Burlinsky and Syrymsky districts were connected.

With a view to radically improve the state of local roads, the Head of State, in the framework of his visit to the West Kazakhstan region this year, instructed to allocate additional funds. Thus, 23.9 billion tenge were allocated, of which 11 billion tenge were sent to the Taskalinsky district and 1.7 billion tenge to the Kaztalovsky district. During the discussion, it was noted that due to the allocated funds, the reconstruction of the Uralsk-Saratov route will also be completed. With the modernization of this road, economic activity of the border regions is expected to grow due to travel time being reduced by 1.5 times.

In addition, for the next 3 years, transfers from the National budget in the amount of 18 billion tenge are provided for parity co-financing from the local budget. The total volume is 36 billion tenge. As a result, over 700 km of roads will be repaired.

Chairman of the Board of KazAvtoZhol JSC E. Kizatov, reporting on the implementation of the State Program for Infrastructure Development Nurly Zhol for 2015-2019 in the West Kazakhstan region, demonstrated on the map of the region the progress of construction and reconstruction of roads. According to him, in 2018, 13 projects for the total amount of over 16 billion tenge are envisaged.

Two projects are scheduled for this year: the reconstruction of the highway “Burlin - Aksay – Zhympity” and the reconstruction of the road from the National highway “Podstepnoe - Fedorovka – Russian border” to Alghabas, Terektinsky district of the West Kazakhstan region. 100% of funds were utilized during 6 months. With regards to “Full and medium repair of motorways of regional and district importance” in 2018, 5 projects are planned for the amount of 3 billion tenge.

First Deputy Minister of Investments and Development R. Sklyar reported that the total length of the public-use road network of the West Kazakhstan region is 6496 km. By the end of the year, a tender will be held for six lots for the development of design estimates. Compared to 2014, the state of local roads has been improved by 4%. In general, by 2025 it is planned to improve 75% of local roads.

During the meeting, Chairman of the Council of Veterans of the Bokeyorda district I. Mashutov made a speech on behalf of the local community. He noted that major work has been started to repair the roads both of National and local importance.

“The construction of high-quality roads will ensure the chances of developing local tourism and the recognition of this beautiful land,” – I. Mashutov said.

Summarizing the meeting, Prime Minister Bakytzhan Sagintayev instructed the Ministry of Investments and Development together with KazAvtoZhol JSC and the regional Akimat to take into account all the proposals voiced, as well as to ensure the qualitative and timely implementation of the planned works on all sections of roads.

The inspection of the ongoing work on modernizing road infrastructure began with the Prime Minister getting acquainted with the construction of the road section “Uralsk - Taskala – Russian border Ozinki”. The length is 100 km, of which 27 km were completed last year. In the current year, 9.5 billion tenge were allocated for repairs.

The Deputy Akim of the region M. Satkanov reported that after the completion of the construction in November of this year, 7.5 thousand vehicles will utilize this road per day. Travel time will be reduced by 1.5 times. The road surface can withstand the weight of a 13-tonne vehicle. In general, it is expected that the reconstruction of roads will increase the economic activity of the border regions through reducing travel time.

Bakytzhan Sagintayev also got acquainted with progress of repairs of the section of the highway “Kaztalovka - Zhanibek - Bokey Orda”. Thus, in accordance with the instruction of the Head of the State, in order to connect the centers of Kaztalovka, Zhanibek, and Bokeyorda districts with the regional center, design of major repairs of the roads "Kaztalovka-Zhanibek" and "Unege-Bisen-Sayhin" with a total length of 245 km was launched. The implementation of the projects is scheduled for 2019-2021.
