As part of a working visit to West Kazakhstan region, Prime Minister Bakytzhan Sagintayev visited a microdistrict under construction in Zachagansk to examine the progress of construction of residential houses under the "Nurly Zher" program and the stages of the "7-20-25" program, and also inspected the halls of the specialized PSC, where he got acquainted with the automation of the process of providing public services under the one one-stop-principle.

During the inspection of the multi-apartment apartment building under construction, the Prime Minister was informed that the building would be put into operation in July of this year. Akim of Uralsk M. Mukayev said that the state housing programs announced by the Head of State are being implemented at full speed. In 2015-2017, the volume of housing commissioning increased by 159%. According to the Akimat, 3828 dwellings were built in the region in the past year, which is 38.6% more than in 2016. Within the framework of the state program “Nurly Zher” launched in 2017, seven residential houses (1106 apartments) were put into operation for a total of 9 billion tenge. As of July 1 this year, 2234 dwellings (234.9 thousand sq m of housing) were commissioned; this is 115% compared to the same period of 2017. In total, 415.7 thousand m² will be introduced in the current year, this is about 3.8 thousand dwellings.

“In 2018, 13 billion tenge were allocated to the construction industry. To date, construction of 43 residential buildings (6400 apartments) is underway: within the framework of state programs, there are 21 houses for 3200 apartments, private-public partnerships – 10 multi-storey apartment buildings for 1400 apartments, private investment funds – 12 multi-storey residential buildings for 1600 apartments with a total area of ​​apartments of 80.5 thousand m²,” - Akim of Uralsk M. Mukayev said.

Along with this, within the framework of the new housing program "7-20-25" and through private investments, the development of a new microdistrict “Akzhayik” with a total area of ​​425 hectares began on the outskirts of the regional center. It is planned to build 150 multi-storey residential buildings.

In addition, within the framework of public-private partnership, new houses are being built in the region in place of demolished dangerous and dilapidated buildings. Thus, in 2017, 7 dangerous houses were demolished in Uralsk, in place of which new buildings are being built. 13 houses deemed hazardous are being demolished this year.

In addition to state programs, private multi-storey apartment houses are being actively built in Uralsk. According to the Akimat of the city, in the last three years alone, 35 multi-storey apartment houses have been built, with a total area of ​​250 000 m², with 4500 apartments. At the moment, private investors are building 12 residential houses (1600 apartments), with a total area of ​​80.5 thousand m².

Within the framework of the President’s “Five Social Initiatives”, it is also planned to build six dormitories for students near the city's educational institutions. Thus, 1650 students will be provided with housing. At the moment, land plots are designated, design work is underway.

In 2017, a record amount of housing was put into operation in Kazakhstan - 11 million m². Thus, thanks to the program "Nurly Zher" more than 100 thousand families received new housing. This year the task is to introduce over 12 million m², or more than 103 thousand dwellings.

Continuing the working trip, Prime Minister B. Sagintayev visited the new specialized Public Service Center, where he familiarized himself with the methods of providing public services on a "one-stop shop" principle. As the Director of the specialized center M. Basarov noted, over two months of work, the center's employees provided more than 15 thousand different services.

“Residents of the city switched to a more convenient format for receiving services. They re-register cars and change driving licenses online. Earlier the time of receiving these services was about 6 hours, now with the help of new features of the center, car owners spend about 90 minutes on this. The specialized PSC on average provides 350-370 services daily. It is planned that up to 70 000 car owners will be serviced annually in the special center,” - M. Basarov said.
