Today, the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev took part in the first international forum on the development of the agro-industrial complex Astana Agro Forum 2018. More than 800 representatives of the international expert community and the non-governmental sector, agricultural producers, heads of local executive bodies, etc. participate in the two-day program events.

At the opening of the forum, the Prime Minister read out to the participants the address of the President of the Republic of Kazakhstan N. Nazarbayev on the occasion of the completion of the harvesting campaign.

“Dear agricultural workers! For Kazakhstan, as a country with a developed agricultural sector, harvesting is always a significant event. The current harvest gathered in difficult weather conditions is the result of your dedicated work and professionalism. More than 22 million tonnes of grain and leguminous crops have been collected, which will not only completely cover domestic needs, but also allow export in large volumes to foreign markets. Such high rates once again confirm the status of our country as one of the world's largest producers of grain products.

Thanks to the ongoing systemic reforms in agriculture, the potential and investment attractiveness of this strategically important industry has significantly increased. The state will continue to provide comprehensive support to the agro-industrial complex, which will help to attract modern technologies, increase productivity and strengthen its global competitiveness.

Congratulations to all domestic farmers with the successful completion of the harvest campaign of 2018! The people of Kazakhstan appreciate your efforts to ensure food security, economic growth and prosperity of the country. I wish you good health and further success in your hard work!” – reads the congratulatory address of the Head of State.

During the plenary session, the Deputy Prime Minister - Minister of Agriculture of the Republic of Kazakhstan Umirzak Shukeyev, World Bank expert on agriculture Sergiy Zorya and President of Grand Farm Meats Chen Xibin made presentations.

The Deputy Prime Minister - Minister of Agriculture U. Shukeyev spoke about the development of the industry in the current year and the tasks for the upcoming period. Thus, exports of agricultural products increased by 30% in eight months, including exports of products of agricultural processing – by 11%. In addition, the inflow of investments in the agricultural sector increased by 14% (239.7 billion tenge), and in food products by 32% (76.8 billion tenge). Also, the Deputy Prime Minister - Minister of Agriculture told investors about the work being done to increase the availability of financing for the entities of the agro-industrial complex, the reform of agrarian science and education, and the creation of conditions for the development of animal husbandry and export potential.

World Bank expert on agriculture S. Zorya, in turn, spoke about global trends in world meat demand, its safety and development. President of the company Grand Farm Meats - Head of the China Meat Association Chen Xibin spoke about the current situation in the development of the Chinese meat market, cooperation with other countries, as well as prospects for cooperation with Kazakhstan in terms of export of meat products.

Following the speeches of the speakers of the plenary session, Prime Minister B. Sagintayev noted that the agro-industrial complex of Kazakhstan is becoming very attractive for investments. It is very profitable to invest in the development of agriculture in Kazakhstan, which provides access to the largest sales markets, including one of the largest markets in the world - China. Kazakhstan, in turn, is rapidly developing the AIC through the adoption of various government programs, while taking into account international experience. One of the main priorities of the development of agriculture is the science and technological re-equipment of the industry, which will help expand markets, increase supplies to foreign countries and improve competitiveness.

“Last year, in his Address “Third Modernization of Kazakhstan: Global Competitiveness”, the Head of State clearly stated that it is agriculture that is the driver of the economy. This year, the President reiterated in his Address “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life” that it is necessary to increase labor productivity by 2.5 times over five years, to allocate 100 billion tenge annually for the program, 600 billion tenge for development economy from the National Bank, of which to send 200 billion to the industry of agriculture. 300 billion tenge were further added to the existing funds. Now the World Bank is ready to invest $ 500 million in the form of loans,” – B. Sagintayev said.

At the same time, it was noted that the state support system is aimed at export-oriented agricultural enterprises.

On the margins of the forum, Bakytzhan Sagintayev held a collective meeting with representatives of large transnational companies working in the field of agriculture. Among them are Farm Frites Beheer B.V., Grand Farm Meats, Hyundai Corporation, Grand Farm Meats, AGCO, CLAAS, Dal Holding Investment Co, Valmont Middle East FZE and others. Also at the meeting were representatives of state and local executive bodies, industry associations and agricultural producers.

Investors presented projects implemented in Kazakhstan. These are the construction of a plant for the production of French fries, the production of agricultural tractors, the assembly of agricultural machinery, the creation of a modern plant for the production of sugar, the construction of a greenhouse Agropark, etc.

Currently, projects of such multinational companies as AGCO from the USA, Irish company Dunbia, Italian company Inalca, German company CLASS, South Korean company Hyundai are being implemented in Kazakhstan. The influx of investment in the agricultural sector increased by 14%.

The Kazakhstan side represented by the Project Manager of Kyzylsha LLP M. Beybitbekuly and the Director General of Bio Grain LLP D. Utebayeva noted that the development of the agro-industrial complex has great economic and social importance, is the main source of income for almost half of the country's population. At the same time, it is especially important to attract foreign direct investment and create joint ventures in agriculture on a mutually beneficial basis.

At the end of the meeting, Deputy Akims of Almaty, Zhambyl, Karaganda, Kostanay and Turkestan regions signed road maps with foreign companies, which will become the basis for the successful implementation of investment projects. The Government, in turn, represented by the Ministry of Agriculture, is ready to provide all necessary support to investors.
