Today, Prime Minister of Kazakhstan Bakytzhan Sagintayev is in Almaty region with a working visit. In order to familiarize with the development of transit potential on the Kazakh-Chinese border, he visited the checkpoint "Nur Zholy" (RK) - "Khorgos" (PRC) and a number of facilities of the International Center for Border Cooperation "Khorgos".

Nur Zholy, the largest checkpoint on the territory of Central Asia, is a kind of logical conclusion to the large-scale project “Western Europe - Western China”, implemented in the framework of the program of President N.A. Nazarbayev “Nurly Zhol”. The state program of the Head of State in conjunction with the initiative of the PRC “Belt and Road” is aimed primarily at the revival of the Great Silk Road. The checkpoint in the Panfilov district of the Almaty region is designed for crossing the border with the People's Republic of China by heavy and light vehicles, as well as passenger buses.

B. Sagintayev inspected the working premises of the point and familiarized himself with its main technical parameters. The construction of this modern transport and logistics center began in 2017, and on September 27, a solemn opening ceremony was held. It is also important that the construction of the project was implemented on the basis of public-private partnership.

The "Nur Zholy" checkpoint is unique in terms of its technical equipment, the speed of passage of vehicles and the implemented control systems. The installed modern equipment, thanks to the concept of non-stop work and automation of the control and registration systems, allows reducing the time for customs and border procedures of freight transport to 40 minutes.

According to the Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan G. Amrin, the general layout of the complex provides for freight turnover of vehicles up to 2500 units per working day in both directions of the movement, including cargo vehicles, 2200 trucks and 300 passenger cars. This allows a significant increase in transit flows. In the future, the new checkpoint’s capacity can be increased up to 5000 vehicles per day. The emergence of a large trade corridor with such a checkpoint will increase the investment attractiveness of the country and will give impetus to the development of the regional economy.

Here, Bakytzhan Sagintayev examined the international center for cross-border cooperation. The project is being implemented at the initiative of the Heads of state of Kazakhstan and China. The goal is to develop cross-border trade, economic, investment, scientific, technical and cultural cooperation between the countries.

The ICBC Khorgos consists of the Kazakhstani and Chinese parts located on the border adjacent territories of two states with a total area of ​​560 hectares and connected by a "Special crossing" passing through the state border. The uniqueness of the project lies in the fact that within the territory of the Center, people, goods and vehicles move freely, without the need for visas.

As President of ICBC Khorgos K. Dzhazin said, since the opening in April 2012, the interest of the residents of the two countries to the ICBC project has increased annually. Considerable work has been done to simplify the procedure for entering the territory of the international center. Thus, since November 2016, citizens need only an identity card, certificate of birth for children (accompanied by one parent) to enter the territory of the ICBC Khorgos. In total, from January to September 2018, the number of visitors from both sides amounted to more than 1 million people.

Currently, work has been completed on the adjustment of the General Development Plan, providing for the accession of reserve territories of 236 hectares. According to the new General Plan, there will be construction of multifunctional trading houses and centers for international business cooperation, as well as places of cultural exchange, educational and scientific training centers, recreation areas with a sports and recreational infrastructure.

According to the ICBC Khorgos, 27 investment projects were distributed on the territory of the Center, with a total value of about 356 billion tenge. The total area of ​​commissioned trading houses is 24 663 m². By the end of the current year, it is planned to complete the construction of 2 capital facilities with an area of ​​about 40 000 m².

In addition, a special economic zone with a certain package of tax incentives has been created in the Kazakhstani part of the ICBC Khorgos. The granting of the ICBC status of a SEZ creates favorable conditions for the development of entrepreneurial activity and attraction of investments. Future participants of the SEZ ICBC Khorgos will be exempt from the main taxes, except social taxes. These and other benefits and preferences will be applicable for both Kazakhstani and foreign participants. Trade turnover at the ICBC is being digitalized. This will automate the processes of customs control.

Today, Kazakhstan investors have access to the round-the-clock operation of the checkpoint for work at investment facilities. In order to facilitate the further revitalization of cross-border trade and tourism between Kazakhstan and China, a 14-hour work schedule has been introduced at the Chinese checkpoint.
