The draft law "On special protective, antidumping and countervailing measures in relation to third countries" has been presented in Majilis.

"As you know, Kazakhstan is a party to the Treaty on the Eurasian Economic Union, within which the regulation issues of foreign trade by goods were transferred to a supranational body - the Eurasian Economic Commission. Thereupon, it is relevant for today to adjustthe national legislation in accordance with the legal base of the Customs Union, the Treaty on the Eurasian Economic Union," Vice Minister of National Economy of Kazakhstan Timur Zhaksylykov said.

In addition, as Vice Minister noted, in anticipation of the entry into the World Trade Organization, it is necessary to update the legislation in this area in accordance with international law. The bill recognizes that the authorities to conduct investigations and other procedural actions from April 17, 2012 were passed to the Department for Protection of domestic market of the Eurasian Economic Commission.

According to T.Zhaksylykov, the bill provided for the order of calculation, payment, enrollment, distribution, recovery and offset of special, antidumping and countervailing duties, by analogy with the import customs duties.

T.Zhaksylykov also presented to the deputies the accompanying amendments to legislation establishing liability for the statement of false information, giving the grounds for exemption from payment of special, antidumping and countervailing duties or reduction of their size, for violation of the terms of payment.
