Prime Minister of the Republic of Kazakhstan

 

 

Askar Mamin was born in 1965 in Tselinograd (modern day Astana).

He graduated from the Tselinograd Institute of Civil Engineering, Plekhanov Russian Academy of Economics majoring in civil engineering and economy. He began his career as an adjuster at Tselintyazhstroy group of enterprises.

From 1996 to 2008, he was the first deputy akim (mayor) of Astana, vice minister of transport and communications, first vice minister of industry and trade, minister of transport and communications, akim (mayor) of Astana.

In April 2008 he was the president of the Kazakhstan Temir Zholy National Company.

From Sep. 9, 2016, he has been the First Deputy Prime Minister of the Republic of Kazakhstan.

Feb. 25, 2019, by the Decree of the President of the Republic of Kazakhstan, he was appointed the Prime Minister of the Republic of Kazakhstan.

He was awarded the Yeren Enbegi Ushin (For Labor Merit) medal (1998), the Order of Qurmet (Honor) (2006), the Barys Order of the second degree (2011), the Order of the Holy Blessed Prince Daniil of Moscow of the third degree (2010), the Order of the Legion of Honor of the French Republic (2013), Order of the Cross of Recognition of the second degree of the Republic of Latvia (2013), Order of Civil Merit of the first degree of the Kingdom of Spain (2014).

He is an Honorary Citizen of the city of Astana (2011), Honorary railroad worker (2012), Honorary builder of Kazakhstan (2013).

Alikhan Smailov was born in 1972. In 1994 he graduated from the Al-Farabi Kazakh State National University with a degree in Applied Mathematics, in 1996 – from the Kazakhstan Institute of Management, Economics and Strategic Research under the President of the Republic of Kazakhstan with a Master’s degree in Public Administration.

In 1993–1999 he worked as Chief Specialist in the investment and privatization fund "A-Invest"; Deputy Head, Head of the Department of the National Statistical Agency of the Republic of Kazakhstan; Deputy Chairman of the Committee for Statistics and Analysis of the Agency for Statistical Planning and Reforms of the Republic of Kazakhstan; Chief Expert, Head of the Economic Sector of the Department, State Inspector of the Executive Office of the President of the Republic of Kazakhstan.

1999–2003 – Chairman of the Agency of Statistics of the Republic of Kazakhstan.

2003–2006 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan, Chairman of the Board of the State Insurance Company for the Insurance of Export Credits and Investments JSC.

2006–2009 – Deputy Minister of Finance of the Republic of Kazakhstan, President of NH KazAgro.

2009–2014 - Chairman of the Agency of Statistics of the Republic of Kazakhstan.

2014–2015 - Chairman of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan.

In December 2015, by the Decree of the Head of State, he was appointed Assistant to the President of the Republic of Kazakhstan.

In September 2018 by the Decree of the Head of State he was appointed Minister of Finance of the Republic of Kazakhstan.

In February 2019 by the Decree of the Head of State he was appointed First Deputy Prime Minister - Minister of Finance of the Republic of Kazakhstan.

He was born on May 7, 1975.

Zh.Kassymbek graduated from Kazakh Leading Academy of Architecture and Civil Engineering (Almaty) with a degree in "Architect-Designer" and Eurasian National University named after L.Gumilev (Astana) with a degree in "Economist-Manager", Ph.D. in economics.

In different periods, Zhenis Kassymbek worked as Head of Railway Transport and Ports Division in Agency for Regulation of Natural Monopolies and Competition Protection, Head of Tariff Policy Division in Coordination and Tariff Policy Department, Director of Water Transport Department in the Ministry of Transport and Communications, Director of “Aktau International Sea Port” RSE.

From 2005 – Deputy Minister of Transport and Communications of the Republic of Kazakhstan.

From 2009 - Executive Secretary of the Ministry of Transport and Communications of the Republic of Kazakhstan.

Since 2016 - Minister of Investments and Development of the Republic of Kazakhstan.

Since December 2018 - appointed Minister of Industry and Infrastructure Development of the Republic of Kazakhstan.

Since February 2019 - appointed Deputy Prime Minister of the Republic of Kazakhstan

Deputy Prime Minister of the Republic of Kazakhstan

 

 

She was born in 1965 in Kyzylorda region.

She graduated from Dzhambul Technological Institute of Light and Food Industry, PhD in Economics.

After graduating, in 1987-1994 she worked as senior inspector and head of the department of Kyzylorda Regional Department of Social Security.

In 1994-1995 she was a consultant of the Committee of the Supreme Council of Kazakhstan for Social Protection of the Population.

In 1995-2003 she worked in the Ministry of Labor and Social Protection of Kazakhstan as head of a division, deputy head of a department, head of Pensions Management Department, deputy director of Social Welfare Department, director of the Department of Social Welfare and Social Assistance, director of the Department of Pension Provision and Population’s Income Regulation.

From March 2003 to December 2005 she was vice minister of labor and social protection of the population of Kazakhstan.

From December 2005 to October 2006 she was chairman of JSC "Life Insurance Company "State Annuity Company."

From October 2006 to October 2007 she was vice minister of labor and social protection of the population of Kazakhstan.

From October 2007 to January 2008 she was executive secretary of the Ministry of Labor and Social Protection of the Population.

From January 2008 to March 2009 she was adviser to the President of Kazakhstan, chairman of the National Commission for Women, Family and Demographic Policy under the President of Kazakhstan.

From March 2009 to September 2012 she was minister of labor and social protection of the population of Kazakhstan.

From September 2012 to November 2013she was adviser to the President of Kazakhstan.

From November 2013 to November 2014 she was Deputy Prime Minister of Kazakhstan.

From November 2014 to February 2019 she was the Secretary of State of the Republic of Kazakhstan

From February 2019 she has been the Deputy Prime Minister of Kazakhstan.

She has a daughter.

Minister of Foreign Affairs of the Republic of Kazakhstan

 

 

 

Beibut Atamkulov was born on May 19, 1964.

In 1986 graduated from Lenin Kazakh Polytechnic Institute as a metallurgical engineer. In 2000 he graduated from St. Petersburg State University of Finance and Economics, he is a candidate of economic sciences.

He began his career in 1985 as a furnace operator of copper-smelling works of Norilsk Mining and Smelting Group named after Zavenyagin. 

From 1986 to 1991 he was a furnace operator, master, head master of refine workshop, chief engineer, deputy head of department of Chimkent Leaden Factory.

From 1991 to 1995 he worked in the Ministry of Foreign Economic Relations as a chief specialist, head of Chermetexport of the Kazmetalexport Republican Foreign Economic Enterprise, first deputy CEO of Kazakhstan Sauda Foreign Trade Company.

From 1995 to 1996 he was first deputy CEO of Karaganda Metallurgical Kombinat State JSC (Temirtau).

From 1996 to 2006 he ran a business.

In 2006-2007 he was counselor, minister-counsellor of the Embassy of the Republic of Kazakhstan in Russian Federation (Moscow).

In 2007-2008 he was minister-counsellor of the Embassy of the Republic of Kazakhstan in the Islamic Republic of Iran (Tehran).

In 2008-2010 he was general consul of the Republic of Kazakhstan in Frankfurt on the Main (Germany).

In 2010-2012 he was ambassador extraordinary and plenipotentiary of the Republic of Kazakhstan in Malaysia, Indonesia, Brunei Darussalam and Philippines

In 2012-2014 he was executive secretary of Ministry of Industry and New Technologies.

In 2014-2015 he was executive secretary of Ministry of Investment and Development.

In 2015-2016 he was akim of South Kazakhstan region.

In 2016-2018 he was minister of defense and aerospace industry.

On Dec. 26, 2018, he was appointed minister of foreign affairs.

On Feb. 25, 2019, by the Decree of the President he was appointed minister of foreign affairs.

He speaks Kazakh, Russian and English languages.

Nurlan Yermekbayev was born on Jan. 1, 1963, in Shymkent.

In 1986, he graduated with honors from the Military Red Banner Institute of the USSR Ministry of Defense, as an officer with knowledge of Chinese and English. In 1996, he graduated from the Kazakh State Architecture and Construction Academy with a degree in engineering and economics. In different years he worked in commercial enterprises, the structure of the Ministry of Foreign Affairs, the Administration of the President of the Republic of Kazakhstan.

Nurlan Yermekbayev served as adviser to the President of Kazakhstan —  at the Foreign Policy Center of the Presidential Administration (2006-2007), vice minister of foreign affairs (2007-2010), assistant to the President (2010-2012), ambassador extraordinary and plenipotentiary of Kazakhstan in the People's Republic of China, concurrently in the Socialist Republic of Vietnam and the Democratic People's Republic of Korea (2012-2014), assistant to the President —  Secretary of the Security Council (2014-2016), Minister of Religious Affairs and Civil Society (2016-2018).

From April 2018 to August 2018, he held the post of assistant to the President – Secretary of the Security Council of the Republic of Kazakhstan.

In August 2018 he was appointed minister of defense.

On Feb. 25, 2019, by the Decree of the President he was appointed minister of defense.

 

Minister of Internal Affairs of the Republic of Kazakhstan

 

 

 

Police Major-General Yerlan Turgumbayev was born on Aug. 14, 1962, in the city of Almaty.

He is a Candidate of Law. He began the service in the internal affairs bodies in 1984.

He worked as an officer of the Criminal Investigation Department of the internal affairs bodies of the Saransk City Executive Committee of the Karaganda region.

From 1986 to 2002 he held various senior positions in the investigative and operational units of the Alatau and Kalinin police departments, as well as the police department of the city of Almaty.

From February to September 2002 he was head of the Ninth Department of the Ministry of Internal Affairs of the Republic of Kazakhstan.

From September 2002 to April 2003 he was head of the Criminal Police Department of the Ministry of Internal Affairs of the Republic of Kazakhstan.

From April 2003 to May 2006 he worked as head of the Office, head of the Department of Internal Affairs of the North Kazakhstan Region.

From May 2006 to July 2006 he was chairman of the Investigative Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan.

From July 2006 to December 2012 he headed the Department of Internal Affairs of Almaty.

From December 2012 to February 2019 he was deputy minister of internal affairs. 

In February 2019 he was appointed minister of internal affairs of the Republic of Kazakhstan.

He is a Full Cavalier of the “Danq” Order of the first and second degrees, received the Aibyn Order of the second degree, the Kaisar badge of the first degree, jubilee and departmental medals.

Dauren Abayev was born in 1979 in Almaty region.

In 2001 he graduated from Al-Farabi Kazakh State National University, in 2014 — from Eurasian Humanitarian Institute.

From August 2001 to August 2003 he worked in the central apparatus of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

From May 2003 to May 2007 he worked in the diplomatic service at the Embassy of Kazakhstan in Azerbaijan and the Kingdom of the Netherlands.

From May 2007 to December 2007 he headed the press service of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Since December 2007 to December 2008 he was a chief expert, adviser to the President of the Protocol of the Republic of Kazakhstan.

From December 2008 to October 2009 he was deputy press secretary of the President of Kazakhstan.

Since October 2009 he was state inspector of the Department of State Control and Organizational Work of the Territorial Administration of the President.

In October 2011 to May 2016 he was press secretary of the President.

In July 2013 to May 2016 he was adviser to the President of the President of Kazakhstan.

From May 2016 he was minister of information and communications (reassigned 13.09.2016–25.02.2019).

On Feb. 25, 2019, by the Decree of the President he was appointed minister of information and social development.

He has the diplomatic rank of the first secretary of the I class.

He speaks Kazakh, Russian and English.

He was awarded the Qurmet Order.
