Today in the Ukimet Uyi Prime Minister of Kazakhstan Bakytzhan Sagintayev held a meeting on preparation for the 28th Winter Universiade 2017 in Almaty.

The meeting participants discussed progress of construction of sports facilities, issues of preparation of modular student team of Kazakhstan, as well as carrying the Torch relay and construction of sports facilities.

Following the meeting, the Prime Minister of Kazakhstan B.Sagintayev instructed Deputy Prime Minister of the Republic of Kazakhstan I.Tasmagambetov to take under control the preparations of the 28th World Winter Universiade 2017 in Almaty.

Winter Universiade will be held in Almaty from January 29 to February 8, 2017. At the moment 58 countries confirmed their participation. The Universiade will hold competition in 12 sports, has 86 sets of medals at 8 sports venues: "Almaty Arena", "Halyk Arena", "Shymbulak" ski resort, "Medeo", "Sunkar" ski jumping complex, Baluan Sholak Sports Palace, “Alatau” Cross-Country Skiing and Biathlon Stadium  and "Tabagan" complex in Almaty region.

Prime Minister of Kazakhstan Bakytzhan Sagintayev signed a decree "On amendments to the decree of Prime Minister of the Republic of Kazakhstan dated August 5, 2016 "On distribution of responsibilities between Prime Minister, Deputy Prime Ministers and Head of the Office of Prime Minister of the Republic of Kazakhstan".

The responsibilities of First Deputy Prime Minister of Kazakhstan Askar Mamin include issues of operational management of economy and regional policy, environmental protection, use of natural resources, development of construction and modernization of housing and communal services, development of transport infrastructure and logistics, energy conservation and efficiency, renewable energy, coal, nuclear industry and nuclear energy. First Deputy Prime Minister is in charge of issues of emergency situations and mobilization works, development of defense and industrial complex, small and medium-sized enterprises, preparation and maintenance of heating season, EXPO-2017 International specialized exhibition and others. The scope of activities of First Deputy Prime Minister involve development of public-private partnerships, regulation of natural monopolies, competition and consumer protection, implementation of public policies on increasing proportion of local content at procurement of goods, works and services by organizations and government agencies, development of industry, innovation, technical regulation, electricity, geology and subsoil use, petrochemicals, information technology, tourism, export control, and others.

Deputy Prime Minister of Kazakhstan Imangali Tasmagambetov is responsible for development of education and science, health care, social policy, social policy, employment, religion, information, development of sports, culture, demographic and migration policy, coordination of implementation of the state information policy and others.

Prime Minister of Kazakhstan Karim Massimov visited the Embassy of the French Republic in Astana and made a record in the Condolence book on the terrorist act in Nice.

"Visited the Embassy of France," Prime Minister wrote on Twitter.

"Unfortunately, among the victims there are four citizens of Kazakhstan. We mourn with their families and express our sympathy," K. Massimov said.

Today in the Ukimet Uyi First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev held negotiations with a delegation of the Kyrgyz Republic, headed by Deputy Prime Minister Oleg Pankratov.

During the meeting the sides raised issues of bilateral relations especially within the Eurasian Economic Union.

The parties discussed various aspects of trade and economic cooperation, issues of ensuring stable operation of power systems of the two countries. As for the transport sector, the delegations agreed to make efforts for development of road and rail communications.

On Wednesday, on July 13, in the Ukimet Uyi, Prime Minister of Kazakhstan Karim Massimov met with Ministers of Foreign Affairs of the Caspian states.

Prime Minister thanked the Ministers of Foreign Affairs for supporting Kazakhstan's candidacy for non-permanent members of the UN Security Council.

Karim Massimov expressed his satisfaction with the high level of cooperation in the framework of the "Caspian Five", noting that the cooperation between our countries has intensified significantly in recent years.

The meeting participants discussed relevant issues of multilateral partnership and the legal status of the Caspian Sea.

"The Caspian Sea is one of the most important issues of our countries’ development. We hope to find mutually beneficial solutions to adopt the draft Convention on the legal status of the Caspian Sea. This will be a big step forward for the entire region," K.Massimov said.

Following the meeting, the parties confirmed their readiness for further strengthening of friendly understanding, development of mutually beneficial cooperation in all spheres, including sustainable use of the Caspian Sea, safety at the Caspian Sea.

Recall, the Ministers of Foreign Affairs of Azerbaijan, Iran, Russia and Turkmenistan arrived in Astana for coordination of positions on the draft Convention on the legal status of the Caspian Sea.

In Rudny Prime Minister of Kazakhstan Karim Massimov has visited “Sokolov-Sarbai Mining Production Association” (SSGPO) JSC metalworks. K.Massimov familiarized with the production process and observed the output products.

Today, "SSGPO" JSC is the largest iron ore mining and processing enterprise in Kazakhstan, employing more than 19,000 specialists. 

The association includes Sokolovsky, Sarbaisky, Kachar and Kurzhunkul iron ore open pits, the Sokolovsky underground mine, dolomite mines, and crushing, concentrating and pelletising facilities. The main products of the enterprise are iron ore pellets and headings, which are the raw materials for the blast furnace. The products are subsequently supplied to enterprises of Kazakhstan, Russia and China.

In Rudny town Karim Massimov familiarized with development of the food industry by visiting an enterprises on production of milk and sour-milk products "Leader-2010” LLP. At the enterprise Karim Massimov looked over the production process, saw samples of end products.

There was held a meeting on development of animal husbandry with the participation of the heads of agricultural enterprises.

Deputy Prime Minister - Minister of Agriculture of Kazakhstan Askar Myrzakhmetov reported on the current situation in agriculture, representatives of agribusiness spoke on problems of the industry.

During the discussion, a particular attention was paid to the problems of workload of existing capacities of domestic enterprises and improving the quality of the products.

According to the Prime Minister, the country has a significant potential to increase production and processing of livestock products. In turn, this enables to provide loading of available capacity of domestic enterprises.

In this regard, Karim Massimov urged farmers to intensify efforts on improving competitiveness, actively master modern technologies and arrange marketing services.

Following the discussion, K.Massimov instructed the Ministry of Agriculture to consider all problematic issues and proposals raised at the meeting, including measures on increasing rural employment by using potentials of the private farms.

It should be noted that by January 1, 2016, comparing the same period of last year the number of cattle increased by 2.5%, horses by 6.8%, sheep by 1.0%, birds by 1.7%. Meat production increased by 3.4%, eggs by 10.4%, and cow's milk by 2.3%.

Prime Minister of Kazakhstan Karim Massimov got acquainted with the quality of public services in the Specialized public service center (PSC) in Kostanay town.

Chairman of State Corporation "Government for citizens" Daniyar Erenchinov informed K.Massimov about the work of operating halls, demonstrated process of registration, accounting of vehicles and issuance of driver's licenses.

In the conference hall of the Specialized PSC took place a meeting on raising service quality of "Government for citizens" State Corporation. Particular attention was paid to the issues ensuring equal access to public services for people with disabilities.

Summing up the discussion, K.Massimov noted the importance of raising efficiency and transparency of public services, as people evaluate the Government’s effectiveness by the quality of public service.

First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev held a meeting with a member of the Politburo Standing Committee of the Communist Party of China, Vice Premier of China Zhang Gaoli in Beijing.

This meeting took place on the eve of the visit of President Nursultan Nazarbayev to China and participation in the G20 Summit in Hangzhou in early September.

Bakytzhan Sagintayev and Zhang Gaoli discussed implementation of the projects under "Nurly Zhol" economic policy proclaimed by the President of Kazakhstan Nursultan Nazarbayev and the initiative of the President Xi Jinping "One Belt, One Road" that will open for the countries new perspectives of mutually beneficial partnership.

In order to achieve goals set by the two leaders on achieving bilateral trade up to 40 billion US dollars till 2020, First Deputy Prime Minister proposed to develop joint Action program for diversifying trade and economic cooperation, and to eliminate trade barriers.

During the talks the sides also discussed innovative cooperation, collaboration in large-scale transport projects, energy sector and agriculture.

Within the visit to China, First Deputy Prime Minister will visit Xi'an to hold negotiations with the secretary of the Party Committee of Shaanxi, hold a meeting with representatives of Chinese business, get acquainted with the work of technology centers in high technology, aerospace development, biopharmaceuticals, agriculture.

In Kostanay Prime Minister of Kazakhstan Karim Massimov familiarized with development of the domestic automobile cluster during his visit to "SaryarkaAvtoProm" LLP.

At the plant Karim Massimov looked over the assembly process, visited production workshops of welding, painting, completely and semi knocked down assembly, examined the range of passenger cars, commercial equipment, combine harvesters and electric vehicles.
