Yelzhan Birtanov spoke about the details of the CSHI introduction

Minister of Healthcare of the Republic of Kazakhstan Yelzhan Birtanov, during a briefing at the Government's press center, told the details of the work of Compulsory Social Health Insurance in Kazakhstan

Y. Birtanov said that the CSHI system has been working since July 1 of the current year and deductibles and contributions have already been received to the Insurance Fund. Today employers and individual entrepreneurs participate in this.

From January 1, self-employed citizens will join the transfer of contributions, and the state will insure 14 categories of the population that are exempted from paying contributions, especially the socially unprotected groups of the population. Employees will join the system from January 1, 2019. At the same time, all citizens, regardless of whether they are insured or not, have the right and will receive a guaranteed volume of free medical care (GVoFMC).

“The fund is quite broad, it includes all first aid and emergency medical care, assistance with socially significant diseases, such as oncology, tuberculosis, psychiatry and especially dangerous infections, as well as sanitary aviation. The list has already been approved. In addition, all citizens have the right to receive preventive vaccinations, and by 2020 all unproductive self-employed, that is, all those who are potentially not insured will be able to receive the whole complex of outpatient care and free medicines. This is done in order to ensure that all sections of the population are not limited to receiving health insurance,” Y. Birtanov said.

He also said that for the citizens who will be insured, a list of medical services included in the insurance package is developed - outpatient care, free medication.

"On the whole, the packages of GVoFMC and CSHI have been extended to a number of services that were not included before, including palliative care, nursing care, medical rehabilitation and some types of expensive laboratory research," Y. Birtanov said.
