Askar Mamin: Our task is to create a favorable environment for people with disabilities

At a government session chaired by Prime Minister Askar Mamin, issues of social protection of persons with disabilities were considered.

Minister of Labor and Social Protection of the Population Birzhan Nurymbetov, Minister of Healthcare Aleksey Tsoy, Minister of Education and Science Askhat Aimagambetov, Minister of Industry and Infrastructure Development Beibut Atamkulov, akims of the Turkistan region Umirzak Shukeyev, North Kazakhstan region — Kumar Aksakalov, as well as the Chair of the Shyraq Association of Women with Disabilities Lyazzat Kaltayeva.

‘’Social protection of persons with disabilities is a very important issue to which the state pays great attention. Our task is to create a favorable environment for people with disabilities,” Mamin said.

According to the new program of the Nur Otan party, in the next 5 years, the share of employed persons with disabilities should increase by 30%, and 100% provision of medical rehabilitation will be provided.

In order to ensure the rights and improve the quality of life of persons with disabilities in Kazakhstan, the National Plan until 2025 is being implemented, which consists of 64 complex measures.

This year, 448 billion tenge was allocated for the social security of persons with disabilities, which is 12% more than last year. For the first time, the domestic production of wheelchairs was launched, which will fully provide for all those in need within five years. A directory of recommended professions and occupations for persons with disabilities is being developed. The proportion of medical rehabilitation coverage for people with disabilities will be increased to 60% this year and to 75% in 2021.

Significant work has been done to ensure the accessibility of transport for persons with disabilities. Preferential travel conditions have been introduced. 93% of stations meet the requirements for serving people with disabilities. All passenger trains are 100% wheelchair accessible.

By the end of the year, the Head of Government instructed to develop a Roadmap to ensure 100% barrier-free access for persons with disabilities.

Akimats were instructed to intensify training of persons with disabilities in the skills of obtaining rehabilitation means through the Portal of Social Services, together with the Ministry of Digital Development — to increase self-service zones for persons with disabilities in Employment Centers and Public Service Centers.

The Ministry of Healthcare, together with the akimats, was instructed to strengthen rehabilitation assistance to persons with disabilities, paying special attention to early diagnosis of morbidity to prevent disability, to ensure the timely commissioning of all rehabilitation centers under construction.

The Head of Government instructed the Ministry of Education, together with akimats, to expand the coverage of children with inclusive education next year to 50%, update the content of educational programs and the training of teachers, expand the network of correction rooms and psychological, medical and pedagogical commissions.

The Ministry of Industry, together with government agencies and regional akimats, was instructed to complete the modernization of stations and bring the public bus fleet in full compliance with the requirements for servicing people with disabilities.
