Alikhan Smailov draws attention to increasing cases of telephone fraud and instructs to strengthen protection of banking data

On Tuesday, June 28, at the regular meeting of the Government of the Republic of Kazakhstan chaired by Prime Minister Alikhan Smailov, the issues of digitalization of public services and the development of the IT industry were considered.

The Minister of Digitalization Bagdat Mussin reported on the work done. According to him, business process reengineering made it possible to form a new list of public services provided. As a result, the current list of digital public services has exceeded 1,300 types of activities.

Today, there are positive changes in the number of electronic services in general. The use of electronic services in the EGov Mobile application has doubled. In addition, according to statistics, digital services are in great demand among citizens.

“For example, digital documents were validated more than 6 million times in 5 months of this year. In general, this confirms the widespread use of digital documents by government agencies and institutions,” the minister said.

According to Mussin, by the end of this year, it is planned to release the 20 most popular public services on external platforms.

Also, the head and co-founder of Kaspi.kz Mikhail Lomtadze and the development director of the IT-Hub Waste Valley Alexander Doroshenko also made presentations.

According to the head of the board of Kaspi, in 2021, more than 7 million Kazakhstanis used the public services section in the Kaspi.kz application. Every third car undergoes online registration, which amounted to 286 thousand cars in 2021. Lomtadze also spoke about the ongoing work with the business community through the bank's products.

In turn, Alexander Doroshenko spoke about the upcoming plans of IT-Hub to increase the number of employees of IT companies in the Karaganda region from the current three to ten thousand people within five years, about creating a map of IT & DIGITAL projects grouped by type of activity, and about holding an Accelerator in the field of industrial technologies with the support of TechGarden, Astana Hub and the regional akimat.

Summing up the discussion, the Head of Government noted a two-fold increase in the number of public services provided in digital format over the past year. In general, today the level of electronic services is 93%. At the same time, 66% of services are provided to the population through a regular smartphone. In digital form, 18 citizen documents are available that do not require paper confirmation.

“Many e-services and database integration eliminate the need to go to government agencies and paperwork. This work must be continued further,” Smailov instructed.

The Head of Government also noted the active development of banking services provided in electronic format. So, for the convenience of citizens, public services are being introduced in banking applications. To protect confidential information and personal data, modern security methods are used, including biometrics.

At the same time, the Prime Minister drew attention to the increasing cases of fraud and instructed to take measures to strengthen the protection of bank customers' data.

“In general, it is necessary to intensify work on the development of the domestic IT industry, the development of Kazakhstani electronic products and expand the scope of their application. We will always support the implementation of innovative solutions, especially in the field of providing electronic services to the population,” Smailov emphasized.

At the same time, the head of the Cabinet pointed out a number of problematic issues that need to be addressed.

In particular, a number of ministries have services that are not available in electronic format. Among them are the Ministry of Agriculture, Ministry of Higher Education and Science, Ministry of Industry and Infrestructure Development, Ministry of Healthcare and Ministry of Education. The low level of automation of services is noted by the Ministry of Foreign Affairs.

In this regard, the Ministry of Digital Development, together with the indicated state bodies, needs to transfer inaccessible public services to an electronic format within three months.

In addition, the central govenrment bodies and akimats were tasked with ensuring constant updating of data, uninterrupted operation of information systems and their timely integration.
