Alikhan Smailov participates in meeting of Council of Eurasian Economic Commission

Final meeting of the Council of the Eurasian Economic Commission was held on Dec. 23, 2020. The Kazakhstani part was headed by the member of the Council - First Deputy Prime Minister Alikhan Smailov.

At the meeting of the Council, issues of technical regulation, registration of medicines, sanitary measures, labor migration and customs and tariff regulation were considered.

Thus, the EEC Council, in the implementation of the Agreement on Pension Provision of Workers of the EAEU, approved the Procedure for interaction between the EAEU countries and the Eurasian Economic Commission on the appointment and payment of pensions to workers. The document regulates the mechanism for exporting pensions from one member state to another, as well as issues related to medical examination of workers for pension purposes. In general, this will allow to remove the burdens from citizens associated with the confirmation of information about labor activity.

The members of the Council approved the draft Procedure for the coordination and analytical support of selection and breeding work in the field of livestock breeding, carried out in the EAEU member states. This Procedure will ensure effective interaction of authorized bodies carrying out activities in the field of livestock breeding, and will also allow further improvement of the regulatory framework of the Member States in this area.

In order to further improve technical regulation within the EAEU, the EAEU technical regulations "On the requirements for trunk pipelines for the transportation of liquid and gaseous hydrocarbons" were adopted. This regulation establishes mandatory requirements for the application and execution of trunk pipelines for the transportation of liquid and gaseous hydrocarbons. In general, the document is aimed at the functioning of gas, oil and oil products transportation systems in the context of common gas, oil and oil products markets, the formation of which is planned by 2025.

The EAEU and EEC countries continue to actively work on joint measures to maintain and develop trade and economic cooperation in the context of a pandemic. Thus, temporary measures were established to simplify the conformity assessment procedure for serially produced products. Temporary measures during product certification make it possible to carry out procedures for assessing compliance with the requirements of technical regulations without visiting the specified location of the assessment object through remote assessment during the period of restrictions in the EAEU countries.

The adopted decision will be valid for 12 months and will prevent a shortage of products in the common EAEU market and minimize the consequences of the pandemic for business.

In addition, in order to support domestic manufacturers of industrial explosives, the Council members decided to exclude from the technical regulation "On the safety of explosives and products based on them" (028/2012) the provision on the introduction of mandatory marking of industrial explosives.

Also, in order to support manufacturers of nonwovens and hygiene products, the rates of import customs duties of the EEU for artificial viscose fibers were zeroed from 5% to 0% for a period of 1 calendar year.
