Fifty schools for 170 thousand places to be built under public-private partnership in Kazakhstan PPP

First Deputy Prime Minister Alikhan Smailov chaired a meeting on optimization of costs for the construction of schools according to the new model.

The most urgent goal in the field of education is to address the issues of eliminating three-shift education, school accidents and a shortage of student places.

Today, in the country as a whole, there are 151 three-shift and 34 emergency schools, the total deficit in all 17 regions is more than 168 thousand student places.

At the same time, a significant increase in this indicator is predicted due to demographic trends and the deterioration of already functioning schools.

To solve these problems, the state annually allocates more than 100 billion tenge at the expense of budget funds.

The settlement of these issues in the near future exclusively at the expense of the state budget requires the allocation of significant injections at once, while there are no guarantees for the timely and simultaneous commissioning of facilities. An alternative solution to the problem was the implementation of a new format of PPP projects, which additionally include an instrument of state support in the format of per capita financing for each student.

The announcement of a more extensive support package has generated widespread interest from leading domestic developers. In particular, the BI-Group construction holding is currently initiating a proposal for participation and the construction of a new generation of BINOM schools.

Thus, it is planned to gradually build 50 schools for 170 thousand student places in all regions of the country. The largest number of schools will be built in Nur-Sultan, Almaty and Shymkent, where the bulk of the need for student places is accumulated.

Schools of the new generation will be distinguished by more modern material and technical equipment, increased comfort conditions for teachers and schoolchildren, which will allow achieving not only a positive social effect, but also significantly save budget funds.

On behalf of Alikhan Smailov, a single package of technical equipment and equipment will be developed according to a new construction model for all schools.

It should be noted that after 5 years of project implementation, schools become state property.

Applying this PPP approach expands the opportunities for participation in large-scale school construction throughout the country for both domestic and foreign investors.
