Distribution of housing for those on waiting lists to be centralized and transparent — Alikhan Smailov

The Prime Minister of Kazakhstan Alikhan Smailov chaired a regular government session on Tuesday, July 5. The first issue on the agenda of the meeting was the implementation of new approaches to housing policy.

Minister of Industry and Infrastructure Development Kairbek Uskenbayev, Chair of the Board of Baiterek NMH JSC Kanat Sharlapayev, as well as akims of several regions presented their reports.

The Head of Government noted that this year, 15 million square meters of housing will be commissioned, which will enable 138 thousand families to improve their living conditions. So, for 5 months, 4.7 million square meters of housing were commissioned (103.4% compared to last year).

“In order to achieve all the indicators, on behalf of the Head of State Kassym-Jomart Tokayev, we have developed new approaches to housing policy that will increase the availability of housing for citizens, as well as improve their conditions and quality of life. From now on the distribution of housing for those on the waiting list will be centralized and transparent, based on the principle of ‘one window’. The main operator will be Otbasy Bank,” Smailov said.

The Prime Minister also announced new mechanisms for providing citizens with housing. Among them are rent subsidies and housing construction in the countryside. This year, through these mechanisms, it is planned to provide 70,000 citizens with subsidies for rent and about 2,800 new housing in rural areas.

He drew attention to the ongoing extensive work on the digitalization of the housing and communal sector. The systems E-Kyrylys and E-Shanyrak are being introduced, as well as centralized accounting of data on housing commissioning through the Urban Cadastre Portal.

In general, Alikhan Smailov noted, in order to consolidate and streamline approaches in housing construction and housing and communal services, work is underway to adopt the Concept for the Development of Housing and Communal Infrastructure until 2026.

Concluding his speech, the Prime Minister instructed the Ministry of Industry, together with interested government agencies:

  • to ensure high-quality and prompt development of all provisions of the draft law on new approaches to housing policy with the Parliament;
  • to complete the work on the implementation of all information systems in the housing sector and ensure their integration with all necessary databases;
  • to take measures for the timely commissioning of the planned volumes of housing and engineering infrastructure in order to provide for those in need.
