Modernization of irrigation infrastructure to boost development of agribusiness — Askar Mamin

At the government conference call chaired by Prime Minister Askar Mamin, the issue of modernizing the irrigation infrastructure of irrigated lands was considered.

Minister of Geology, Ecology and Natural Resources Magzum Mirzagaliyev, Minister of Agriculture Saparkhan Omarov, as well as akims of the Turkistan and Kyzylorda regions Umirzak Shukeyev and Gulshara Abdykalikova presented their reports.

In 2020-2021, 6,785 kilometers of canals, 4 reservoirs, 4 hydroelectric facilities, 239 vertical drainage wells and about 23 thousand other water facilities will be reconstructed in Kazakhstan.

Implementation of projects for the development and modernization of irrigation infrastructure in 2020-2021 will allow additional irrigation to be introduced on almost 500 thousand hectares of land in Almaty, Zhambyl, Turkistan, Kyzylorda and Aktobe regions. About 274 billion tenge are provided for this. Under the projects, 88 thousand jobs will be created, which include 11 thousand for the period of construction and repair work and 77 thousand permanent jobs.

The gross agricultural output on the lands put into circulation will amount to 165 billion tenge per year and will have a multiplier effect in the areas of trade, product processing, livestock.

“In his Address to the people, the President of Kazakhstan Kassym-Jomart Kemelevich Tokayev noted the need for a phased increase in the area of ​​irrigated land by 1.5 to 3 million hectares by 2030,” said Mamin.

The prime minister emphasized that the large-scale expansion of infrastructure for irrigation of land will give a serious impetus to the development of the agricultural sector, which should become the most important sector in the structure of the country's economy.

“The measures taken will allow by 2024 to make one hundred percent import substitution for fruits and vegetables,” Mamin said.

The Head of Government instructed the ministries of ecology, agriculture and regional akimats to accelerate the start of implementation of projects for the development and modernization of irrigation infrastructure, as well as to ensure proper monitoring of the effective use of financial resources. Moreover, special emphasis was placed on the need to maintain and create new jobs.

“The Ministry of Agriculture, together with the regional akimats, should work on the maximum and unconditional development of the irrigated lands introduced. The regions should take all measures to timely allocate land and bring the necessary infrastructure to farmland,” said Mamin.
