Government considers issues of ecology and environmental protection

At the government session chaired by Prime Minister Askar Mamin, issues of ecology and environmental protection were considered.

At the UN Summit COP26 in Glasgow held Nov. 1, 2021, Kazakhstan reaffirmed its commitment to combating climate change.

Kazakhstan was one of the first in the world to ratify the Paris Agreement, committing to reduce greenhouse gas emissions by 15%. To achieve this goal, Kazakhstan has updated its Nationally Determined Contribution (NDC) and adopted a new Environmental Code.

By 2030, the share of energy from renewable sources will increase 5 times from 3% to 15%, the share of energy due to gas generation will double from 20% to 40%. It is planned to reduce the share of energy generated from coal from 70% to 40%. The potential for carbon sequestration will be increased by planting over 2 billion trees by 2025.

As part of the commitments made to achieve carbon neutrality by Kazakhstan by 2060, the Government is developing a strategic document that provides for significant reforms in all sectors of the economy with an emphasis on energy, manufacturing, agriculture and forestry, transport, housing and communal services and waste disposal.

Carbon neutrality will be achieved by improving the sustainability of land and water use, the energy efficiency of the economy, electrification and the widespread use of clean and renewable energy sources.

When implementing plans to reduce greenhouse gas emissions, the potential of market mechanisms and private investment will be maximized.

Following the UN COP26 summit, Kazakhstan joined the Declaration on Forests and Land Use, as well as the Commitment on Education and Youth Engagement.

To date, as part of the work to improve the environment in the Aral Sea, saxaul is being planted on the drained seabed on an area of ​​1.1 million hectares. This year sowing saxaul will be carried out on an area of ​​100 thousand hectares, in the next 4 years — on an area of ​​250 thousand hectares annually.

Work is underway to recycle and prevent spontaneous dumps. To date, 86% (6.3 thousand) of 7.3 thousand landfills have been liquidated. Raids were carried out, about 17 thousand offenders were brought to justice.

From 2022, in the cities of Nur-Sultan, Almaty, Shymkent, Ust-Kamenogorsk, Aktobe and Karaganda, projects for the construction of waste processing plants will begin.

Measures to improve the quality of atmospheric air, improve the waste management system, preserve the ecosystems of the country's water bodies, biodiversity and develop specially protected natural areas are provided for in the Zhasyl Kazakhstan National Project.

The Head of Government instructed the Ministry of National Economy to submit a revised draft Strategy for Achieving Carbon Neutrality by April 1, 2022.

The Ministry of Ecology, together with akimats, was instructed to work out the issue of creating construction landfills in accordance with the new requirements of the current legislation, as well as to take measures to develop road maps and achieve indicators for reducing pollutant emissions from large enterprises in 10 cities of the country.

The Ministry of Energy, together with the akimats, was instructed to activate the issues of gasification of the private sector and economic entities. According to the election program of the Nur Otan party, by 2025 the share of gas supply to the population will reach 60%, 11.7 million people will get access to gas.

Akimats of all regions were instructed to ensure the implementation of all measures planned for 2021 as part of the Roadmaps to improve the environment.
