Prime Minister Askar Mamin chaired meeting of Interdepartmental Commission on Preventing Spread of COVID-19

Prime Minister Askar Mamin chaired a selector meeting of the Interdepartmental Commission on Preventing the Spread of Coronavirus Infection in the territory of Kazakhstan.

Minister of Healthcare Alexey Tsoy, Minister of Internal Affairs Yerlan Turgumbayev, Minister of Information and Social Development Aida Balayeva, First Vice Minister of Industry and Infrastructure Development Kairbek Uskenbayev, as well as Akims of Pavlodar region Abylkair Skakov and Karaganda region, Zhenis Kassymbek, reported on the measures taken to ensure readiness for the second wave of coronavirus infection.

The Head of Government noted the low efficiency in monitoring groups' activities to ensure control over compliance with restrictive measures, weak work to ensure compliance with the quarantine regime by citizens and sanitary requirements by business entities, and tracing contact persons and patients.

The prime minister instructed the Ministry of Industry and Infrastructure Development to prohibit airlines carrying out international air transportation from boarding passengers without certificates of the results of PCR tests, as well as to speed up the delivery of X-ray machines and mobile medical complexes.

The Ministry of Healthcare was instructed to ensure strict control over compliance with sanitary and epidemiological requirements at checkpoints, to take measures to reduce prices for personal protective equipment within a week, together with the Ministry of Digital Development, Innovation and Aerospace Industry, to take the necessary measures to implement programs for tracking contact persons, patients, monitoring the subjects' compliance with sanitary requirements using digital technologies.

Akims of the regions were instructed to hold special meetings with the leadership of organized teams on compliance with the quarantine regime, take personal control over the organization of work on compliance with the sanitary regime in schools and medical organizations within two days.

The Head of Government instructed the regional akimats to monitor the activities of the shopping and entertainment center for compliance with sanitary requirements by the end of the week, together with the Atameken NCE. At the same time, tough response measures will be applied to violators, up to and including suspension of their work.

It was noted at the meeting that local executive bodies in their work are guided by the decisions of the Chief Sanitary Doctor of the Republic of Kazakhstan. At the same time, depending on the sanitary and epidemiological situation, the chief sanitary doctors of the regions can make decisions on the introduction of additional restrictive measures.

The Commission made a number of decisions:

I. On school teaching,

  • from the second quarter to allow the traditional format of education at urban and rural schools with the number of students up to 300 children;
  • at the request of parents, to allow education in the duty classes for grades 1 to 5, in international schools - up to the 7th grade.

At the same time, it is imperative to comply with the sanitary and disinfection regime, mask regime, chess seating and social distance.

II. Concerning the work of theaters and mosques

From Nov. 2, 2020, allow:

  • the operation of theaters with up to 30% occupancy, but no more than 100 people in the hall (observance of social distance, mask regime, thermometry, enhanced sanitary and disinfection regime);
  • carrying out collective namaz in mosques (demon namaz) with the exception of juma namaz, but no more than 100 people in the hall (observance of a social distance of 2 m during prayer, mask regime, thermometry, enhanced sanitary and disinfection regime).
