Kazakhstan launches project to accelerate promotion of goods and services with greatest export potential — Roman Sklyar

The press center of the Government of the Republic of Kazakhstan hosted a briefing on the Address of the Head of State to the people of Kazakhstan “Unity of People and Systemic Reforms — Solid Foundation for the Country's Prosperity”. The briefing was attended by Deputy Prime Minister Roman Sklyar, Minister of Agriculture Yerbol Karashukeyev, Minister of Industry and Infrastructure Development Beibut Atamkulov, Minister of Energy Magzum Mirzagaliyev.

“Maintaining competitiveness and developing sectors of the economy is a strategic task and one of the key vectors of the government's work. The decisive stage in this direction will be the adoption of national projects. In his Address to the people of Kazakhstan, the Head of State Kassym-Jomart Tokayev focused on priority tasks for further development of the real sector of the economy,” Sklyar said.

Then he reported on what work and what measures are being taken to implement the President's Address. In particular, he spoke about support for small and medium-sized businesses.

To enter the trajectory of recovery and further growth of the economy, on behalf of the President, until the end of 2022, Kazakhstan has extended support for small and medium-sized businesses within the framework of the Economy of Simple Things Program, which has proven its relevance as an effective tool for the development of domestic production.

“For 2.5 years of implementation of the program, 3,011 projects were approved for 787 billion tenge. The implementation of these projects is aimed at saturating the domestic market with domestic goods, stimulating the competitiveness of the manufacturing industry, and, above all, producing a wide range of consumer goods,” he said.

The predicted effect of the implementation of all projects is the creation of 35 thousand new jobs and an increase in the tax base by 100 billion tenge.

The next step towards the implementation of the Address of the Head of State will be the implementation of industrial policy.

So, according to the Deputy Prime Minister Roman Sklyar, within the framework of the Industrialization Map, 128 projects are being implemented for a total amount of about 1.23 trillion tenge with the creation of more than 12 thousand new permanent jobs.

“Taking into account the need for an integrated, systematic approach, for the further development of industrialization, the Law ‘On Industrial Policy’ will be adopted, which will increase the consistency, systematize and simplify the process and conditions for providing state support. Currently, the bill is under consideration in the Majilis of the Parliament of the Republic of Kazakhstan. In addition to legislative regulation, we are working out a number of systemic measures for the further development of the manufacturing industry,” he informed.

In the metallurgical industry, it is planned to approve a regulatory mechanism this year to ensure full loading of domestic processing industries with raw materials.

A project was launched to accelerate the promotion of goods and services with the greatest export potential. In 2021, 130 new players will be introduced to foreign markets under the Export Acceleration program.

In general, the set of measures is designed to contribute to the effective implementation of industrial policy and to ensure the growth of exports of the manufacturing industry planned in the Address by 1.5 times to $24 billion and labor productivity by 30% by 2025.

The next step towards the implementation of the President's Address will be the development of the geological industry.

“Particular attention in the Address is paid to geological exploration and comprehensive study of subsoil, as well as expanding investors' access to high-quality geological information. The industry received a new impetus with the adoption of the Code ‘On Subsoil and Subsoil Use’, which created conditions for the development of the market in the field of geological exploration and attracting investors with modern technologies to the country. At present, the Government has begun work to improve geological activity,” Sklyar said.

He explained that, first of all, the National Geological Service will be created, which will become a ‘single window’ for investors, will ensure the storage of geological information in accordance with international standards. In addition, the development of a geological information database, National Bank of Mineral Resources, is underway. The system will make it possible to digitize the relationship between government agencies and subsoil users.

“These measures will contribute to the disclosure of the resource potential of our country and increase the geological exploration of the subsoil,” added Roman Sklyar.
