Adoption of the bill “On Status of the Teacher” to create a system of social guarantees for teachers — Askar Mamin

At the Government session chaired by the Prime Minister Askar Mamin, the draft law “On Status of the Teacher” presented by the Minister of Education and Science Askhat Aimagambetov, was approved. Akim of Almaty region Amandyk Batalov and Nur-Sultan Altai Kulginov reported on the discussion of the provisions of the draft law with representatives of the pedagogical community. Also, at the Government meeting, a teacher from Nikolskaya secondary school of the Akmola region N. Kuttybaeva, invited to discuss planned innovations, shared her opinion.

“The draft law was developed on the initiative of the First President – Elbasy Nursultan Nazarbayev,” said Askar Mamin.

The developed draft law meets the tasks set by the Head of State Kassym-Jomart Tokayev on the development of secondary education and improving the quality of knowledge.

The main idea of ​​the draft law was to reduce the burden on teachers, protecting them from performing unusual functions, freeing up time for self-development and creativity.

Along with this, measures are envisaged to increase wages and the period of labor leave, additional payments for pedagogical skills, the introduction of additional payments for mentoring. It should be noted that the bill gives the regional akims the authority to independently provide teachers with material support, based on the budget.

“It is planned to create conditions for professional growth and increase the competitiveness of teachers,” Askar Mamin emphasized. “The task is also to establish incentives for teachers, to increase the prestige of the profession.”

As the head of the Government noted, the implementation of the bill will increase the status of the teacher’s profession, protect their honor and dignity, and create a system of social guarantees for teachers.

As a result of the consideration of the issue, Prime Minister Askar Mamin ordered to ensure the introduction of draft laws “On the Status of a Teacher” and “On Amendments and Additions to Certain Legislative Acts on the Status of the Teacher, Reducing the Burden on Students and Teachers” in the Majilis of the Parliament by Sep. 1, 2019.
