Mechanical engineering, support for SMEs and industrial projects — how Kostanay region developed during pandemic

Kostanay region has maintained the positive dynamics of the main socio-economic indicators for January-August of this year despite the use of protective measures against the spread of coronavirus infection. The population of the region and the business community were provided with the necessary state support. Within 8 months of this year the region continues to implement major projects to create industrial and social infrastructure. Read about the main indicators of the region in the period from January to August 2020 in the review.

The volume of industrial production amounted to 905.1 billion tenge, the volume of gross agricultural output amounted to 169.9 billion tenge. The number of operating entities in the field of small and medium-sized businesses as of Sep. 1, 2020, amounted to 51,086 or 93.4% over the corresponding period of 2019. Fixed capital investments amounted to 197.8 billion tenge or 116% compared to the corresponding period of 2019.

The volume of construction work amounted to 75.4 billion tenge. Commissioned 251.3 thousand sq. m of housing, which is 8.6% more than the corresponding period of 2019.

In January - July 2020, second-tier banks issued loans in the amount of 168.1 billion tenge. Lending to small businesses amounted to 27.9 billion tenge with a decrease of 6.6%. The volume of deposits increased by 12.3% and amounted to 466.6 billion tenge, including deposits of legal entities by 19.5%, deposits of the population increased by 9.7%.

The volume of retail turnover decreased by 1.6% compared to the corresponding period of 2019 and amounted to 223.4 billion tenge. Wholesale turnover amounted to 418.9 billion tenge or 93.2% to the level of the corresponding period of 2019.

Foreign trade turnover (excluding the EAEU countries) in January-July 2020 amounted to $1,510.4 million, including the export of goods — $616.1 million (90.4%), imports — $894.3 million (110.8%).

The state budget received 124.2 billion tenge of taxes and other mandatory payments with an increase of 3.1% compared to the corresponding period of last year, incl. the republican budget received 56.2 billion tenge (85.4%), the local budget — 68.0 billion tenge (124.5%).

The actually available budget of the Kostanay region amounted to 406.6 billion tenge, including local budget expenditures — 159.3 billion tenge, transfers from the republican budget — 247.3 billion tenge. Expenditures on the social sphere amounted to 183.2 billion tenge or 45.1% of the actually available budget, including for the spheres:

  • education — 126.4 billion tenge or 31.1%;
  • healthcare — 21 billion tenge or 5.2%;
  • social protection — 17 billion tenge or 4.2%;
  • culture, sports, tourism and information space — 18.9 billion tenge or 4.6%.

Employment was provided to 21,776 people, the jobs include 18,141 people who found permanent work, 415 people in social workplaces, 533 people in youth internships, 3,422 people participated in public works.

In 2020, 20.9 billion tenge was allocated to finance the health care system. Capital and current repairs of 17 objects are underway for a total amount of 3.4 billion tenge.

In 2020, 126.4 billion tenge was allocated to finance the education system. As of Sep. 1, 2020, 75.3 billion tenge or 59.6% were mastered.

How the pandemic affected region's economy?

During the pandemic, large and medium-sized industrial enterprises in the region worked as before, in accordance with the announced plans. There was no reduction and release of employees; if possible, some of the administrative personnel were transferred to remote work with the preservation of wages.

In addition, the regional akimat, together with large domestic industrial enterprises, in order to ensure stable socio-economic development of the region, have developed individual anti-crisis plans, including measures to ensure the continuity of production, supply of raw materials, preservation of employment, etc.

Also, as part of measures to prevent the spread of coronavirus infection in the region, light industry enterprises have organized the sewing of masks from gauze and calico fabrics. So, production is carried out at 2 large (Bolshevichka, LLP Azurit) and 215 small enterprises and ateliers, taking into account the existing need. To date, more than 2.4 million protective masks have been sewn in the region.

In addition, the project of Vadisa-M LLP on the organization of the production of disposable three-layer medical masks is at the implementation stage. The production capacity of medical masks will be 180 thousand pieces per day, up to 5 million pieces per month per month.

Also, during the pandemic, the production volumes of enterprises producing disinfectants increased (Scientific and Production Association MEDIDEZ LLP, Eco-Flora LLP, ALPHA-2050 LLP, Eco-Flora LLP, TK Aromika LLP, LLP Farmakom Impeks, LLP Azimut).

To date, 1.4 million liters of disinfectants have been produced in the region.

The coronavirus pandemic has negatively impacted almost all areas of business, with a particular impact on the trade sector. In this connection, there is a decrease in the physical volume of wholesale and retail trade. This circumstance, first of all, is associated with the introduction of a state of emergency on the territory of the Republic of Kazakhstan and the restriction of the activities of wholesale and retail trade entities.

It should be noted that business entities operating through online sales were less negatively affected by the pandemic.

What kind of support is provided to small and medium-sized businesses during pandemic?

To support the SME sector, a number of the following stabilization measures were taken:

  • under the Program of Concessional Lending for SMEs that worsened their financial condition as a result of the introduction of the state of emergency, second-tier banks issued 74 loans in the amount of 15.9 billion tenge;
  • within the framework of tax benefits, entrepreneurs operating in the affected industries are exempted from paying tax deductions in the amount of more than 8 billion tenge.

During the pandemic, the uninterrupted operation of all large industrial enterprises was ensured, which maintained the volume of production and did not allow the release and reduction of workers. To date, most of the activities of SMEs have been resumed in accordance with the approaches determined by the Government of the Republic of Kazakhstan.

Mechanisms for resuming the activities of business entities are implemented on the basis of the recommendations of the Chief State Sanitary Doctor of the Republic of Kazakhstan with strict observance of sanitary and epidemiological requirements and the current situation in the region.

In addition, within the framework of the moratorium on inspections of small and micro-businesses for the first half of this year, compared to the same period in 2019, the number of inspections and preventive control acts against SMEs in Kostanay region decreased by 34%.

According to the regional branch of Damu Entrepreneurship Development Fund JSC, as of Sep. 14, 2020, second-tier banks provided loan deferrals to 158 business entities participating in state programs to support entrepreneurship.

In accordance with the instruction of the President of the Republic of Kazakhstan of March 19, 2020, for a period of three months, the accrual of rent for state-owned real estate was suspended.

Regarding the collection of rent in shopping and entertainment centers and trade markets, 38 trade markets operate in the region, of which 23 markets are open air and have not suspended their activities.

Prior to the introduction of quarantine exemptions, the activities of 15 covered markets were suspended, no rent was charged from tenants, or a discount was provided.

In addition, there are 14 shopping and shopping and entertainment centers on the territory of the region, of which 14 do not charge rent.

How small and medium business developed?

As of Sep. 1, 2020, 51,086 small and medium-sized businesses operated in the region, which is 6.7% less than the same period in 2019. The share of operating SMEs in the total registered volume increased by 1.4 percentage points and amounted to 84.5%.

For the 1st quarter of 2020, the number of employed in SMEs is 149.6 thousand people, which is 2.1% lower than the same period last year, the output of SMEs increased by 25.4% and amounted to 212.1 billion tenge; 118.6%. The gross value added of production was 135,810.7 million tenge. The share of SMEs in the gross regional product was 25.5%.

How State Program for Productive Employment and Mass Entrepreneurship implemented?

In 2020, 8.9 billion tenge is provided for the implementation of the measures of the State Program for the Development of Productive Employment and Mass Entrepreneurship. As of Sep. 1, 2020, 5.3 billion tenge were mastered.

To date, more than 24 thousand people are involved in employment activities, of which: more than 20 thousand people were employed in permanent and temporary jobs, 1,451 people were sent for vocational training, 1,465 people were sent to Bastau Business training in the basics of entrepreneurship, 464 microcredits were issued, 458 people received grants for the implementation of new business ideas.

As part of the Employment Roadmap in 2020, it is planned to implement 282 infrastructure projects worth 55.8 billion tenge.

Within the framework of the Employment Roadmap, work is underway on repairs, reconstruction of social and cultural facilities, housing and communal services, engineering and transport infrastructure, and improvement of settlements.

The implementation of the projects will create more than 14 thousand jobs, which will employ 7 thousand unemployed citizens in the areas of employment centers.

To date, more than 10 thousand jobs have been created, for which 5.6 thousand people have been employed in the directions of employment centers.

The wages for Employment Roadmap projects is set at an average of 86,238 tenge. Individuals who came to work on projects from other regions were paid lifting allowances worth 2 minimum wages (85,000 tenge), totaling 765 thousand tenge.

What support provided to population during quarantine?

During the state of emergency in Kazakhstan from March to May of this year, as well as in connection with the spread of the COVID-19 pandemic and the introduction of restrictive measures from July to August 2020, funds in the amount of 876.3 million tenge for the purchase of food and household sets for a certain category of citizens were allocated from the republican budget.

In total, during the period of the state of emergency (March, April, May) and restrictive measures (from March to August), 39,719 people received assistance in the form of reimbursement of costs for food and household sets.

In connection with the introduction of restrictive measures, a one-time social payment was made to the following categories of citizens:

  • employees on leave without pay;
  • individual entrepreneurs;
  • individuals in private practice;
  • payers of a single aggregate payment;
  • individuals working under civil contracts.

As of Sep. 24, 2020, a one-time social payment in case of loss of income in connection with the introduction of restrictive measures was assigned to 73,960 citizens.

How many people found permanent jobs in 8 months of 2020?

As of Sep. 23, 2020, in the cities of the region, 28 microcredits were issued for a total amount of 263.6 million tenge.

In the sectoral structure of microcredits, wholesale and retail trade occupies a large part — 55%, in second place are the services of special equipment — 14%, in third position — freight transport, catering and other activities — 9% each, also 5% falls on passenger transportation.

In terms of gender structure, 41% fall on projects implemented by women, 5% of projects fall on young people under the age of 29.

As for the effectiveness of the implementation of the Business Roadmap - 2025, this program has been implemented in the region since this year. In this regard, information on the creation of new permanent jobs by the participants of this program will be generated in the fourth quarter of 2021 after the entrepreneurs have submitted all the necessary declarations.

At the same time, according to JSC Entrepreneurship Development Fund Damu, in 2010-2018. the participants of the Business Roadmap - 2020 created 4.8 thousand new jobs, saved 25.7 thousand jobs, the volume of production amounted to 1.2 trillion tenge, as tax deductions by the Program participants, 58.6 were transferred to the budget billion tenge In general, 14.3 billion tenge of subsidies were paid, while for every 1 tenge of subsidies paid, the budget received 6 tenge of taxes.

At what stage of implementation are main industrial projects in region?

In January-August 2020, industrial enterprises of the region produced products worth 905.1 billion tenge.

Including in the mining industry produced — 340.2 billion tenge; in the manufacturing industry — by 524.2 billion tenge.

There is an increase in the main sectors of the manufacturing industry: mechanical engineering — by 222.2 billion tenge; food production — by 152.9 billion tenge; chemical industry — by 3.6 billion tenge; light industry — by 1.9 billion tenge; woodworking — by 1.9 billion tenge.

For reference: The production of passenger cars increased by 59%; trucks 5.5 times; cars for transportation of ten or more people by 72.2% (SaryarkaAvtoProm LLP); tractors by 65.8% (Agromashholding KZ JSC, Kompozit Group LLP); unprocessed and semi-finished gold or in the form of powder by 1.9% (JSC Varvarinskoye); hot-rolled rods and rods by 22.2% (EvrazCaspian Steel LLP); non-alcoholic beverages by 21.5%; flour by 18%; butter and spreads by 13.6%; sausages by 12%; confectionery products made of chocolate and sugar by 10.9% (Bayan Sulu JSC); bread by 2.7%; beer by 2.4%; milk by 0.6%.

Within the framework of two five-year plans (2010-2019), 92 projects were implemented for 157.1 billion tenge, 6,147 jobs were created. This year, it is planned to implement 9 investment projects with a total investment of more than 51 billion tenge and the creation of about 1.9 thousand jobs.

  1. Construction of a meat processing plant (TOO BEEFEXPORTGROUP) with a capacity of 20 thousand tons of meat processing per year in the city of Kostanay with the creation of 184 jobs.
  2. Construction of a plant for processing tires with the production of furnace fuel (LLP Edil and Company) with a capacity of more than 2 thousand tons of processing of raw materials per year in the city of Rudny with the creation of 12 jobs.
  3. Ybyray — a 50 MW wind power plant in the Kostanay region (Zhel Electric LLP) with the creation of 15 jobs.
  4. Construction of a feedlot for 5000 heads of cattle and a pedigree reproducer for 2,500 heads (stage 1) — (LLP Torgai ET) with the creation of 45 jobs.
  5. Construction of an elevator, feed mill and a mill complex in Arkalyk - GrainMark LLP
  6. Organization of a business incubator in the machine-building industry on the basis of Agromashholding JSC — AgromashHolding KZ JSC with the creation of 1,500 jobs.
  7. Construction of the second stage of the SEC KOSTANAY-PLAZA — LLP BK-Stroy
  8. Construction of an ice palace in the Yubileiny microdistrict with the creation of 40 jobs.
  9. Construction of a shop for the production of oat flakes with a capacity of 60 tons of raw materials processing per day — LLP Mibeko with the creation of 16 jobs.

On the territory of the Industrial Zone of Kostanay, the following projects with the creation of 1,100 jobs are at the development stage:

  • KamLitKZ LLP (with the participation of KAMAZ PJSC) — construction of a foundry with a capacity of 40 thousand tons of castings per year. The project cost is about 80 billion tenge, with the creation of 300 jobs.

General Director of KAMAZ PTC Sergey Kogogin spoke about the construction of factories for the production of cast iron and components for bridges of KAMAZ trucks in the Kostanay region.

  • LLP Tobolkz (with the participation of PJSC KAMAZ) — production of gearboxes for the main drives of the driving axles of special equipment KAMAZ. The project cost is more than 70 billion tenge, with the creation of 400 jobs. Design is currently underway.
  • LLP Operator ROP — construction of a plant for processing agricultural machinery. The cost of the project is approximately 3 billion tenge. At the moment, work is underway to allocate a land plot for the project. Commissioning is scheduled for 2022.
  • LLP Composite Group Kazakhstan — production of cabins for Belarus tractors. The project cost is 2.8 billion tenge. At the moment, the design is underway. Commissioning is scheduled for 2021.

Currently, negotiations are underway to place a project on the territory of the Industrial Zone of Kostanay with the participation of Olzha Agro holding (Construction of an industrial complex for deep processing of wheat to obtain citric acid, wheat gluten, native and modified starches, glucose syrups, feed for animal husbandry). The cost of the Olzha Agro project is more than 130 billion tenge with the creation of 360 jobs.

What measures of state support provided to domestic producers?

Support for domestic producers is carried out within the framework of state programs for supporting entrepreneurship. So, within the framework of the Business Road Map - 2025 State Program for Support and Development of Business in 2020, it was supported in total by subsidizing part of the interest rate and partial guarantee of loans to 213 projects for a total amount of loans of 23.2 billion tenge, of which in the production of various types of products — 69 projects for loans of 14.7 billion tenge.

In addition, the missing production infrastructure is being carried out to small and medium-sized businesses. Seven projects have been supported this year.

In order to support domestic producers, the regional akimat is working on the implementation of the program of concessional lending to the branches of the Economy of Simple Things.

In the region, active information and explanatory work is underway to attract potential participants within the framework of the Program and support the announced projects. To date, taking into account the dynamics of projects in the work of the Project Office, 242 projects have been announced for a total of 45.8 billion tenge, of which:

  • 181 projects were approved for the amount of 26.5 billion tenge, of which: 46 projects through STBs for 20 , 4 billion tenge and 135 projects through the ACC for 6.1 billion tenge;
  • - 6 projects worth 429.9 million tenge are under consideration, of which: 3 projects in second-tier banks for 335 million tenge and 4 projects in ACC for 94.9 million tenge.

The adoption of the fifth package of amendments and additions to the Program mechanism within the framework of anti-crisis measures, in particular, the inclusion of spring field works (SPW) within the program, had a positive effect on the number of projects being implemented. So, in the current year, 109 projects out of the total (181 projects) for the amount of 3.8 billion tenge, were approved through the ACC for the VPR.

In the context of approved projects by industry, the situation is as follows: in the agro-industrial complex — 167 projects (processing — 23 projects; production — 144 projects); in light industry — 2 projects; production of building materials — 5 projects; in the furniture industry - 2 projects; other — 5 projects.

Much attention is currently paid to the support of domestic producers of regulated procurement.

The government has set targets for the public sector for local content in public procurement of goods of the Economy of Simple Things. In this part, the work in the region is carried out within the framework of the activities of the Local Content Control Commission.

So, since the beginning of the year, goods for a total of 1.2 billion tenge have been purchased from domestic producers within the framework of public procurement.

Also, in connection with the establishment of an exemption from the national regime for cars, cable products, transformers, these goods are purchased from domestic producers.

In order to support domestic producers and the possibility of their participation in the procurement of Samruk Kazyna Holding, the regional akimat compiled a list of local producers of the region in the amount of 139 enterprises in the manufacturing industry and sent them to Samruk-Kazyna SWF JSC.

How export develops in the region?

The main countries to which export deliveries are carried out: Russia, Uzbekistan, Afghanistan, China, Tajikistan.

In the Kostanay region, foreign trade turnover for January-July 2020 amounted to $1,510.5 million. In the structure of trade turnover, export supplies account for 40.8%.

The export of the region, compared to the same period in 2019, decreased by 8.3% and amounted to $616.1 million.During the period under review, exports of flour increased by 42.1% and asbestos by 3.9%, and the volume of grain exports decreased by 35.9 % and iron ore products by 16%.

At the same time, a ban was introduced on the export of buckwheat, flour, sugar, potatoes, carrots, turnips, beets, onions, cabbage, sunflower seeds and sunflower oil from the territory of the Republic of Kazakhstan to third countries. Further, a ban was introduced on the export of buckwheat and buckwheat groats, sugar, potatoes, sunflower seeds, crude sunflower oil (refined), as well as quotas for the export of flour, soft wheat and meslin, potatoes and crude sunflower oil (unrefined).

Proceeding from the fact that these types of products occupy a significant part in the total volume of the export basket of Kostanay region, the introduction of restrictive quotas on the export of the above-mentioned goods, first of all, influenced the decrease in export volumes.

To date, SaryarkaAvtoProm LLP has mastered the production of more than 40 car models of eight brands (JAC, Hyundai, CHEVROLET, Ravon, MAN, Ankai, Yutong, UAZ), the production of which is carried out both by small and large-unit assembly methods.

In March 2020, the production of Chevrolet (Damas, Labo, Cobalt, Malibu, Nexia, Spark, Tracker) was launched, for 8 months of this year. 5,367 cars were produced. The plan for 2020 for Chevrolet is 26 thousand cars, of which 13 thousand will be exported to the Russian Federation (export through the opening of 18 Chevrolet dealer networks).

In the current year, Bayan Sulu JSC has launched production of new types of products, which are exported to Russia, Ukraine, Belarus, Tajikistan, Kyrgyzstan, Turkmenistan, Mongolia, Uzbekistan, Azerbaijan, Armenia, Germany, China, Georgia.

It should be noted that in 2019, in order to increase exports of the manufacturing industry, exporting enterprises are provided with measures of state support:

  • through KazakhExport JSC, export loans for a total of 13.1 billion tenge are insured for 8 enterprises.
  • JSC Development Bank of Kazakhstan provided state support to JSC Bayan Sulu for export operations for a total amount of 3.6 billion tenge.
  • through the Kazakhstan Center for Industry and Export JSC, applications were approved by 21 subjects of industrial and innovative activities for reimbursement of transport costs and promotion of goods for a total of 757 million tenge, which amounted to 20% of the Republic.

In addition, at the moment, 60 applications have been received from 29 business entities for a total amount of 1,136.22 million tenge, of which 36 applications from 21 entities have been approved, 760.862 million tenge.

  • Atameken NCE of the region provided support to 12 support companies at international exhibitions, contracts were concluded for a total of $7.5 million. -
  • This year a program for export acceleration of the food industry was launched, in which 9 enterprises of the Kostanay region take part.

A program for export acceleration of the food industry has been launched this year. Enterprises are supported in promoting their products to the market of the People's Republic of China (PRC). It is expected that in the near future, export supplies to the PRC will be established. It should be emphasized that today 9 enterprises are taking part in export acceleration, which will allow them to enter the PRC market.

What work carried out in the region to attract investment?

Today in the region there has been an increase in processing volumes by 5.4 times compared to 2009, and labor productivity by 3.1 times.

During the implementation of the Industrialization Program, new industries were mastered, such as the production of cars and agricultural machinery, the production of construction fittings and rolled steel, a plant for the production of asphalt mixing plants, a house-building plant, a cement plant and a plant for processing buckwheat were built.

Also, the regional akimat has formed a pool of 62 investment projects worth 1.6 trillion tenge, with the creation of 6 thousand jobs (the implementation of which is planned until 2025).

For the 1st quarter of 2020, the growth of labor productivity in the manufacturing industry amounted to 127%, in value terms it is $11.9 thousand / person. The growth was ensured by an increase in the IFO labor productivity in mechanical engineering – 211% and in metallurgy – 124.4%.

The growth of labor productivity in the manufacturing industry will be facilitated by the implementation of investment projects, including within the framework of the Industrialization Map, using modern and automated equipment.

So, in 2018, an agreement was signed on the entry of the Chinese multinational company SMS, which is a part of Genertec (China General Technology Group), into the capital of the domestic automotive companies JSC Allur Group.

The Chinese company plans to invest in stages (within 10 years) $ 1.1 billion in the development of the domestic automotive industry (construction of auto component plants), as a result of which it is expected to increase not only production volumes, but also labor productivity through the use of the latest technological automated equipment.

Within the framework of the Digital Kazakhstan program, the region has developed a Roadmap for the digitalization of industrial enterprises for 2017 - 2025 for the introduction of new technologies.

The introduction of technologies contributes to an increase in labor productivity and production volumes (an annual growth of labor productivity in the manufacturing industry is expected by an average of 5-7%).

For reference: For the period 2017 - 2018 in the region, six industrial enterprises implemented 15 projects to modernize production for a total of 6.9 billion tenge. In the period from 2020-2025, 4 mining enterprises plan to implement 9 projects for a total amount of 66.6 billion tenge.

In January-August 2020, share of food production was 29.2%

The region produces meat, flour, vegetable oil, dairy products, bread and confectionery.

The largest producers of dairy products are DEP LLP, MILKH LLP, Sadchikovskoe LLP, Leader-2010 LLP, confectionery is produced by Bayan-Sulu JSC, butter is produced by Prombaza-7 LLP, K -Oil flour and pasta are produced by Kostanay Melkombinat JSC, Asaliya LLP, Romana-Nan LLP, Vadisa M, meat and sausages – Karasu-Et LLP, etc.

The enterprises sell their products both the territory of the republic, as well as in countries of far and near abroad (Russia, Ukraine, Belarus, Tajikistan, Kyrgyzstan, Turkmenistan, Mongolia, Uzbekistan, Armenia, Azerbaijan, Germany, China, Georgia, Afghanistan).

Exports for January-July 2020 amounted to:

  • confectionery – $14.4 million;
  • flour – $93.9 million;
  • pasta – $1.9 million;
  • dairy products – $3 million;
  • vegetable oil – $5.4 million;
  • meat – $176.2 thousand;
  • sausages – $23.5 thousand.

Since the beginning of this year, processing enterprises of the region have produced marketable products worth 152.9 billion tenge, which is 25.4% more than the same period in 2019. The production of butter increased by 14%, cheese and cottage cheese by 38%, fermented milk products by 9%, condensed milk and cream by 32%, sausages by 12%, canned meat by 59%, flour by 18%, cereals by 51%, vegetable oil by 24%.

On a national scale, the region, according to the results of eight months of this year, ranks first in the production of flour, the second in the production of milk and condensed cream, the third in the production of butter and yoghurts, pasta and cereals.

The share of the regional indicator in the republican scale for the production of flour is 29%, milk and condensed cream 20%, pasta – 15%, butter, processed milk and yoghurts 13%, cereals – 12%, sausages and meat and offal – 6%.

How much investment attracted to fixed capital of agriculture?

The gross output of agricultural products (services) in January-August in the region amounted to 169.9 billion tenge, including livestock – 119.2 billion tenge, crop production – 50.4 billion tenge. The volume of investments in fixed assets in agriculture amounted to 35.1 billion tenge.

In 2019, 1,416.6 thousand tons of grain were exported from the territory of the Kostanay region. Countries to which the bulk of grain exports were carried out: Uzbekistan – 468.8 thousand tons, Tajikistan – 172.2 thousand tons, Iran – 155.3 thousand tons, Azerbaijan – 102.1 thousand tons, the Russian Federation – 93.8 thousand tons and Afghanistan – 86.0 thousand tons.

For the period from Jan. 1, 2020, to Sep. 20, 2020, 635.3 thousand tons of grain were exported. Countries to which the bulk of grain exports were carried out during this period: Uzbekistan – 338.9 thousand tons, Iran – 64.4 thousand tons, Tajikistan – 59.4 thousand tons, Russian Federation – 41.3 thousand tons , Afghanistan - 34.9 thousand tons and China – 34.6 thousand tons.

In 2019, flour was exported 585.3 thousand tons. Countries to which the bulk of grain exports were carried out: Afghanistan – 396.3 thousand tons, Uzbekistan – 100.8 thousand tons, Tajikistan – 36.6 thousand tons, Kyrgyzstan – 18.1 thousand tons and China – 34.6 thousand tons.

From Jan. 1 to Sep. 20, 2020, 411.8 thousand tons of flour were exported. Countries to which the bulk of grain exports were carried out during this period: Afghanistan - 288.2 thousand tons, Uzbekistan - 54.7 thousand tons, Tajikistan - 25.7 thousand tons, Kyrgyzstan - 23.3 thousand tons and Turkmenistan - 18 thousand tons.

To support the agro-industrial complex, timely payment of subsidies is carried out, carried out in accordance with the monthly financing plan, for 8 months of this year, subsidies were paid 24.4 billion tenge, or 64%.

How state programs implemented in region to provide population with affordable housing?

This year, within the framework of the Nurly Zher program, it is planned to build and put into operation 379.3 thousand square meters from all sources of financing. m. of housing or about 4.2 thousand apartments.

In addition, it is planned to build at the expense of state funds:

  • 36.9 thousand square meters – rental housing or 546 apartments;
  • 10.6 thousand sq. m – reconstruction of multi-apartment rental housing for 152 apartments;
  • 13.4 thousand sq. m – credit housing through bonds of the local government office for 192 apartments.

For 8 months of 2020, 251.3 thousand sq. meters or 108.6% over the same period in 2019.

At the same time, in order to provide housing for large families, 108 apartments on the secondary housing market will be purchased this year. Since the start of the 7-20-25 and Baqytty Otbasy mortgage programs, 1,607 families have improved their living conditions, including 1,270 families within the 7-20-25 program, and 337 families in Baqytty Otbasy.

How road projects of Nurly Zhol program developing in region?

The share of regional and district roads in good and satisfactory condition in 2019 was 69%.

This year, within the framework of the Nurly Zhol program, 37 projects are being implemented on regional and district roads, the amount of funds provided for these purposes is 18.8 billion tenge.

As of Sep. 25, 2020, 6 objects have been completed.

After the completion of repair work on regional and district roads, the share of roads in good and satisfactory condition in 2020 will amount to at least 75%.

This bridge connects the regional center with the satellite city Tobyl, which has a population of over 30 thousand people. In the city of Tobyl in recent years, the program of housing construction Nurly Zher has been actively implemented, the population is increasing and, as a result, the flow of cars on this section of the road has significantly increased. The total cost of construction is 4.4 billion tenge.

Development of educational infrastructure and repair work

In 2019, 2 schools for 900 places were commissioned in Kostanay: a secondary school in the Aeroport microdistrict and a gymnasium school No. 28 with the state language of instruction, which made it possible to completely solve the problem of three-shift education in the region.

In September 2020, one comprehensive school was opened in Auliekol district for 320 places with the state language of instruction.

In the second quarter of 2020, a school for 1,200 places will be opened in the microdistrict. It will be a ‘’Jubilee" school with mixed language of instruction.

The construction of a school in the Karasu district (instead of the emergency one) for 320 places with the state language of instruction, which will begin its work in 2021, continues.

In order to prevent the growth of emergency schools, this year, capital and current repairs of 77 schools were carried out in the amount of 8.7 billion tenge.

In total, 11.1 billion tenge was allocated for capital and current repairs of 133 educational facilities in the region, which is 3 times higher than last year's figures.

Today in the region there are 493 schools (488 public and 5 private) with a total contingent of 110,206 schoolchildren (109 677 in public schools, 529 in private), 12,919 teachers.

335 schools (68%) with a total contingent of 21,836 students or 19% of the total number of schoolchildren are trained in a regular mode with increased sanitary and epidemiological safety measures. In the remaining 158 (32%) schools with a total contingent of 88,370 students, the educational process is organized remotely.

In the primary grades, at the request of parents, there are duty classes divided into groups with a capacity of up to 15 people, in compliance with strict sanitary measures. In this format, 2,016 classes work with a total contingent of 24,813 schoolchildren, or 50% of the total number of primary school students.

Provision of computer equipment

To create high-quality conditions for distance learning in the summer, 6 thousand computers were purchased for the amount of 1.4 billion tenge from the local budget.For the organization of distance learning, students of the region were transferred 11,188 computers on a return basis before the start of the academic year.

Additionally, funds were allocated from the government reserve for the purchase of more than 15 thousand (15,222) pieces of computer equipment (computers – 1,584, laptops – 11,586, tablets – 2,052) for a total amount of 2.4 billion tenge (2,357.5 million tenge).

In September 2020, 1,584 computers were delivered to the region, purchased with funds from the government reserve. The specialists of the Center for Informatization at the Department of Education checked this technique for compliance with the technical specification and issued it to schoolchildren of the regions of the region for distance learning. Due to this purchase, 1,270 computers were additionally transferred to fully meet the needs of students in computer technology. The provision of teachers with computer technology is 100%.

A further 13,638 laptops and tablets are expected to be delivered in October 2020.

Over the past three years, 66 IT classes and 32 robotics rooms have been opened in schools of the region for a total of 340 million tenge.

To resolve the issue of providing students with access to the Internet, 1,705 modems and Wi-Fi routers were purchased. In order to meet the remaining needs at the moment, 1,187 will be additionally purchased for a total amount of 18.5 million tenge.

All secondary schools in the region (488 schools, or 100%) have access to broadband Internet, from 4 Mbps and more.

All 158 distance schools have signed contracts for the use of digital educational resources (BilimLand, Edupage). The broadcast of video lessons is carried out through the TV channels Balapan, Elarna, OTAU TV Balapan.

About 7 billion tenge allocated for purchase of medical equipment and sanitary vehicles in 2020

Fifteen digital X-ray systems, 3 computer tomographs, 18 ultrasound machines, 1 MRI, 7 hemodialysis machines with water purification, 360 perfusers and infusion pumps and other medical equipment will be received.

The installation of oxygen networks has begun in 4 large hospitals with 856 points. There are 600 oxygen concentrators on the balance of medical organizations.

The purchase of 110 ambulance vehicles for 660 million tenge, delivery of 50 domestically produced reanimobiles for the ambulance service is expected through leasing for 2.2 billion tenge.

Delivery of 10 mobile medical complexes based on Yutong buses is expected.

The production of disposable medical masks has been opened in the region, the capacity is 5 million masks per month.

In order to ensure the uninterrupted supply of medicines to the population, a Stabilization Fund was formed, and returnable financial assistance was provided to pharmaceutical organizations for 300 million tenge.

Active work is underway to attract doctors to the region. This year 180 doctors arrived in the region. For the first time, residents have arrived in the region, who receive additional education at the expense of the local budget.

The region continues to work on providing social support measures for arriving doctors. In the countryside, 1.5 million tenge is paid as lifting, in the city – 1 million each.

Housing is provided to doctors through the Kazakhstan Mortgage Company. The keys to 54 apartments have already been handed over, and another 120 specialists will be provided with housing by the end of the year.

Work continues under the program "With a Diploma to the Village". This year alone, housing has been provided for 90 rural doctors.

Conditions for student youth are being created. A dormitory for 250 places is under construction for the Kostanay Medical College, in Rudny a branch of this medical college has been opened for training 125 paramedical workers.

Within the framework of the Employment Roadmap for 2020-2021 and the special project Aul - El Besigі, 4 billion tenge was allocated for the repair work of 16 healthcare facilities. Including 13 objects for 3.3 billion tenge within the framework of the Business Roadmap, 3 objects for 760 million tenge under the Aul - El Besigi project.

At the outpatient level, drug provision is carried out in accordance with the List of the Ministry of Health.

In order to ensure the availability and control over the rational use of drugs, from Jan. 1, at each medical organization, pharmacy points have been organized to sell free drugs. In general, the drug supply situation is stable.

Is the construction of tourist facilities planned?

This year, construction of a modern ski base began in Kostanay, on the territory of which a 4-storey complex will be located, with the provision of ski equipment rental services, a cafe, a rest room, a 2.5 km track. The complex is planned to be commissioned in October this year.

Also in the city of Kostanay, the implementation of a project to reconstruct the Central Beach and the northern part of the Pritobolsk Park has begun. A triathlon park, a children's playground and an obstacle course, a rope camp, and tennis tables will be built on this territory.

In addition, in August this year, the construction of a roadside tourist hub began on the territory of the Amangeldy region, the initiator of the construction was the private charitable foundation Tilep. The tourist hub will be a park on the territory of which a hotel, catering facilities, a Saki sauna, a swimming pool, copies of the Taj Mahal architectural monuments, the Egyptian pyramid, an amphitheater, and Turgai geoglyphs will be located.

Sep. 14, 2020, Thermapark, located on the territory of the Kostanayplaza shopping and entertainment center, opened its doors. On the territory of which there are 24 water-bath complexes (Russian, Finnish, salt, stone and other types of baths), water attractions, 5 swimming pools, incl. thermal, 2 jacuzzis, 4 offices, food court, etc. The capacity of the thermal park is 1600 people.

Recreation areas located on the territory of the region were not closed for quarantine, however, due to the introduction of a state of emergency, their activities were limited until June 8 of this year. There are 12 recreation centers in the region.
