Conditions changed — how Kazakhstanis can receive 42,500 tenge and food packages

Today, the Minister of Labor and Social Protection of the Population Birzhan Nurymbetov described the step-by-step process of how Kazakhstanis will be able to receive state support in the form of social benefits of 42,500 tenge.

According to him, in the current situation, many entrepreneurs, especially small and medium-sized businesses, are forced to send their workers on vacation without saving their salaries and even to reduce them. Today in Kazakhstan, more than 2 million people are self-employed, who work officially and unofficially. Now their income is lost.

“On the instructions of the President, a social payment from the State Social Insurance Fund was introduced in our country — 42,500 tenge to people who lost their income. In his appeal yesterday, the Head of State ordered to expand the mechanism for receiving this payment,” said the minister.

Who can receive payments?

First, employees of small and medium-sized businesses who were sent on vacation without pay in quarantine cities, this also includes large businesses.

Second, individuals, self-employed people. Among them are individual entrepreneurs, of which there are 1.5 million people in the country according to statistics. These are private practitioners: private lawyers, notaries, bailiffs, mediators — there are more than 2 thousand of them in the country. These are people who worked under civil law contracts, there are also about 180 thousand of them.

What documents must be submitted?

According to Nurymbetov, the procedure has been changed. Today, no documents are required. Only appeal is necessary. This appeal indicates the whole reason, personal data — name, IIN and card account. The employer encloses a list of his employees.

At the same time, it is not necessary to prove to someone that your income is lost due to the state of emergency; no one will double-check it. It was indicated in your appeal, this will be taken as a basis. Application or appeals are submitted electronically.

“It was the most sensitive issue today. Many people come and say: "It is very difficult to file this application, to seal it with an EDS, Egov freezes." Today we offer you several technical solutions and every day we will offer new solutions that will simplify this mechanism,” said the minister of labor.

First. E-government portal

Through the service you will need to fill in your data. Now you do not need to attach any files to this appeal. This appeal will be the whole point. And it will be necessary to sign an electronic digital signature. Or, via SMS receiving a password.

Second. Special website

Today Egov is very busy, so the Ministry of Labor and BTS company have developed a special website.

“We will launch it tomorrow morning. All citizens will also be able to apply on it, indicate their details — name, IIN and bank account. Through SMS, having received the password, secure it with your signature. There you need to choose the service payment of 42,500 tenge," the head of the department explained.

There are people who do not have a computer to access the site or on Egov. From tomorrow morning, it will be offered to use the Telegram bot via a mobile phone. This will be the application that will need to download and collect your data.

“Thus, we have simplified everything, all these decisions: where to go, to which site, what does the Telegram bot look like, we will post all this information on the website of the Ministry of Labor and Social Protection of the Population, on the Facebook page of the Ministry of Labor and will distribute it on to all social networks,” Nurymbetov assured.

How to file the appeal?

“We would ask you to enter your data correctly. This information is about IIN, card account and name. Money will be matched with your last name and card holder. The second requirement was that in the last 12 months there should be at least one social payment to the Social Insurance Fund or one pension contribution to the Unified Accumulative Pension Fund. In this case, this is necessary because the money is paid not just from the cash register, they are paid from the State Social Insurance Fund,” the minister explained.

However, many people do not have such social deductions and never have. These are those people who work informally, who did not have employment contracts, did not pay taxes and no deductions — they will also be able to get 42,500 tenge. To do this, it will be enough to formalize your status.

“For this, it’s enough for you to make an aggregate payment — this is 2,651 tenge for urban residents and 1,325 tenge for rural residents. Once you pay, you will receive the right to receive monthly 42,500 on the next day. This applies to everyone who worked informally. Thus, your status will be formalized,” said Nurymbetov.

How to pay the Single Aggregate Payment for urban and rural residents?

There are two ways. The first one — in the mobile offers of banks — Halyk Bank, Fortebank, Sberbank, Jysan bank, Bank Center Credit, Kaspi bank and in Kazpost branches there are mobile applications where you can pay the SAP.

The second is via SMS. To do this, just send an SMS to 5505 from your phone and indicate GORODESP IIN for urban residents and SELOESP IIN for rural residents. In this case, the required amount will be written off and it will be considered that you paid social security contributions, fulfilled your obligations, your status is formalized and you will receive 42,500 tenge monthly.

How much will laid off employees receive?

“For them, from the Social Health Insurance Fund, a payment is provided in case of loss of work. Its payment does not depend on the reasons for which you were dismissed, does not depend on the state of emergency. It is paid for six months and its size is from 40% of the salary that you lost when you left. To do this, you need to register as unemployed on the Egov portal,” the minister explained.

For this, the select the service "employment" and "job seeker" on the portal. In three days you will be registered as an unemployed person automatically, you will be assigned a social payment for the loss of work for six months from the Fund.

“Here we also changed the procedure. The appointment will occur on the day when you were officially registered as unemployed. Why three days. According to the law, during these days we will try to find you a job at employment centers,” the minister said.

In March alone, more than 12 thousand people found remote work through employment centers. Also, in cities where quarantine was declared, 2,331 people were able to find a remote job.

“But if you have not been working for a long time and you did not have social contributions, then you may not receive payments, because you do not have participation in the social insurance system. Such citizens can get food packages,” said the head of the department.

Who will be able to get the food packages?

Food Packages will be distributed to:

  • all children of families who receive targeted social assistance, i.e. low-income families, including large families;
  • all persons with disabilities of all three categories, regardless of age, are also children with disabilities. 995,000 people are registered in the country.
  • parents who care for children with disabilities.
  • officially registered unemployed persons — in total about 1.5 million of such citizens

In practice, this measure will be implemented by local akims.

What are the benefits of the Employment Roadmap?

“Today we have developed an Employment Roadmap for which 1 trillion tenge is allocated. More than 7 thousand projects will be implemented with the creation of more than 240 thousand jobs,” said the minister.

Meanwhile, the president of the country drew attention to the situation when many young people who worked in these cities around the large cities — Nur-Sultan, Almaty, Shymkent today cannot enter these cities. They remain in the vicinity, in the suburbs without income.

“Therefore, on behalf of the Head of State, if our youth who are around these cities today cannot get to the city of Almaty, Shymkent or Nur-Sultan, if they return to their regions and take part in the projects of the Employment Roadmap, then on the first day when they start work, they will be paid lifting in the amount of 85 thousand tenge. This is not a salary, it is lifting at the very beginning. After that, every month they will receive their salary,” the minister explained.

It is worth noting that according to the Employment Roadmap the salary cannot be lower than 85 thousand tenge. For this, akims of the regions will form recruiting points and invite them to work through employment centers.

“I urge those citizens who have lost their jobs in these cities today to return to their regions and take part in the Employment Roadmap,” Nurymbetov summed up.
